The City Commission of the City of Sanford, Florida, met in adjourned session
at the City Hall in the City of Sanford, Florida, at 7:00 o'clock P.M. October
Present: Commissioner W.C.Hill, Mayor.

Meeting called to order by the Chairman who announced that the purpose of the
meeting was to confer with taxicab owners with respect to the City adootlng an ordinance
makln~ certain regu!at~ons for Dersons engaged in the tsx~cab business and ~rescribing
minimum and maximum rates to be charged for transoortlng passengers in said business,
also to h~ndle any other mattemthat may come before the Board et this meetSng.
ThereUoon the Commission proceeded to a lengthy discussion wlth the taxicab owners
with respect to the orovisio~ of the prooosed ordinance, after which City Attorney
Wilson was directed to prepare such ordinance for further consideration end sdoDtlon.
Mr. Volie Williams, manager of the C~nford Eeuloment. . ~om~eny, ~ Inc. next aooeered
before the [Board to consider the proposed ordinance gr~nt~ng the Sanford Equloment
Comoony , Inc. a ten year franchise to est~b!lsh, maintain and operate a bus ~ransoortation
system in ~he City.
Thereuoon after considerable discussion and s careful study of the provisions of the
pro~osed franchise, the City Attorney was directed ~o prepare the ordinance for passage
and adootion at the ne~t regular meeting of the City Commission.
The Clerk ne×t re~orted that In connection with the a~llcation to the Federal
Works Agency for federal assistance for the construction of additional water suooly, the
City will be required to acquire a site for the oro~osed booster DumPing station and convey
it to the Federal Government, advising th~.t the Federal Works Agency will not construct the
booster pumping station on the State Road right-of-way as proposed by the City, also advlslng
Road
that Mrs Rosa V.Slrmons owns the ~rooerty adjacent to the St~te/rlght-of -way which will
be necessary for the City to accuire for the said elis.
Thereupon Commissioner Hlgg~ns moved that the Clerk and Commlss~oner Gut be authorized
to negotiate with Mrs Sirmons for the ourchas~ of a strlo of her land adjacent to
State Road right-of-way for the purpose of conveying l.t to the Federal Government
construction of a water booster pumping station thereon.

The Clerk next reported that Fairbanks, Morse & Company had furnished the City
with a service man to make the necessary changes in the exhaust e~ulpment on the diesel
engines at the Water plant, in accordance with their lette~agreement dated April 2y,1942,
and that Lngtneer A~ahams had reported that the engines are performing more efficiently .
Thereupon the Clerk was instructed to cay Fairbanks, Morse & Company the cast due note~
on the purchase of the equipment end invoices coverlng reoalr carts for the engines,
