CITY COMMISSION, SANFORD, FLORIDA, FEBRUARY lZ at 7:30 P.M. 1945.
The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:30 o'clock P.M. February 12, 1945.

Meeting called to order by the Chairman.
Minutes of adjourned meeting of December 14 and 19, regular meeting of December 25,
adjourned meeting of December 26.1944, regular annual meeting of January 2,1945, next read
and approved.
Current invoices and oayrolls for the month of January 1945, orooerly audited and vouche
as evidenced by voucher nos. 7536 thru 7627, submitted, examined, aooroved and Dayment
authorized.
Monthly reports of Streets, Sanitation, Health, Water, Police, Fire, Library and
Golf Departments for the month of January 1945, submitted and examined.
Financial statement and statement of revenues and exoenditur~s during the month
of January 1945, submitted and examined.
Bank statements in all accounts for the month of January 1945, properly reconciled,
submitted and examined.
Mr. G.W. Spencer, Attorney for E.Z. Irwin, next appeared with reference to a fire hydrant
the City re-located at northeast corner of Thirteenth Street and Olive Avenue in
connection with widening the pavement on Thirteenth Street to 30 ft. in width, claiming
that the hydrant was placed approximately 2 ft. inside the southwest corner of E.Z.
Irwln's property and requested that it be removed, or, that the City secure an easement
from Irwin for this hydrant for the sum of $150.00.
Thereupon the Commission advised Mr. Spencer that the City would remove the aforesaid
fire hydrant from E.Z. Irwin's property.
Mr. H.J.Lehman, Manager of the State Farmers' Market, next appeared before the Beard
and requested that the City fill in the area between the pavement on the south side of
Thirteenth Street and the railroad track on the Market oroperty for the purpose of a lead-

further info~mation pertaining to the estimated cost.
Consideration next given to the matter of placing the business section on West
Thirteenth Street in Goldsboro in the Fire Zone.
Thereupon after considerable discussion, the City Attorney was directed to prepare
an ordinance amending the present fire zone so as to include the business area on Wes~
Thirteenth Street between Lake Avenue and Mangoustine Avenue, for passage at the next regu-
lar meeting of the City Commission.
Request next received from J.L.Galloway, 1718 Magnolia Ave. for the City to close the
9-5 ft. alley extending from Magnolia Avenue west 139.5 ft. between 17th. and 18th.
streets, and to open a 14 ft. alley north and south thru this block.
Thereupon after considerable discussion with reference to securing a right-of-way for
this alley, and on being advised that there are several garages located on the oropose~
right-of-way, the Commission agreed to close the aforesaid 9.5 ft. alley and open the
proposed 14 ft. alley, providing the property owners in this block will furnish the necessary
right-of-way and remove the garag~ from same without any cost to the City.
Request next received from Mrs C.W.Baker, 521 Plumosa Drive, for the City to place the
whiteway light in front of her home back in service, which was discontinued in the revision
of street lights several years ago in order to curtail exDenses.
Request refused.
Communication next read from O.P.Herndon, Clerk of the Circuit Court returning the
City's statements of taxes and soeclal assessment liens against the several parcels of land
acquired by the County thru foreclosure of tax liens and sold to the puOlic on November
20, and December 21,1944, which were submitted to the County for the purpose of distribut-
ing the proceeds from such sales between the City and County, ore rata, in the proportion
of liens of each for general taxes, in accordance with the provisions of Chapter 22079,
Acts of 1943 Legislature, advising that these statements were returned because the City
had calculated interest on its ta, xLl~ena.
Thereupon City Attorney Wilson advised the Board that Section 4 of the aforessid
Chapter 22079, Acts of 1943 Legislature, providing for the distribution of the proceeds from
the sale of lan~s acquire~ by the County thru delinquent taxes, provides that bot~ the
City and County include accumulated interest in computing their tax liens. He also submitte~
a copy of instructions issued by the State Comntroller under date of December 27,1944,
to the Clerks. of the Court of all the counties wit~ reference to distriOuting the ore-
cee~s from the sale of such lands in accordance with the provisions of said Chapter 22079,
in which the Comptroller provided for all taxing units to include the accumulated interest
in computing tax liens.
Action deferred, pending further consideration.
On motion duly carried, the Commission next approved the employment of T.E.$mith
as assistant engineer at the Water Plant at a salary of $150.OO per month to fill the
vacancy created by resignation of Tom Lodge.
On motion duly carried, the Commission next authorized the salaries of firemen
R.O.Gnann and J.T.Bennett increased from $120. OO to $125. OO per month, effective as of
February 1,19~5.
On motion of Commissioner Bishop, seconded by Commissioner Lodge and carried, the Cpm-

Thereupon on motion duly adopted, the 194~ delinquent Real Estate Tax list
was ordered POSTED in accordance with the terms of the C~rter, as amended.
Chief of Police Williams next reported of accident to patrolman Wade M.Raulersen
en the night ~ February 2, 1945, caused by an automobile driven by Clarence Welsh
~nning over him at intersection of Park Avenue and Third Street while he was assisting
the State Road Patrolmen in checking motor vehicle lights, stating t~t Mr. ~ulerson's
leg was broken as a result of the accident and that he is in the Orange General Hospital
at Orlando receiving medical treatment. Also, advising that the investlgat!en showed
that Mr Welsh was at fault and that his automobile was insured against public liability
and praperty ~mages with the American Fire and Casulaty Company of Orlando.
Thereupon en motion duly carried, the Clerk was authorized to advance Pollce~n
~ulerson sufficient funds to. pay his hospital and medical fees until such time settlement
can be made with the American Fire and Casualty Company, carrier of the insurance en
Mr. Welsh's automobile.
On motion duly carried, the Commission next approved an expenditure in amount of
$50.00 toward travel expenses of Mayor Nigglns to Jacksonville on Jamary 31,1945,
to confer with engineers ~f the United States War De~rtment with respect to the
proposed project of deepening t'he c~nnel in the St. Johns River between Sanford and
Palatka.
Consideration next given to the proposal of W.H.Armston. Const~etion CemDa~ te

lng a treatment of cut back asp~lt to the eld pavement and surfacing with semisolid
asp~lt and slag, at a cost of .21 per sq.yd.
Thereupon after considerable discussion, Engineer Earle was directed to make a
survey of the streets and to prepare an estimate on the cost of repairing app~ximately
ten blocks of those that are in the worsZ state of re.ir, for further consideration
by the Commission.
On motion duly carried, the Commission next approved the payment to W.T.Wolfe of the sum
cf $400.00 to apply en account for services rendered in connection with making a sudsy
ef the local freight rate structure.
