The City Commission of the City of Sanford, Florida, met in Special Called
Session at the City Hall in the City of Sanford, Florida, at 2:00 o'clock P.M.March 2b,1945,

Meeting called to order Oy the Ohairman who announced that the purpose of the~-~meet-
lng was to confer with Mr. John F.Reynolds, Engineer of the firm
of Reynolds, Smith and
}{ills, Engineers and Architects, Jacksonville, with reference to oreoaring and furnishing
the preliminary clans of the proposed Municipal Dock and Terminal facilities to be
located on City-owned and leased lake front oroperty between French Ave. snd Mangous-
tine Ave., which are needed at this time for the purpose of submitting to the State
Road Department to endeavor to hav~ Seminole Boulevard east of Mangoust%ne Ave.
closed as a public highway and a new road constructed from Mangoustine Avenue southeas~
First Street at Poplar Avenue as the entrance to the City.
Mr. Reynolds then submitted the following proposal for furnlsht~ng the clans and
specifications for the Municipal Dock and Ter~nal facilities, which are proposed as a
postwar project.

Dear Mayor Higgins:
Confirming our conversation in Jacksonville March 19 and the writer's examination of
the area to be improved, followed by conference with your City officials, we propose to
prepare tentative drawings showing a suitable layout for Municipal Dock and Terminal,
at Sanford, Florida.
The improvement contemplated at this time is to orovlde docks for boat landings and
warehouse area served by both railroad trackage and roads for trucks with amo!e
provision for future expansion.
We hereby propose to furnish you the Architect-Engineer services necessary to the
preparation of olans, s~eclfications and estimates of cost for the improvements
basically described, above. Ail field survey data required therefor shall be furnished
by you, without co~t to us, in the form of field notes or drawings. From this information
we shall develoo o!ans, soe~ifications and estimates of coat described.
As compensation for such services and for the preparation of such clans, specifications
and estimates of cost we ~hall be oald a fee equal to 5% of the construction costs.
The services to be provided for such compensation shall include the necessary visits
to the site during construction to orovlde general suoervlsion but do not include
detail inspection or the services ~f a Resident Engineer or the cost of commercial
laboratory testing of materials.
For the services required at this time in the preparation of orelimlnary clans we are
~o be paid the actual cost to us plus 30% for overhead and nothing for profit. Any
payments made to us for this orelimlnary work will apply as a payment of Dart of the 5% fee!
if and when the project is constructed.
In the event the project is not constructed, payments for the orellminary work will
constitute payment in full and the o~her provisions of this agreement become null and
void.

Thereupon after considerable discussion, Commissioner Gut moved that the City
employ the firm of Reynolds, Smith and Hill, Engineers and Architects, Jacksonville

is constructed, in accordance with the terms outlined in the forego~.ng letter agreement.
