051445-Regular Session MINUTES CITY COMMISSION, SANFORD, FLORIDA. ~Y 1/'j' 81; 7:30 P M 19 ~5 The City Commission of the City of Senford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, st ?:30 o'clock P.M. May 15,1945. Present: Commissioner Edward Higgins, Mayor. " H. James Gut " W.C. Hill " M.J. Lodge City Attorney Fred R.Wilson. City Clerk H.N.S~yer. Absent: Commissioner George D.Bishop. Meeting celled to order by the Chairman. Minutes of regular meetings of March 26, April 9 and 23, and adjourned meeting of ~pril 25,19~5, next read and e. pproved. Current invoices and payrolls for the month of April 19~5, properly audited and vouohered as evidenced by voucher nos.?821 thru 7915, submitted, examined, approved and payment authorized. Monthly reports of Streets, Sanitation, Health, '~ater, Police, Fire, Library and Golf Departments for month of April 19~5, submitted ~nd examined. Financial statement and statement of revenues and expenditures during month of April 19~5, submitted end examined. Bank statements in all accounts for the month of April 19~5, properly reconciled, suomitted and examined. Mr. G.W.Spencer, Attorney, next appeared on behalf of the Market Packs_ge Store Inc, ~nd submitted application for permit to sell liquors , to be consumed off the premises, at southeest corner of French Ave. and Thirteenth St., and same was ordered filed for further consideration. ~r. L.P.Payton next ~ppeared beC'ore the Boa_rd and requested that the City close and vacate the alley extending esst end west Oetween Palmetto and S~nford ~venues, and Nineteenth ~nd Twentieth Streets, adjacent to his home at 1919 P~lmet~o ~.venue. Action deferred. Application next received from John A.Hsll for permit to sell beer ~nd wines at 1CO1 W. 13th Street., ~nd on recommendation of Chief of Police Williams, same wes s_pp rov ed. Bill of R.S.Evsns, Orlando, in amount o£ $75.00, covering purchase of one wooden boat to be used ~y the Fire end Police Departments for rescue purposes on Lake Monroe, next presented, ~nd on motion of Commissioner Hill, seconded by Commissioner Lodge and carried, same ws.s approved ~nd payment authorized. Bill of Southeast Engineering Company, Jacksonville, in amount of $~3.~5, covering purchase of ~n All Purpose G~s Ms. sk for the Fire Department, next presented, and on motion duly carried, same was spproved end payment s_uthorized. On motion of Commissioner Gut, seconded Uy Commissioner Hill and carried, the Commission next approved the sale to J.P.Psyne of Lots 5 and 6 o£ Block 9, Bel Air, at s price of $200.00; the sale to Miles B.Austin of N. 40 ft. of Lot 12 Block 9 Tier l~, Seminole Park, at ~ price of $50.00; end the sale to Nary Overstreet of Lot 5 Block l0 Tier lC, Seminole Park, at ~ price of $250.00. This property having been acquired by the City thru foreclosure of taxes and special assessment liens and the MINUTES ~ CitY COMMISSION, SANFORD, FLORIDA. May l~ at .7-:30 P ~ 19 ~5 Fourth and Fifth Streets to Mr Harry Crosson for the purpose of establishing and operating a trailer camp thereon, which was authorized by the City Commission at the meeting of March 26, 1945, Mayor Higgins next advised that the Commanding Officer of the Sanford Naval Air Station has requested that the City lease to the United States Navy all the aforesaid Park, except the southwest quarter, for the duration of the war and six months thereafter, for the purpose of establishing a trailer park to house naval personnel, which would consist of the construction of two ten-unit head facility buildings, water lines, sewer lines, end trailer and electric service plugs thereon; also advising that Mr. Crosson is agreeable to releasing three-quarters of the park to the Navy, pro- viding the City will purchase the improvements that he has constructed thereon at a cost of $800.00, which includes one concrete block head facility building, together with toilets, shower baths, hot water system, laundry tubs and other facilities installed therein; stating that Mr. Crosson proposes to continue operating a public trailer park on the southwest quarter of the park and use the aforesaid facility building in connection there- wi th. Thereupon after considerable discussion, O~mmissioner Gut moved that the City purchase the aforesaid qoncrete block head facility 0uilding from Mr. Crosson at a price of $800.00 and to allow him the use of it in connection with operating, a public trailer park on the southwest quarter of the park, and that the City lease the balance of the perk to the United States Navy for the duration of the war and six months thereafter, for the purpose of establishing a trailer park to be used by t~ ~avy, at s rental of $1,500.00 per annum, with the privilege of removing the property it places upon the land at the termination of the lease, and also the right to leave the property, consisting of head facilities, building, sewer lines, water lines and electric service plugs a.t the termination of the lease in lieu of restoration damages and payment of all lease monies. Seconded by Commissioner Lodge and carried. Communication next read from Edward F.Lane , owner of the old brick building located on lots 9, 10, 31 and 32 of Block M, First Street Extension, which was partly destroyed by fire on Ney l~, 19~l, requesting that he be granted until after the duration of the war, or until such time building materials are available in which to repair , rebuild or dispose of the aforesaid building, claiming that the remaining walls are in a sa~e condition and can be used in reOuilding it, and t~at t~e premises are in a sanitary condition. There~O~ ~f~er considerable discussion, Buzlding Inspector Duncan was authorized and directed to obtain expert opinion from a reliable building co. factor or brick mason as to whether or not the remaining walls of the ~foresaid buildings are in a safe and sound condition and can be used in connection With reconstructing the building, for I'urther consideratzon of the Board at the next regular meeting. On motion of Commlss~.oner Gut. seconded by Oommlssloner Lodge and carried., Tax Collector Ellen Hoy was nemt authorized and directed to hold the 19~4 tax sale on the 2nd day of July 1945 .
