COMMISSION, SANFORD, FLOEIDA, May 16 at l: O P M 19 45 The City Commission of the City of San.ford, Florida met in adjourned regular session at the City Hall in the City of Sanford, Florida, at 1:30 o'clock P.M. May 16,19~5. Prewent: Commissioner Edward Higgins, Mayor. " Geo.D.Bishop " H.Jame s Gut ~. C. Hill City Clerk H.N.Sayer Absent: Commissioner M.J.Lodge. Meeting called to order by the Chairman. Further consideration next given to the application of Market Package Store, Inc., for permit to sell liquors, to be consumed off the premises, at southeast corner of. French Avenue and Thirteenth Street. Thereupon after considerable discussion, and in view of the fact that ordinance No. 359, passed and adooted by the City Commission under date of October 16,19~, limits the permits and licenses to vendors of alcoholic beverages, exceot beer and wines, 'to not in excess of one permit and license to eaCh 1500 oersons in ~he City of Sanford, accord- lng to the last census thereof, State or Federal , and that the last census of Sanfo~d shows a pooulatlon of 10,800, for which there have been granted seven such oermits and licenses; the Commissi'on declined the aforesaid aoolication. Commissioner Gut next introduced Ordinance No. 3?5, entitled: AN ORDINANCE OF THE CITY OF SANFO.~D FLORIDA, GRAMTL~MG TO HILL LUMBER AND SUPPLY EARD, INC., AN EASEMENT FOR THE USE O? A PORTION OF MY~TLE AVENUE BET~'~EEN TM!RD ~ND ?OURTH STREETS IN SAID CIT~ FOM A TERI~ OF FIvE YEARS, SUBJECT TO T~, TERMINATION OF SAID EASEMENT AS HEREIN PROVIDED. and same was read in full by the Clerk. Thereuoon Commissioner Gut moved that the rules be waived and said Ordinance No. 315 be placed on its final passage and adootion. The roll was called and the vote stands as follows: Commissioner Higgtns Aye " Bishoo Aye " Gut Aye " Hill Aye Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida, by uanimous vote'had oassed and adooted said Ordinance No. 3?5, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, GRANTING TO HILL LUMBER AND SUPPLY YARD INC., AN EASE~WIENT FOR THE USE OF A PORTION OF MYRTLE AVENUE BETWEEN THIRD AND FOURTH STREETS IN SAID CITY FOR A TERM OF FIVE YEARS, SUBJECT TO THE TERMINATION OF SAID EASE~ MENT AS HEREIN PROVIDED. On motion duly carried, Ordinance No, 375 was next ordered POSTED at the front door of the City Hall in the City of Sanford, F!orida,~ in accordance with the terms of the Charter , as amended. Bill of Hill Imolement Comoany in amount of $665.OO , covering ourchase of 500 ft. of 2~" and 200 ft of 1½" Fire Hose, in accordance with bid awarded November 13,19~$, MINUTES CitY COMMISSION; SANFORD, FLORIDA, May 16 at 1:30 P N i19 ~5 Cost-war planning of the disposition and operations of the Municipal Airport that is now being used by the Sanford Naval Air Station. Thereupon after considerable discussion and on motion duly carried, the Commission appointed a Committee consisting of Mayor Higgins and Commissioner Gut to 'serve with the Committee to be appointed by the Board of County Commissioners for the purpose 'of start- ing negotiations toward the cost-war dispositions and °oerations of the Municipal Airport property. On motion of Commissioner Gut, seconded by Commissioner Hill and carried, the Commission next authorized the purchase of a two inch Gorman-Ruop W-12,portable Water Pump from Florida Equipment Company at a orlce of $226.60 for use in the ~'ater Department in connection with repairing water mains and service lines. On motion duly carried , the Clerk was next authorized and directed to have the Commissioners room re-decorated and to have venetian blinds installed on the windows in both the Commissioners room and the Clerk's office. City Planning Committeemen R.L. Corne!l,W.A.Leffler and Lea R. Lesher next appeared before the Board and submitted the following annual report~ Sanford, Florida May 14,1955. Mr. Mayor and members of the City Commission: As Chairman of the City Planning committee, I wish to make a report on its act- ivities for the cast 12 months. By your action this committee was created in June 1945. With no particular guide for its o~ocedure, the committee took up its ~:~d~i~ with a desire to recommend civic improvements and betterments for the citizens'of this community. In all our recommendations to you, it has been our endeavor to present only those projects which we confidently believed reasonable, necessary, timely and within the means of accomplishment by the City Commission. I would like to recite to you now these recommendations: 1. Make a survey of the facilities and site for the construction of a munlcioal swimming pool. To engage an engineer to submit plans.. 2. Plan for the beautification of the City. 3. Take action for the removal of the sub~nerged river boat "EthelDow"; require the St. Johns River Line to have oremlses cleaned up in vicinity of warehouse and garage. $o Provlde~oublic rest rooms and'parking spaces for ,;both white and colored in the business sections. ~ 5- Secure estlma~es and clans for a bus terminal. 6. Secure the dedication of laBd for a city park from the County at the southern entrance of the city. ~. Provide for a City Recreational Director and that the City aooropriate $1200.00 for 195~-~5-; $600.00 for salary and $600,00 for new equloment and repairs to existing equipment. Plan for a new hospital. Provide storm sewers ~n the Georgetown area. lO,Plan for sewer dlsoosal sYstem. 11. Beautify the approaches to the City. 12. Remove the band shell from present location on pier. 13. Plan for the construction of a new nurses home. Create a park & beautification commission. 15. Remove the ruined walls in front of the Nayfair hotel. At our May 2nd m~e~e~g, the committee discussed and makes these additional recommendations: 21. That the City Commission give active consideration of the employment of a City Manager. 22. That additional monies be raised thru taxes or service charges to meet the cost of improvements desirable for the city. Some of these recommendations, I am happy to state, have been accomplished or are on their way to be put into acti°n. The fate of the others, is in your hands. The committee hopes you look upon them favorably , At this point, the committee oroooses the question; "What about the future of this planning? Does the City Commission believe the committee has been useful and can be of help in the future ? Have they been aiming in the right direction in ~akisE su~g~$tlons and will their recommendations be given~ careful consideration by the omm!~slon '~ I believe I express the unanimous opinion or the Planning Committee when I say we do not want to give time.and discussion to projects that will not be given any consideration by the members of the City Commission. %~e dont want' to waste our time nor yours. ~ile the scope of our °lanning activities may not be as broad as some peDDle mm.y interoret them to be, we have~t~r~d~_~o be conservative in making recommendations and guided by Our knowledge of the City's financial circumstances, together with the lack of labor and materials. On behalf of the Planning Committee, I wish to thank the City Commission for their cooperation in our discussions and recommendations. We all aooreciate this opportunity to serve our community. Mayor Higgins then expressed on behalf of the City Commission its appreciation to the City P~anning Committee of the services render~$ the work accomplished and the support given the Board during .the past year and requested that they continue to serve in this capacity. Also, advising that in reference to Item No. 22 of the foregoing recommendations, the City Commission had been giving consideration to imposing a Utility Service tax under authority of House Bill No. ~5~ of the 1945 Legislature, in order to raise additional funds for contemplated oost-wsr improve- ments, and requested the Planning Committee to give consideration to such a tax- There being no further business the meeting adjourned.
