The City Commission of the City of Sanford, Florida, met in regular ~eesion
at the City Hall in the City of Sanford, Florida, at 7:~O o'clock P.M. July 9,1945.
Present: Commissioner Edward Higgins, Mayor.

Meeting called to order by the Chs~irman.
Current invoices and oayrolls for the month of June 1945, orooerly audited and
vouchered as evidenced by voucher no.8008 thru 8090, submitted, examined, aooroved and
oayment authorized.
Monthly reoorts of Streets, Sanitation, Health, ~ater, Police, Fire, Library and Golf
Deoartments for month of June 1955, submitted ~nd examined.
Financial statements in all accounts for the month of June 1945, orooerly reconciled
submitted and examined.
Bank statements in all accounts for the month of June 19155, orooer'~:~ reconciled, sub-
mitted and examined.
Reoort of July analysis of milk from all dairies ooerat~ng in Sanford, as oreoared
by Dr. L.R,Scribner's Laborator~s at Orlando, next oresented, such reoort showing a~l
such milk within the requirements of "Grade A Milk."
Mr.E,F.Housholder, Attorney , next a~oeared on behalf of the indeoendent taxicab
ooerstors and requested the Commission not to grant the Sanford Equloment Comoany a
franchise for the ooeration of taxicabs in the City.
Thereuoon after considerable di~cusslon , and on advice of the City Attorney that
he had communicated with several other cities and found that none of them are gr~,nting
a franchise on taxicab businesses, but are handling the ooer~tion of taxicabs by issuing
permits and licenses similar to SanfOrd; the Commission declined ~he ao~licatlon of
Sanford Eqluloment Comoany for franchise to ooerate taxicabs in the City.
Attorney Housholder next oresented a request on behalf of Sam Burke that the City
re-imburse ~im for the cost in amount of aooroxl, mately $~OO.00 for installing a concrete
block culvert in the creek running across his orooerty at 1722 W, 13th Street,to orotect
his home' from caving in the creek.
The Chairman then informed Attorney Housholder that the aforesaid creek is a
natural stream that has existed for years, and the City vacated ~! feet of the street
adjacent to this oroperty in order that there would be sufficient soace for building
ourooses east of the creek, and that Burke erected his home on the creek bank against
the advice and ~ermission of the City, Also, advising that the culvert constructed
by him without the City's ~ermission is too small and W~!l orobably have to be torn'out
because it creates a bottle neck in the flow of water during heavy rains.
Commissioner Gut next introduced Ordinance No. 3~8, entitled:

City Attorney Wilson next oresented the following letter signed by Victor Check
and same was ordered filed:

I have received from you your promissory note for $9250.00, payable in thirteen
annual installments for cart of the odrchase orice of Block l, 1N . 2n and 3N of V.
Check's Amended Plat of Blocks l, 1N, 2N and 3N of Tier 9, of E.R.~rafford's Map of.
Sanford, Florida, less the portion thereof leased to the Shell Oil Comoany, which
note Is accepted by me as security for the oayment of ~atd portion of the ourchase
orice of sa~.d oroDerty, without any vendor's lien thereon.

Bill of H.M.Watson in amount of $100.OO for orofessional services rendered in
connection with the City acquiring property from Victor Check, next oresented, and on
motion of Commissioner Gut, seconded by Comm~.ssioner Hill and carried, same was aooroved
and oayment authorized.
Bill of Hill Hardware Comoany 1. n amount of $!25.Z0 covert, ng recrea, tl. on equloment
purchased by the Recreation Deoartment, next oresenteS, and on motion of Commissioner
Gut, seconded by Commissioner Hill and carried, same was aooroved and oayment ordered.
On motion of Commissioner Gut , seconded by Commissioner Hill and carried, the
Commission next authorized the ourchase from the Office of Surolus Prooerty of the
United States Deoartment of Commerce, of one large Mosely Safe for use in the Clerk's
office at a orice of $190.~O.
On recommendation of Fire Chief Cleveland, and on motion of Commissioner Hill,
seconded by Commissioner Gut and carried, the Commission ne×t authorized the salaries
of C.F.Godwln and B.A.Gnann increased to 9130.00 oer month, effective as of July 16,19~5.
Consideration next given to the request of the City Planning Committee that the City
erect a soeaker's stand in Fourth Street Park on Park Avenue.
Thereuoon after considerable discussion, Commissioner Gut moved that the City
Planning Committee be authorized to have clans and'soeclficatlons oreoared at a cost not
to exceed $100.OO, of the orooosed soeakers' stand in Fourth Street Park for further
consideration ef the Commission.
Seconded'by Commissioner Hill and carried.
The Clerk next reoorted that the City had not received the first year's rent on
the old alroort orooerty ~n amount of $400.O0, wh~ch was leased to the United States
Navy on June 21,194~, and same was referred to the attention of the City Attorney.
