MINUTES CITY COMMISSION, SANFORD, FLORIDA, Ju~y 23 at 7:30 r M 19 45 The City Co~lselon of the City of Sanford, Florida met in regular session at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P.M. July 23,1945. Present: Commissioner Edward Hlggins, Mayor. " H. James Gut " W.C.Hill " M.J.Lodge City Attorney Fred R.Wilson Deputy Clerk Ellen Hoy Chief of Police R.G. Willlams Absent: Commissioner Geo. D.Bishop. Meeting called to order by the Chairman. Mr. J E Terwllliger next appeared with reference to the dilapidated condition of an old garage building located on the W 1/2 of Lots 6-?. & W 1/2 of N 21 ft of Lot 8 Blk 5 Tier 6, E R Trafford's Map which is adjacent to his property, and requested that action be taken to have it placed in a sound state of repair or torn down. Upon advice of Inspector Duncan that he had condemned the aforesaid building, it was moved and seconded that City Attorney Wilson proceed with condemnation proceedings. Application next received from C.H. Shaffer for permit to operate one taxicab, and on motion of Commissioner Hill, seconded by Commissioner Lodge and carried, same was approved. Application next received from Sanford Elks Club for permit %o sell beer and wines at the Elks Club on E. Second. Street, and on recommendation of Chief of Police Williams same was granted. Ordinance No. 3?8, entitled: AN ORDINANCE OF THE CITY OF SANFORD~'FLOR!DA,CLOSING TO PUBLIC TRAFFIC THAT CERTAIN ALLEY RUNNING EAST AND WEST BETWEEN SANPORD AVENUE AND PALMETTO AVENUE IN BLOCK J' OF N . H. GARNER'S ADDITION TO MARKHAM'PABK HEIGHTS, THE RIGHT' TO USE SAID ALLEY FOR SEWERAGE OR OTHER PUBLIC PURPOSES AND THE RIGHT TO P~EPEAL THIS ORDINANCE BEING RESERVED. pl.a~ed on its first reading at themeeting of the City Co~.~mission on July 9,1945, was next presented. Final action deferred until next regular meeting. Bill of Title Guaranty & Abstract Co~pany in amount of $104.00 covering abstracts furnished on Lot 45 ( Less E. 100 ft of N 1/2) and Lot ~6 of Block C, J E Pace's Subdiv., and the amended Plat of Victoria Park next presented, and on motion of Commissioner Gut, seconded by Commissioner Hill and carried, same was approved and payment authorized. Offer next received from Miss Jeanette Laing to purchase Lot 6 Block 6 Tier C, E.R. Trafford's Map, at a price of ~$75.00; this property having been acquired by the City thru foreclosure of tax liens. Matter taken under consideration. Communication next read from Mr. W.A.Leffler who resides at northwest corner of Grandvlew Ave. and 20th. Street requesting, if it is possible, to have some of the traffic on Grandview Ave. diverted to 20th. Street, and same was ordered filed. Letter next presented from Engineers Smith & Gillesple, together with City's prepared application to the Federal Works Agency for advance of funds in amount of $13,670.00 for cost of plans and specifications for improvements to the sanitary sewer facilities, comprising interceptor sewer, outfall line and sewer rehabilitation work, MINUTES CITY COMMISSION, SANFORD. July 23 at 7:30 P M 19 Thereupon after careful consideration, and on motion duly carried, the Mayor and Clerk were authorized to execute application to the Federal Works Agency for advance of funds in amount of $21,530.00 for preparing plans and specifications for the aforesaid improvements to the City's sanitary sewer facilities. Supt. Moughton was next instructed to install an 8" iron 'culvert in alley north of Celery Ave. between Orange and Willow Avenues for drainage purposes, providing the pipe is available. City Attorney Wilson was next instructed to proceed with the preparation of the ordinance imposing a tax on all utility services, the rate to be lO~ of the monthly bill, with a maximum tax of $1.00 per month. There being no further business the meeting then adjourned until 2:00 o'clock P.M. July 31,1945. ~ayor. Attest:
