080745 MINUTES CITY: COMMISSION, SANFORD, FLORIDA,., August 7 ,at .2:00 19 The City Commission of the City of Sanford, Florida, met in adjourned regular session at the City Hall in the City of Sanford, Florida, at 2:00 o'clock P.N. August ?, 1945. Present: Commissioner Edward Higgins, Mayor, # H,James Gut # W.C. Hill City Clerk , H.N,Sayer Absent: Commissioner Geo. D.Bishop " M.J.Lodge Meeting called to order by:'the Chairman. Application next received from Mr. Carl S.Nynes to rent five acres of the City's farm land located on the lake front for a fall crop, terminating December 1,1945, at a price of $50.00, and on motion duly adopted same was approved. On motiOn duly carried, the Clerk was next authorized to obtain bids for furnishing twelve truck tires for the Street Department. Commissioner Hill next introduced Ordinance No. 379 entitled: A~N ORDINANCE OF THE CITY OF SANFORD, FLORIDA, LEVYING AND i~POSING A TAX ON EACH AND EVERY PURCHASE IN THE CITY OF SANFORD, FLORIDA OF ELECTRICITY,NETERED OR BOTTLED GAS ( NATURAL, LIQUEFIED PETROLEUM GAS OR MANUFACTURE1) GAs),'WATER AND TELEPHONE SERVICE EXCEPT AS HEREIN PROVIDED, FIXING THE ~./AXIMUM AMOUNT OF SAID TAX;' PROVIDING FOR THE COLLECTION OF SUCH TAX AND ITS PAYMENT TO THE CITY OF SANFO~.D: PRESCRIBING THE DUTIES OF THE CITY CLERK OF SAID CITY AS TO WATER SOLD BY SAID CITY: REQUIRING THE KEEPING OF BOOKS SHOWING ALL SUCH SALES AND ALLOWXNG ACCESS THERETO BY.AUTHORIZED 'AGENTS OF THE CITY OF SANFORD: EXCEPTING THE UNITED STATES OF AMERICA AND ITS AGENCIES 7~ROM SAID TAX; PROVIDING FOR THE APPROPRIATION OF THE REVENUES TO BE DERIVED FROM SUCH TAX AND PROVIDING A PENALTY FOR THE VIOLATION OF THE PROVISIONS OF THIS ORDINANCE. ~ And same was placed on its first reading and read in full by the Clerk. Consideration next given to the special improvement program of capital improvements during ~he fiscal year beginning October 1,1945, to be financed from the estimated revenue ina mount of $31,450.00, to be~ derived from the utilities service tax. Thereupon after a careful survey and stud~ of the several improvements needed, it was felt that the following capital improvements are most urgently needed at this time, and on motion duly carried, same were authorized to be incorPorated in the budget for fiscal year 1945-1946; 1 New Trucks for streets and garbage collection Grader for repairing streets Roller for repairing streets Sewer replacements Concrete street markers Public buildings Extension of Whiteway Lighting System Automotive equipment for Police Department Radio equipment for Police Department New equipment for Fire Department New Fire Hose for Fire Department New Tennis Courts Total. $~, 000. Thereupon after careful consideration, Commissioner Gut moved that the Nayor and Clerk be authorized to enter into a 1.ease agreement with ~{r. Ellis on Public rest rooms in his theatre building, for use by colored people, the City to pay for the installation of all plumbing fixturee at a cost not to exceed $750.00, and the lessor to furnish per- petual ma~n~enance of said rest rooms during the term of the lease. Seconded by Commissioner Hill and carried. There being no further business the meeting then adjourned. Mayor.
