The City Commission of the City of @anford, Florida, met in regular session at
the City Hall in theClty of Sanford, Florida, at 7:30 o'clock P.M.August 13,1945.
Present: Commissioner H.James Gut, Acting Mayor.

Meeting called to order by the Chairman.
Current invoices and payrolls for the month of July 1945, properly audited and vouchered
as evidenced by voucher nos. 8091 thru 8185, submitted,examined, approved and payment
authorized.
Monthly reports of Streets, Sanitation, Health, Water, Police, Fire, Library and Golf
Departments for month of July 1945, submitted and examined.
Financial statements and statement of revenues and expenditures during month of July
1945, submitted and examined.
Bank statements in all accounts for the month of July 1945, properly reconciled,
submitted and examined.
Mr. E.H.Vickers next appeard on behalf of Miss Jeanette Laing with reference to
her offer to purchase Lot 6 Block 6 Tier C, E R Trafford's Map at a price of
This property having been acquired by the City thru foreclosure of tax liens.
Thereupon after considerable, discussion, the Commission offered the aforesaid
property for sale to Miss Laing at a price of $200.00, payment to be made within ten
days.
Mr. M.C.Hagan, County Engineer, next appeared before the Board with reference to
drainage ditches proposed to be constructed by the County in the area south and southwest
of the city limits adjacent to Goldsboro Section, and requested permission to connect the
ditches with the ditch crossing Persimmon Avenue between Thirteenth Street and McCracken
Road, and permission to install an additional culvert in this ditch under Persimmon Avenue
for the prupose of taking care of the excess water.
Thereupon after considerable discussion, the matter was referred to City Engineer Earle
for consideration and recommendations to the Board.

On motion of Commissioner Bishop, seconded by Commissioner Hill and carried, the Clerk
was next authorized to transmit to the Central Hanover Bank & Trust Company, New York City,
funds in amount sufficient to pay interest coupons due September 1,1945, on all outstanding
Series A and B Refunding Bonds dated March 1,1937, and Series C,D & E Refunding Bonds dated
March l, 1941/.
Commissioner Hill next introduced Resolution No. 696, and after being read in full
by the Clerk, moved its passage and adoption.

AND REQUIRING TO BE DEMOLISHED AND REMOVED A BUILDING UPON LOT i ~oF BLOCK 5 of TIER 1
OF E.R. TRAFFORD'S ~LAP OF SANFORD.
WHEREAS, the building inspector of the City of Sanford, Florida, has reported to the
City Commission ~ha~t:~ there is located upon Lot i ofBlock 5 of Tier I of E.R. Trafford's ~p
of Sanford a dilapidated, unsanitary andunsafe building, which cannot be put in a state of
sound repair; and
WHEREAS, the City Commission of the City of Sanford, Florida, deems it expedient and
advisable to condemn and order demolished and removed the above mentioned building upon the
above described pr~operty:
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, tha
the dilapidated, unsanitary and unsafe building on said Lot I of Block 5 of Tier i of E.R.
Trafford's M~p of Sanford be and the same is hereby condemned and ordered to be demolished
and removed unless parties interested therein shall show cause why the same should not be done
at the regular meeting of the City Commission at the City Hall of said City at 7:30 o'clock
P.M. on August 27, 1945.
BE IT FURTHER RESOLVED that this resolution shall become effective immediately upon its
passage and adoption.

WHEREAS,.. the Building Inspector of the City of Sanford, Florida, has reported
to the City Commission that that certain garage building situated on the West half.
of Lots 6 and ? and the West half of the North 21 feet of Lot 8 of Block 5 of Tier
6 of Sanford, Florida, according to E.R. Trafford's Nap thereof, is a dilapidated,
unsanitary ar~ unsafe building or structure and should be demolished and removed or
put in a state of sound repair:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY CO~ISSION that the aforesaid garage
building be demolished and removed or put in a state of sound repair, or that cause be
shown iWhy the same should not be done at the regular meeting of the City Commission
at the City Hall in said City of Sanford at 7:30 P.M. on t~he 2?th day of August, 1945.
BE IT FURTHER RESOLVED that a copy of this resolution be sent to the owner or
owners of said building.
BE IT FURTHER RESOLVED that this resolution shall become effective immediately

Bills in amount of $39.14 covering purchases by the Recreation Director during
the month of July 1945, nex~t presented, and on motion duly adopted, same were approved
and payment authorized.
On motion duly carried, theCommlssion next authorized the advance of funds in
'amount of $115.53 to policeman W. HoRaulerson for payment of additional hospitalization
expenses resulting from his accident on February 1,1945.
Offer next received from the Sanford Herald to purchase the W. 100 ft of Block
Chapman & Tucker's Addition, at a price of $1,000.00, agreeing to allow the recreation
building to remain on said property until such time thelr building plans require the

Thereupon after careful consideration, Commissioner Lodge moved the acceptance
of the offer of Sanford Herald to purchase the aforesaid property at a price of $1000.00
with the understanding that the recreation building will be removed in accordance with
agreement as outlined above.
Seconded by Commissioner Hill and carried.
Application next received from C.N. Boyd to purchase the E. 100 ft of Block 22,
Chapman & Trucker's Addn.. This property having been acquired by the City ~hru foreclosure of
of tax liens.
Thereupon Commissioner Hill moved the sale of the aforesaid property at a price

Seconded by Commissioner Lodge and carried.
Communication next read from Nunicipal Judge Sharon recommending the parole of
Ophius B~own, 'convicted in the Nunicipal Court under date of July 14,1945 of assualt
and battery, Case No 34889, and sentenced to pay a fine of $100.00 or 90 days imprison-
ment, and bO days without fine.
Thereupon Commissioner Bishop moved that the parole be granted as recommended by
Judge Sharon.
Seconded by Commissioner Lodge and carried.
On recommendation of Fire Chief Cleveland, and on motion duly adopted, the
Fireman
Commission next authorized the salary of/B.H.Glles increased from $120. O0 to $125.00 per
month, and the salary of fireman J.T.Bennett increased from $125.00 ~o $130;00 per
month.
On motion of Commissioner Bishop, seconded by Commissioner Lodge and carried, H.E.To,~ke
was next re-appointed as a member of the Civil Service Board for a term of two years,
in accordance with the provisions of Sections 2 and 3 of Ordinance No. 349, creating a
Civil Service System for the City.
Request next received from Policeman C.C.Bedenbaugh for an advance in amount of
$75.00 on his salary, to be repaid $10. O0 semi-monthly, and on recommendation of Chief
of Police Williams, same was authorized.
On motion duly carried, the Clerk was next authorized to obtain bids on the pur-
chase of a new street sweeper to replace the old sweeper that has been in service for
than twenty years and is worn to such an extent that it cannot be kept in a state of
repair.
On motion duly adopted the Clerk was next authorized to advertise for bids for
nishing 500 ft. of multiple woven fire hose for the Fire Department.
The Clerk next submitted a report on his trip to inspect surplus property offered
for sale by the United States Department of Commerce, advising %hat he had placed orders
for the purchase of the following trucks, road machinery and other equipment:

Thereupon Commissioner Hill moved the approval of the purchase of the foregoing
equipment by the Clerk from the United States Department of Commerce.
Seconded by Commissioner Bishop and carried.
On motion duly carried the Commission next approved the exponses in amount of $147.63
incurred by the Clerk in connection with trip to inspe~ and purchase the equipment from
the United Statos Department of Commerce.
There being no further business the meeting adjourned.
