AUgust :~? at ?: 30 P }~ ' 19 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at ?:30 o'clock P.M. August 2?, 1945. Present: Commissioner Edward Higgins, Mayor. # George D. Bishop H. James Gut u M.J. Lodge City Attorney Fred R. Wilson City Clerk H.N.$ayer. Absent: Commissioner W.C. Hill. Meeting called to order oy the Chairman. The following applications next received for permits to operate taxicabs : Paul H.Daniels to operate i taxicab. Sylvester Terrell, colored, to operate 2 additional taxicabs Arnold Bentley, colored, to operate 2 additional taxicabs. Robert Young, colored, to operate 2 additional taxicabs Willie Wallace, colored , to operate i taxicab John L Simms, colored, to operate i taxicab. Mr. Volie Williams , owner of the Silver Fleet Cabs, and Arnold Bentley, colored representing the colored taxicab operators, then appeared and requested the Commission not to grant any m~e taxicab permits, claiming there are sufficient cabs now in operation to serve the public dems~nds. Thereupon after considerable discussion, final action was deferred, pending further consideration by the Board. Mr E C Smith next appeared on behalf of the Campbell-Lossing Post of the American Leg~t~.~'.. and,outlined their program for Labor Day week-end celebration in connection with the Department Headquarters moving to Sanford, stating that they had invited all the American Legion officials throughout the State and that the acceptance of the invitation was far beyond their expectation, whereas, the cost of entertainment will exceed the funds available for this purpose, and requested some financial assistance from the City toward meeting this deficit. Thereupon after careful consideration, Commissioner Gut moved that the City con- tribute funds in amount not to exceed $250.00 toward meeting the deficit of the Campbell- Lossing Post for cost of entertaining the State officials of the American Legion while visiting Sanford in connection with the Labor Day week-end celebration. Seconded by Commissioner Lodge and carried. A committee from the Rotary Club, consisting of Nessrs Lea R. Lesher, Geo-Stine, Andrew Stin~ C.L. Reddlng, R.G. Brisson, T.O. Brown and others next appeared before'-the Board and requested that the City start irm~ediate, construction of the proposed swimming pool in Fort Mellon Park,ad, ising that the Rotary Club had voted unanimously that the swimming pool be placed as No.1 on the City's post-war projects. Thereupon the Chairman advised the aforesaid Committee that the City only has funds on hand in amount of $10,O00.O0 that are available for the constnuction of the swimming pool, of which the total cost would amount t~-approximately $35,000.00, stating that the Com- mission is preparing the budget for the fiscal year 1945-1946, and would take under con- MINUTES ,i75 City COMMISSION, SANFORD. Less allowance of .07 per ft. for couplings to be furnished by the City. Thereupon after careful consideration, and in view of no other bids having been received, Commissioner Lodge moved that the bid of Hill Hardware Company be accepted for furnishing 500 ft. of 2½" Eureka Multex 2-ply Multiple Woven Fire Hose at a price of $1.10 per ft. Ordinance No. 379 , entitled: ORDINANCE No.379 AN ORDINANCE OF THE CITY OF SANFORD,FLORIDA, LEVYING AND IMPOSING A TAX ON EACH AND EVERY PURCHASE IN THE CITY OF SANFORD,FLORIDA OF ELECTRICITY,METERED OR BOTTLED GAS( NATURAL, LIQUEFIED PETROLEUM GAS OR ~fu~NUFACTURED GAS),WATER AND TELEPHONE SERVICE EXCEPT AS HEREIN PROVIDED; FIXING THE MAXIMUM AI~OUNT OF SAID TAX,PROVIDING FOR THE COLLECTION OF SUCH TAX AND ITS PA!qiENT TO THE CITY OF SANFORD;PRESCRIBING THE DUTIES OF THE CITY CLERK OF SAID CITY AS TO WATER SOLD BY SAID CITY,REQUIRING THE KEEPING OF BOOKS SHOWING ALL SUCH SALES AND ALLOWING ACCESS THERETO BY AUTHORIZED AGENTS OF THE CITY OF SANFORD; EXCEPTING THE UNITED STATES OF AMERICA AND ITS AGENCIES FROM SAID TAX; PROVIDING FOR THE APPROPRIATION OF THE REVENUES TO BE DERIVED FROM SUCH TAX AND PROVIDING A PENALTY FOR THE VIOLATION OF THE PROVISIONS OF THIS ORDINANCE. introduced and placed on its first reading at the adjourned regular meeting of the City Commission on August ?,19~5~ was next placed on its final reading and read in full by the Clerk. Thereupon the roll was called on the passage a~d adoption of said Ordinance No.379 the vote being as follows: Commissioner Higgins Aye " Bishop Aye " Gut Aye " Lodge Aye Thereupon the Chairman announced that the City Commission of the. City of Sanford, Florida, by unanimous vote had passed and adopted said Ordinance No. 379, entitled: ORDINANCE NO. 379. On motion duly adopted Ordinance No. 379 was next ordered POSTED at the front door of the City Hall in the City of Sanford, Florida, in accordance with the terms of the Charter,as amended. On motiOn of Commissioner Bishop, seconded 'by .Commissioner Lodge and carried, the Clerk was next authorized to open the Municipal Registration Books on September 17,1945, for the Municipal Primary Election to be held on the first Tuesday after the first Monday in November, 1945. On motion duly carried, the Commission next aoproved the employment of R.O.Gnann as fireman at a s~lary of $120. O0 per month to fill the/vacancy created by resignation of Curtis L.Revels on August 15,1945. On recommendation of Chief of Police Williams, the Commission next approved the promotion of police patrolman R.L. To the Mayor and City Commissioners of Sanford, Florida. Gen tl emen: At a regular meeting of the City Planning Committee held Friday evening, July 20, 1945,~ in the city hall, the following recommendation was adopted: That the city of Sanford acquire all the property in the plat ~o~?Park Avenue to Sanford Avenue and North of Com___~merce Street to the lake front and set it aside for municipal purposes only. The committee understand that some of the property is already in possession of the City and that Seminole County owns some. The committee has in mind that all this area be reserved for civic development and thru municipal ownership private enterprise could be kept out. On a properly recorded motion, the members of the City Planning committee here- with submit their resignation in a body, feeling that they have accomplished as much as is possible under the circumstances in the way of civic improvements. They wish to express their appreciation of the. opportunity to-serve on the committee and thank the city commission for their generous cooperation. This report is respectfully submitted by Lea R. Lesher Chairman ofthe Committee." Thereupon the Commission accepted the resignation of the City Planning Committee, and directed the Clerk to address a letter of appreciation on behalf of the City Commission for the services rendered by said Committee during the past year, and to express their regrets, that they will no longer serve in ~hls capacity. The Clerk next reported that the members of %he Civil Service of the City of Sanford held their annual election on August 24,1945, for the purpos~e of electing their representative on the Civil Service Board, in accordance with the provisions of Section 2 of Ordinsunce No. 349, and that L.F. Boyle was duly re-elected for another term of one year. ~ Thereupon, on motion of Commissioner Bishop, seconded by Commissioner Lodge and carried, Harry Lee, H.E.Tooke and L.F. Boyle were duly certified as the members of' the Civil Service Board of the City of Sanford for the ensuing year. The Clerk next advised that the order placed with the United States _Department of Commerce for the purchase of a Gallon Roller at a price of $2,500.00 was lost in transit, and that machine is not available now for purchase. The Clerk next advised that T C Bolt had tendered his resignation as manager of the Municipal Golf Course, effective as of October 1,19~5, and on motion duly adopted, same was accepted.
