The City Commission of the City of Sanford, ~-orlda, met in Regular Session at the
City Hall in theOity of Sanford, Florida, at ?:3o o'clock P N September 24, 1945.

Meeting called to order by the Chairman.
Minutes of Special Called meeting of July 18, regular meeting of July 23, adjourned
meetings of July 31 an.d August y, regular meetings of August 13 and 27, adjourned meet-
ings of September 5 and 6, and regular meeting of September 10,1945, next read and
approv ed.
The following applications next received for permit to operate taxicabs , and on
recommendation of Chief of Police Williams,same were granted:
Earl E Williams; Jessie J.Chambers Sr.; Anthony Benjamin and Mark Sanders.
Application next received from James McGriff for permit to sell beer and wines
at 1403 W. 13th Street, and on recommendation of Chief of Police , same was approved.
Application next received from Ebbie Lee Wilson for permit to sell beer and wines
at 901 Pecan Ave, a~nd on recommendation of Chief of Police, same was approved.
Application next received from I.C.Easterbrook for transfer to him of permit and
license issued C.E. Stoneclpher to sell liquor to be consumed on premises at ll4
Park Ave. (Harry' s Liquor Store), and on recommendation of Chief of Police Williams,
same was approved.
Nr C H Nose, T.A.Stiles an~d other home owners residing in Oak Hill Subdivision s~th
of Geneva Ave. next appeared before the Board and requested that the City extend a
water main in the ~ley between Orange and Willow Avenues from Geneva Avenue and install
fire hydrants along said streets so as to furnish them with fire protection in that
section of the City.
Thereupon after considerable dis~_ussion, the Clerk was directed to prepare an
estimate on the cost of extending a water main in Oak Hill Subdivision, for further
consideration of the Commission.
lire. W.R.Guerry, llO N.French Ave., next appeared and made a further request for
the City to close the alley extending north and south between French Ave. and llaple Ave.,
and First and Commercial Streets, stating that she owned the property on the east
side of the alley and was negotiating for the purchase of the property west of the alley.
Thereupon after careful consideration, bheCommission agreed to close and vacate the
aforesaid alley at such time Mrs. Guerry acquires bible to all the property abutting it.
In response to the request of E.A.Davis for the City to ins.tall a retainer wall
in Pump Branch adjacent to his home at 613 E. Third St., Commissioner Gut next recom-
mended that the City construct said wall at an approximate cost of $200.00, and to
acquire and convey unto Mr. Davis a 25 ft. frontage of the lot west of his house for
the purpose of moving his porch.
Matter taken under consideration.
Mr. B.B.Crumley next appeared on behalf of the local Boy Scouts and requested the use of
the "Young Peoples Club" building on East First Street for their headauart~_rs.

In accordance with regulations governing the holding of Primary Elections, and on
motion of Commissioner Gut, seconded by Commissioner Lodge and carried, the Nayor was
next authorized to issue an election proclamation calling a Primary Election to be held
two nominees for the position of CityCommission, one to fill the vacancy
on November 6, 1945, for the purpose of selecting~to be created by the expiration of
the term of office of City Commissioner Edward Higgins and the other to fill the vacancy
to be created by the expiration of %he term of office of City Commissioner N.J. Lodge;
the following being designated as Clerk and Inspectors of said election:
For Clerk: P.Bayard Smith
For Inspectors: Nrs Nargaret F. Barnes, ~s F.E.Roumillat and ~r= J.H.Beck.
On motion duly adopted, the Clerk and City Attorney were next authorized access
to the safety deposit box at the Sanford Atlantic National Bank for the purpose of
securing coupons that are due on U.S.Treasury Bonds owned by the Public Projects Fund.
On motion of Commissioner Hill, seconded by Commissioner Lodge and carried, the Clerk
was next authorized~ and instructed to transfer $2,500.00 from the Division of Fire
Protection to the Public Projects Fund for the purpose of applying toward the purchase -~
of Fire EqUipment, this amount having been appropriated in the current year's budget
for the purpose of purchasing new equipment for the Fire Department but was not expended.
Commissioner Gut next introduced Ordinance No. 380, entitled:
ORDINANCE NO. 380
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING PARAGRAPH 67 OF SECTIONS,
OF ORDINANCE No.354 OF SAID CITY LEVYING AND I~POSING LICENSE TAXES FOR M. UNICIPAL
PURPOSES, SAID PA_RAGRAPH 67 OF SAID SECTION 5 OF SAID ORDINANCE LEVYING AND I.~.~POSING
LICENSE TAXES ON CONTRACTORS.
AND SAME WAS READ IN FULL BY THE CLERK.
Thereupon Commissioner Gut moved that the rules be wa~ived and said Ordinance No. 380
be placed on its final passage and adoption.
Seconded by Commissioner Hill.
Thereupon the quest.ion recurred upon the waivure of the rules. The roll was called and
the vote stands as follows:

On motion duly adopted Ordinance No. 3 80 was next ordered POSTED at the front
door of theCity Hall in the City of Sanford, Florida, in accordance with the terms
of the charter, as amended.

ANY UNEXP~NDED CASH SURPLUS ON HAND AT THE END OF THE FISCAL Y~ ~1944~1945 to the
DEPARTNENT OF THE GENERAL GOVERN~ENT OF SAID CITY, FOR THE FISCAL YEAR 1945-1946,FOR
USE FOR THE ORDINARY PURPOSES AND OPERATING EXPENSES OF SAID CITY.
WHEREAS The City Commission of the City of S~ford, Florida, deems it necessary,
expedient and for.~bhe best interest of said City that any unexpended Cash Surplus as of
September 30,1945, of the operating revenues of said City for the fiscal year 1944-1945
be appropriated for ~the ordinary purposes and operating expenses of said City in the
Budget for the fiscal year 1945-1946.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
Florida, that ~y unexpended cash surplus as of September 30,1945, of the o~erating revenum
of said City for the fiscal year 1944-1945 be and the same is hereby appropriated to the
Department of General Government of said City for the ordinary purposes and operating

A, dated March 1,1937, and maturing September 1,1977,
the revenues for.this purpose to be derived from
Debt Service proportion of current years' taxes.
For interest due March l, and September 1,1946, on
City of Sanford, Florida, Refunding Bonds, Series C
D & E, dated March 1,1941, and maturing September l,
1977, the revenues for this purple to be derived from
Debt Service proportion of current year's taxes ( this
represents that portion of Interest on Refunding Series C,
~D & E Bonds in amount of $156,000.00 that was originally
included, in the Debt Service to be refunded for Series A
Refunding Bonds.
For.balance of interest due March l, and September l,
1946, on City of Sanford, Florida, Refunding Bonds, Series
C,D & E, dated March 1,1941~ and maturing September l,
19yy, the revenue for this ~uroose to be derived from
Debt Service proportion of 193~.and prior years' taxes,
and 2.1805 per cent of Debt Service proportion of 1941
taxes, 2.0933 per cent of 1942 taxes. 1.8690 percent of
1943 taxes and 1.814.0 per cent of 19~4 taxes.
For Debt Service proportion o f collection expenses ( this
represents one-half of salaries~of Tax Assessor and Tax
Collector) the revenues for this purpose to be derived from
Debt Service proportion of current year's taxes.
For purchase or acquiring City' of Sanford,Florida, Refunding
.Bonds Series A, the revenues for this purpose to be derived
from excess collections over interest requirements of said
bonds andco~llection expenses, of Debt Service proportion of
current and delinquent taxes for~ years 1937,1938,1939,1940,
97.8195 per cent of 1941,97.9066 per cent of 1942,98.1310

Commission next approved the acceptance from the Florida State Bank of Sanford, of
Trust Company of Georgia Safe-keeping receipt No. 150 covering $~,000.00 U.S.
Treasury Bonds of 1952-54, 2~ in exchange for Florida National Bank of Jacksonville
Safe-keeping receipts Nos. 6982 and 7241 covering $6,000.00 U.S.Treasury Bonds,
Atlantic National Bank of Jacksonville Safe-keeping receipt No. 243-B covering
$20,000.00 U.S.Treasury Bonds, and First National Bank of Atlanta Safe-Keeping Receipt
No 11981 covering $50,000.00 U.S.Treasury Bonds. These securities deposited with the
City to protect funds on deposit in said bank.

On motion of Commissioner Hill, seconded by Commissioner Lodge .and carried the
Commission next authorized the discontinuance of the the l0 percent penalty charged
on delinquent rater bills, effective as of October 1,1945.
Consideration next given to the matter of imposing the utility tax on water services
located outside of the city limits, said tax being levied by Ordinance No.379 on all
utility services wibhin the City and effective on all bills rendered after October 1,1945.
Thereupon after considerable discussion, Commissioner ~ut moved that the City impose
the utility tax on all water services, including those located outside of the city
,-limits.
Seconded by Commissioner Lodge and carried.

We attach hereto report of C.F. Kettles, Recreation Director, covering activities
of the Recreation Department during the summer of 1945, together with our letter of
commendation to Coach Kettles .for the excellent work done. We have reviewed his re-
port and are in thorough accord with his recommendations, and submit herewith for your
consideration our further recommendations:
(1) That the recreational program as followed in 1945 be c.on~inued for another
year with Coach Kettles as Director.
(2) That the'unexpended funds of the 1945 program ( approximately $352.00) be
used to purchase the equipment recommended by Coach Kettles so' that the
equipment will be on hand and installed for use,'~.by next year.
(3) In view of the excellent progress made by the Recreation Director this year
we recommend that the amount of $1,500.00 be included in your budget for
1946 to cover recreational activities, and that consideration be given to
Mr. Kettles' recommendation to employ an: assistant director to handle small
children.
We have enjoyed serving the city this past year, and in view of this being the end
of your fiscal year, we herewith submit our resignation in order that you may feel
free to appoint~a new committee for the next fiscal year.

I would recommend that a part of the money left from original $600.

1- 1500 Watt.

Recommendations for play ground equipment to be erected in centrally located
park:
2 Play ground swing sets, cost $75.00 each plus installation charges.
These two sets are of all metal construction and very durable. Will
allow 12 children to Swing at one time, set in concrete.
i 16 foot slide with steel stairwsy and safety features. This slide is
8 feet.high and 16 feet long. All metal set in concrete, cost $?2.00
plus installation.
I Merry.-go-round ( Ocean Wane type)~ 40 children can play at one time.
Cost $77.00 plus installation charges.
This recommended playground equipment is of a permanent nature and is less hazardous
than other playground feautures, yet offering entertainment and activity for the
maj orlty.
The total cost of the equipment is $299.45 plus installation charges, and
will equip the playground very satisfactorily. ~
Thereupon Commissioner Gut moved the acceptance of resignation of the Recreation
Committee for fiscal year ending September 30,19~5, and that the same committee be
re-appointed for the ensuing year, also, that the Clerk be authorized to purchase the
playground equipment recommended by Recreation Director

Communication next read from the Sanford Rotary Club relative to r~lslng
additional funds for constructingthe swimming pool, advising that the Board of Directors
of the Rotary Club at a recent meeting had adopted the following resolution, "That
the Board request the City Commission to allocate $10,000.00 from the City's Project
Fund to be used on the swimming pool project and that the Commission request the
approval of this expenditure from the Projects Fund Committee of the City."
Thereupon after considerable discussion, the Commission agreed to mppro~i~e
$10,000.00 of the Public Projects Fund toward the construction of the swimming pool,
provided it meets with the approval of the Public Projects Fund Committee and the donor
of said funds, and the Mayor was authorized to submit this request to said Committee.
On motion duly carried, the Commission next authorized the sale to Miss
Jeanette Laing of the old tenant house located on Lot 6 Block 6 Tier C E.R. Trafford's
Map, at a price of $-~5.00 , said house to be demolished and removed from the premises
within sixty days. This property having been acquired by the City thru foreclosure of
tax liens.
Communication next read from the Cs~npbell-Lossing Post of American Legion
requesting that the City provide additional lots in the cemetery for World War
Veterans, and same was ordered filed until such time lots are available in the new
section.
On motion duly carried, Fire Chief Cleveland was next authorized to inspect
a fire truck and ladder purchased by the City of Anderson S.C., the exoenses in
connection with the trip to be borne by the City.
Chief of Police Williams next reported of damages to a plate glass window
in a store building On W. 13th Street, caused by one of the policemen'~ attempting to
shoot a stray dog, and on motion duly carried, the Commission authorized this window
to be replaced at the expense of the City.
