The City Commission of the City of Sanford, Florida, met in regular session
at the City Hall in the City of Sanford, Florida, at 2:00 o'clock P.N. September 2?,
19 5.
Present: Commissioner Edward Higgins, Nayor.

Neeting called to order by the Chairman.
Application of E.B.Smith for permit to sell liquors in packages, to be consumed
off the premises, at southwest corner of llth Street and French Ave., which was
submitted to the Commission at the meeting~ of August 28,1944, was next submitted for
further consideration.
Thereupon after careful consideration, and in view of the fact that Ordinance No.
359, passed and adopted by the City Commission under date of October 16, 1944, limits
the permits and licenses to Vendors of alcoholic beverages, except beer and wines, to
not in excess of one permit and license to each 1500 persons, according to the last
census thereof, State or Federal, and that the State census for year 1945 shows a
population of 12,~434, for which there have been granted only seven such permits and
licenses, and on recommendation of Chief of Police Williams, Commissioner Lodge moved
that the City grant Nr. Smith a permit and license to sell liquors in packages, to be
consumed off the premises, at southwest corner of llth Street and French Avenue, subject
to amending Section 3 of Ordinance No. 256, designating 'the zone in which intoxicating
liquors may be sold, so 'as to include the aforesaid location.
Seconded by Commissioner Hill and carried.
Application next received from A Venicos for permit to sell beer and wines
at 801 W. 9th St., and on recommendation of Chief of Police, same was approved.
Application next received from Eattie Singleton for permit to o~erate a taxicab.
Action deferred, pcnding investigation.
Commissioner Lodge next introduced Ordinance No.383, entitled:

PROVIDING BUILDING RULES AND REGULATIONS AND PRESCRIBI_NE A PENALTY FOR THE
VIOLATION OF ANY OF THE PROVISIONS OF THIS ORDINANCE" 'Es amended by ordinance
N0.297 ADOPTED ON THE 13th day OF SEPTEMBER, 1940, SAID PARAGRAPH (e) OF

petition signed by lll tennis enthusiasts :

Geatlemen:
In connection with ~our letter of June 12,1945, tO which you attached
a request by the San~ord Tennis Club, we are enclosing herein petition signed
lll tennis enthusiasts. Your committee' after giving the matter in question due
consideration,' recommends the following:

(%) Two regular size concrete tennis courts to be built according to
specifications, to be completely enclosed by a high wire fence and lo-
cated in the park at Eighth Street and Park Avenue.
(2) That the tennis ~A at Fort Mellon Park be relaid and leveled, and
repaired according to regulation size; also that a new concrete court
of regulation size be built in connection therewith; both courts to
be enclosed in high wire fence.
We recommend that the foregoing be done in the order named and that the courts
be reinforced in .order that a level surface can be maintained. We also recommend that
the best materials bemused in this work and that 'the Job be supervised by a competent
engineer.

Thereupon after considerable discussion, Commissioner Gut moved that Engineer
Ralph Lubinskl be authorized to prepare plans, specifications and estimate of the
cost of constructing two concrete tennis courts in the Park on Park Avenue between
8th. and 9th. Streets, and that if the cost does not exceed the amount of funds
appropriated for this purpose in the 1945-46 budget, that the Commission give consideration
toward constructing said tennis courts, provided the tennis enthusiasts will organize a
club and will equip and maintain the courts after they are constructed by the City.
Seconded by Commissioner Bishop and carried.
Communication next read from the Seminole County O~amber of Commerce advising that
a meeting will be held by representatives of the several civic organizations sometime
during October to discuss the proposed Memorial Park for World War II veterans, and
requested that two of the City Commissioners be appointed to represent the City at this
meeting.
Thereupon Commissioners Bishop and Gut were appointed to represent the City at the
aforesaid meeting.

recommended replacing this centrifugal pump with a deep well turbine similar to the
pumps used in all of the other supply wells, also recommended that the turbine pump
be equipped with auxiliary gasoline power for emergency purposes, sta.tlng that during
the recent hurricanes the power lines were out of service and the wells had to be
shut down until the power lines were cleared.
Thereupon after, considerable discussion, it was felt by the commission that the
existing conditions surrounding the aforesaid supply well should be corrected to safe-
guard the health of the public, and on motion duly carried, the Clerk was authorized and
directed to obtain bids for furnishing an 8" Deep Well Turbine Pump with capacity of
500 GPN, powered by l0 HP Electric ~otor and eqUipped with auxiliary drive and gasoline
power.
