FlORi~R¥ember 16 at.2:00 P.~ 19 ;'~5 22~ The City Commission of the City of Sanford, Florida, met in adjourned session at the City Hall in the City of Sanford, Florida , at 2:00 o'clock P.}~.November 16, 1945 Present: Commissioner Edward Higgins, Nayor. " George D. Bishop " W. C. H ill City Clerk H.N.$ayer Absent: Commissioner H.James Gut " ~. J. Lodge ~eeting called to order by the Chairman. The following bid next'received from Harold B.Gray to repair grandstand buildings at Nunicipal Ball Park, in accordance with specifications furnished by the City: I . Remove front part of grandstand exposed to weather (frame construction), and replace with concrete, including the two ramps on each end. 2. Construct three rows of seats with aisle-wa~s and railings on reconstructed concrete part of grandstand. Total price on items I and 2, which includes all earth fill, reinforcing steel and 108 cu.yds, of concrete $3,7~0.00 3-Furnish all necessary labor and materials in repairing balance of grandstand. 4. Furnish all necessary labor and materials in repairing colored grand- stand. Repair and re-hang gutters and downspouts. Total price on items 3,~ and 5 Total price on complete J~b. $784.00 Thereupon after careful consideration, and in view of no other bids having 'been received, and of the fact that the grandstand would have to be placed in a state of repair and made available for use within 60 days, it was the opinion of the Com- mission that there was not sufficient time to re-advertise for bids, and on motion of Commissioner Bishop, seconded by Commissioner Hill and carried, the Commission awarded the aforesaid contract to Harold B.Gray for the sum of $4,56~.00. On motion of Commissioner Bishop, seconded by Commissioner Hill and carried, the Clerk and B C }~.oore, Auditor of the firm of Pentland, Gray and ~,~oore, were next authorized access to the safety deposit box at the Sanford Atlantic National Bank for the purpose of verifying i~s contents. Applica. tion next received from the Church Of Christ ~for permit to erect a concrete block church building; 8.t southeast corner of Second Street and Elm Avenue, and on motion duly adopted, same was approved. The Clerk next advised that D.C.Stafford had applied for homestead exemption for the year 1945 on Lot 15 Block 5 Tier 2 at the proper time, but this application failed to get recorded on the tax roll. Thereupon in order to correct this error, commissioner Hill moved that D.C.Stafford be allowed homestead exemption for the year 1945 on~ the aforesaid property. ~ Seconded by Commissioner Bishop and carried. ~ On motion of Co~nissioner Hill, seconded by Commissioner Bishop and carried, the Commission next approved the purchase from V.J.Van Ingen & Company, Inc. ~iami, Fla., of 5 refunding series B bonds at a price of $940.00 each. On motion of Commissioner Hill, seconded by Commissioner Bishop and carried, the Commission next authorized the salary of C.C.Bedenbaugh increased from $135.O0 to $140.O0~per month, effective as of November 16,1945 On motion duly carried, the Commission next authorized the payment of 1945 County t~axes on the following City-owned property: All Block l, 1-N ,2-N and all (Less Nly 150 ft 0f~Ely 150 ft) of Block 3-N Tier 9, E.R. S to Beg. ~onroe, '~,~ly along Lake ~,~ ' In response to request to Engineer Wesley Bintz to prepare the plans and specifications on the swimming pool in order that bids may be received for con- structing same, letter next read from him advising that due to labor conditions and the shortage of construction materials it would not be advisable and for the interest of the City to call for bids to construct the swimming pool at this time, be- cause all contractors would have to take the existing conditions in consideration and allow for same in figuring their estimates. Thereupon the Commission felt the. t the matter of constructing the switching pool should be deferred until such time materials and labor are available and instructed that Engineer Bintz be advised accordingly. On motion duly carried, the Clerk was next authorized to have the City qualify and approved as an On-The-Job Training Agency f6r Veterans, under the G.I. Bill of Rights. Communication next read from H.J.Lehman, ~anager of the State ~,~arket, advising that the State Comptroller~ will not pay the Utility Service Tax on the State's utility bills. I,~{atter referred to the City Attorney for an opinion. Bill of Dr. R,~H.~alker, Orlando, in amount Of ~750.~00 for services re~dered to policeman Wade H.Raulerson, who was injured in an accident on February 1,1945, next presented. Thereupon Com.~issioner Bishop moved that the City advance Mr. Raulerson the sum of $750.00 to pay the aforesaid medical bill of Dr. R.H.~'-~lk'er; said funds t° be reimbursed to the City from any amounts recovered from the insurer of Clarence C.Welsh, the third party involved in the accident. Seconded by Commissioner Hill and carried'. There being no further business the meetin~ adjourned. Attest:
