Wllliams Absent: Commissioner M J Lodge. Meeting called to order bY the Chairman. Current invoices and payrolls for month of November 1945, properly audited and vouchered as evidenced by Voucher Nos. 8452 thru 8538 , submitted, examined, approved and payment authorized. Monthly reports of Streets, Sanita%ion, Health, Water, Police, Fire and Library Departments for the month of November 1945, submitted and examined. Financial statement and statement of revenues and expenditures during the month of November, 1945, submitted and examined. Bank statements in all accounts for the month of November, properly reconciled, submitted and examined. The following bids next received for furnishing labor and materials in constructing concrete tennis court, in accordance with plans and specifications furnished by the City: For constructing "Standard size single Court" with finished slab of total thick- ness of 5" HAROLD B. For constructing Tournament size Double Court" with finished slab of total thick- ness of 4" and 2" rock stabilization 6,687.76 7,000.00 · Thereupon .after -a tabulation of the bids received , and in.view of the fact that the lowest bid received on a single court of Standard Size exceeds the amount of $3,000.00 appropriated in current year'~ budget for the construction of tennis courts, the Commission rejected both bids and referred thematter to the City Recreation Committee. MINUTES CITY COMMISSION, SANFORD, FLORIDA, December 10 at 7:30 P M 19 Application next reCeived from William Lewis for permit to sell beer and wines at corner of Thirteenth Street and Roundtree Avenue, and on recommendation of Chief of Police Williams, same was approved. Application next received from Roy A.Redding for permit to sell beer and wines at 1517 W. Thirteenth Street, and on request of Chief of Police Williams, same was rejected. Application next received from Bally Perry for permit to sell beer and wines at lll2 Orange Avenue, and same was denied because of this location being in the resi- dential section. Application of Johnnie Reddlck , colored, for permit to operate a taxi-cab, 'was next presented for further consideration. Thereupon after considerable discussion, and on advice of the Clerk that there are over twenty colored taxi-cabs in operation at the present time, Commissioner Gut moved that the aforesaid permit be denied because there are sufficient colored taxi-cabs in operation to ~eet the public demands. Seconded by Commissioner Hill and carried.~ Report of December analysis of milk from all dairies operating in Sanford as prepared by Dr. L.R.Scribner's Laboratories at Orlando, next presented, such report showing all such milk within the requirements of "Grade A Nllk". Application next received from the Sanford Atlantic National Bank and the Florida State Bank of Sanford to be designated as depositories of the City of Sanford funds during the year 1946,agreeing to furnish satisfactory security in Federal, State, County or Municipal bonds , to be approved as to amount and validity by the City, to protect said funds. ThereupOn Commissioner Hill moved that the Sanford Atlantic National Bank and the Florida State Bank of Sanford be designated as .depositories of the City of Sanford funds during the year 1946. Seconded by Commissioner Bishop and carried. Request next received from the local colored World War Veterans Post for a contri- bution toward their Christmas program for supplying gifts for under-privilege children and old people. Thereupon Commissioner Bishop moved that the City donate $20.00 to the colored World War Veterans Post for this purpose. Seconded by Commissioner Gut and carried. Request next received from Nrs. T.S.Davis to be allowed Widow's Exemption for the year 1945 on Lots 3 and 4 ( Less S. 17.7 ft) of Block Z, St. Gertrude Addition, appli- cation for such exemption at the proper time having been neglected thru an oversight. Thereupon Commissioner Hill moved that Nrs. T.$. Davis be allowed widow's exemption for the year 1945 on ~he aforesaid property. Seconded by Commissioner Bishop and carried. The Clerk next advised that the property described as: Beg. l0 Ch. S. and 445 ft. W. of E 1/4 Sec. Post of Sec. 36 Twop.19 Pge 30, run N. 50 ft. E. to Palmetto Ave. S. 50 ft. W. to Beg., was assessed as improved property for the years 1934th..xrd 193~ whereas, this property was vacant and should have been assessed as unimproved for those years. On motion of Commissioner Gut, seconded by Commissioner Bishop and carried, the Commission next authorized the employment of Grady EubankS as grader operator at salary of $40.00 per week. Supt. James Moughton next tendered his resignation as superintendent of streets and parks, effective as of January 1,1946. Thereupon after considerable discussion, Commissioner Gut moved the employment of Ralph Lublnskl as superintendent of public works at a salary of $250.00 per month, the promotion of street foreman S.M.R1Chard to superintendent of streets and parks at salary of $215.O0 per month, and that Mr. Moughton continue in the capacity of superin- tendent of the Zoo and Municipal Baseball Park at his present salary, effective as of January 1,1946. Seconded by Commissioner Bishop and carried. Application next received from Mrs. S.E.Woodruff and family %o purchase Lots 1 and 2 of Block ? of Tier 6, Sanford, which was their home before the City acquired it thru foreclosure of tax liens. Thereupon after careful consideration, Commissioner Hill moved the sale of the aforesaid property to Mrs S.E.Woodruff and family at a price of $?00.00. Seconded by Commissioner Bishop and carried. Communication next read from Municipal Judge Sharon recommending that the sentence imposed on Willis Jackson, convicted in the Municipal Court under date of November 26, 1945, for assault and battery, case $35431, sentence~t to pay a fine of $100.00 or serve 90 days, be reduced to $25.00. Thereupon Commissioner Gut moved that the fine of Willis Jackson be reduced from $100.00 to $25.00, in accordance with recommendations of Judge Sharon. Seconded by Commissioner Bishop and carried.
