The City Commission of the City of banford, Florida, met in regular session at the City
Hall in the City of 'anford, Florida, at 8:00 o'clock P M Februar~Y 2?, lgSO.

Meeting called to order by the Chairman.
Minutes of adjourned regular meeting of February 2, 1950 approved.
Mr John M Senkarik Jr. next appeared with reference to the proposed 30 year franchise to
Florida Power & Light Company and requested the Commission to make a ~horough study and
investigation of every phase of the franchise agreement before entering into it, ac as
to negotiate an agreement that will be most beneficial to the City.
Mr W.J.Leffler, Chairman of Road Committee of Lake Mary Chamber of Commerce, next sub-
mitted a request for the City to designe~te Twentieth Street as a thru street for
from Park Avenue west to City Limits , except at French Avenue. He pointed out the
thru
traffic hazard csused by the heavy flow of/traffic over this Street to Lake Nary,
the golf course and municipal cemeteries.
Thereupon after considerable discussion, Commissioner Dyson moved that the traffic
ordinance be amended so as to designate Twentieth Street as a thru street from Mellonville
Avenue west to City limits, excepting at Sanford Avenue, Park Avenue and ?rench Avenue.
Seconded by Commissioner Stem~m~ and carried.
On recommendations of Chief of Police Wi±liams, Commissioner Stemper moved that Second
Street be designated as a thru street from Sanford Avenue east to Nellonvllle Avenue, and
be included in the amendment to the traffic ordinance.
Seconded by Commissioner Chase and carried.
Mr. C.A.Whlddon, Sr. next submitted a letter, together with
traffic

by sixteen of the twenty-four property owners in Highland Park Subdivision, representing
115 of the 191 lotm, requesting the Commission to reconsider re-zoning said subdivision from
R-1-A to R-1.

We the undersigned, property holders in Highland Park, a Subdivision of Sanford, Florida,
request the City Commission of Sanford, Florida, to reconsider their decision with regard
to changing the building requirements in this area from R-1-A to R-1 in order that smaller
homes that meet with the requirements of the Southern Building Code can be constructed
in this area.
We feel, as property owners, that it is our duty to the City of Sanford not to obstruct the
program of the home building program which is so urgently needed at .this time. Also, we
find there is no sale or market for the vacant properties we hold~'~ereby creating a tax

Mr. Whlddon then submitted a letter from Phillips Industries, together with letter from
Federal Housing Administration advising that the area south of Highland Park recently re-
zoned from R-1-A to R-1 - namely, Franklin Terrace, had been rejected for FHA approval
for construction of dwellings because Highland Park is not developed. Also, advising that
two other areas along Sanford Avenue and Twenty-fifth Street had been rejected. Mr Whiddon
then pointed out the number of vacsnt lots in Highiand Park, stating that only twelve
dwellings had been built in the entire subdivision during the past twenty-three years.
Mr.H.G.McIntosh Jr, resident of Highland Park , next spoke in favor of re-zoning
the Subdivision to R-1 or some modified change so as to permit the construction of
smaller dwellings in order that the area may be developed. He pointed out the existing
unsightly condition caused by heavy growth of weeds on the Vacant lots which creates
a £ire hazard and breeding place for snakes, and a menace to the homes.
Thereupon after considerable discussion, Con~issioner Chase moved that a new Zoning
District be created to be classified as R-1-B ( One single family) with minimum require-
ment of 1,OO0 square feet of ground floor area under one roof for a one story dwelling,
inclusive of paved car ports or porte-cocheres, porches and garages, with not less than
72C square feet in the house proper.
Seconded by Commissioner Krider and carried.
After further discussion and on motion of Commissioner Chase, seconded by Commissioner
Krider and carried, the Commission authorized a Public Hearing to be held at 8:00
o'clock P M. March 16, 1950, to consider re-zoning all or part of the following area
from R-1-A to R-l-B:

$1,500.00, together with proposal for furnishing engineering services for plans , specifi-
cations and supervision of construction of any improvements to the system at standard fees
adopted by the Florida Engineering Society.
Thereupon after careful consideration, Commissioner Chase moved that A.P.Nichaels & Son be
authorized to make the survey, analysis and report on the water system only, at a price of
$1,500.00.
Seconded by Commissioner Stemper and carried.
Mr C.A.Maddy, Vice President of Fellowship Foundation, next appeared with further reference
to lease on farm land at the airport and submitted the following letter of request :
"February 24, 1950
To the Honorable Mayor & other Gentlemen
of the City Commission of Sanford, Florida. Greetings!
The Fellowship Foundetion, which now leaeee a considerable portion of the former Sanford
Naval Air Base, requests from your Monorable Assembly the following adjustments to our lease:
First, we submit the amended program for the farm, which up to now has been a total liabil-
ity, and the grove, which hae been a valuable asset We now request that the grove and
the farm,with a boundary reaching eaet from the city dump on the north side and east from
the Dusty Boots project on the south side, and extending to the end of the Base on the
east side, with the exception of runways and drainage ditches and other land essential to
your air traffic, be considered as one project and lease in which we will pay the City
$1,500.O0 annually during the month of January of each year for twenty-three additional
yeare.
Inaemuch as the Fellowship Foundation paid for the farm last year and was, through the
school, deprived of directing ibe developement, we further request that the City accept the
$1,O00.OO which we have already paid on the grove as full payment for 1950, w~%h a'definite
u~dere~anding that the lease of the farm and the grove be inseparable hereafter and that
no further reduction be asked below the $1500.00 annual payment.
Moreover, we understand that the City can make use of the Synthetic Trainer Building and,
inasmuch as the Fellowship Foundation has no particular uee for it, we request that the
City withdraw it from our present lease and deduct $2~O0.00, which is the annual installment
for the said Synthetic Trainer Building, However, in case this is acceptaDle, the Fellowship
Foundation will finish the paint job now begun on the bulldlng and remove the equipment which
we have placed there without charge to the City.
Therefore, since negotiatlone in the matter of the lease have been pleasant between your
Honorable Body and the Fellowship Foundation, we trust that you may review ~is presentation
and pass favorably on these adJuetmente which we believe you will consider as minor when
compared with the other departments of our lease for which we have asked no deduction.
Our non-profit corporation deals with the public of many states and we are glad to report
that our patrone from all over are sold on your community life and general municipal
inducements. Moreover, we are convinced that you who must also consider the public interest
will count this reduction negligible in view of the religious and educational nature of the
project. Please render your decision at this meeting if poseible so that we may proceed
with the farm work and other activities which are hanging fire while these mattere are
pending.

Thereupon after considersble discussion, Commissioner Stemper moved the acceptance of the
foregoing proposal as to principal relative to the farm land, subject to the usual forfeiture
covenants and satisfactory maintenance and operation requirements,
prepare the amended lease for approval.

Thereupon after comparison of prices submitted and quality of chairs bid upon, Commissioner

Letter of appreciation for construction of new swimming pool next read from Douglas Stenstrom
Chairman of County Children's Committee, and same was ordered acknowledged and filed.
Request next received from Gilbert A. Williams for approval of transfer to W.T.Whitehead
of lease on cold storage plant and small arms magazine building, and on motion of Commissioner
Dyson, seconded by Commissioner Krlder and carried, same was authorized.
Pursuant to request of abutting property owners and on recommendation of City Manager,
Commissioner Dyson next moved that the east-west alley between Park Ave and Oak Ave. and
Seventeenth St. and Eighteenth St. be opened and made accessible for public use.
Seconded by Commissioner Krider and carried.
On motion of Commissioner Krider, seconded by Commissioner Dyson and carried, the City
Manager was next authorized to advertise for bids for purchasing one new automobile for the
Police Depal~tment.
On motlon of Commissioner Stemper, seconded by Commissioner Dyson and carried, the Com-
mission next au~horized a contribution in amount of $35.00 to the Sanford Lions Club toward
their program for assisting the blind, which represents t~e amount of license tax paid by
Florida Blind Workers Inc. for seven weighing machines located in Sanford.
Letter next read from R.T. Cowan requesting the City to settle the outstanding state and
county taxes against Lots 66,68, and ?O of ~agnolia Heights, which he acquired from the
City for the purpose of erecting dwellings for veterans of World War II but never used.
~hereupon after reviewing the files end finding that the aforesaid lots were conveyed
to Mr. Cowan without cost in March of 1946, upon letter agreement stipulating that he would
convey them back to the City if dwellings were not erected thereon within six months, and
also finding that he still owes the City the sum of $650.00 for balance due on lots 59, 91,
106, 108 and llO of Magnolia Heights and $16~.00 for bulldlng permits, the Commission
declined to authorize payment of the aforesaid state and county taxes, but agreed to
acce~ttitle to the three lots in full settlement of amount due the City, providing he will
convey them back to the City.
The City Manager next reported on old store building at 108 Sanford Avenue being in dilapi-
dated and unsafe condition.
Thereupon Commissioner Krlder moved that notice De served on the owner of said building
%o have it repaired in accordance with provisions of the Building Code.
Seconded by Commissioner Dyson and carried.

On motion of Commissioner Chase, seconded by Commissioner Stemper and carried, the
Commission next authorized a contribution in amount of $200.00 for advertising in connection
with golf tournament to be conducted at the local golf club on ~arch 29, 30, 31 and April 1
and 2, 1950.
Commissioner Krider next reported that the members of Stadium Authority hsd held a
meeting and recommended that the plans for proposed Municipal Memorial Stadium be revised
so that the main section of the grandstand may be constructed now at a cost of $?O,000.00
to $80,000.00 and remainder added later.
Thereupon Commissioner Krlder and the City Manager were authorized to consult with Elton
J Moughton, Architect, to ascertain whether or not the main portion of the proposed master
plan could be constructed within the l imitstions of $70,000.00 to $80,0OO.00.
On motion of Commissioner Dyson, seconded by Commissioner Krider and carried, the

safety deposit box at Sanford Atlantic National Bank for the
