Ninutes of Special meetings of Feb. 21 and Narch 8, 1950, approved. Yonthly reports of Streets, Sanitation, Health, Water, Police, Fire, Airport and Library Departments for month of February 1950, suhl~itted and examined. Financial statement and statement of revenues and expenditures during month of February 1950, submitted and examined. Bank statements in all accounts for month of Feoruary 1950, properly reconciled, submitted and examined. On motion duly adopted, the Commission next approved and authorized payment of current invoices and payrolls for month of February 1950, subject to approval of the Finance Committee, as evidenced by Voucher Nos. 4188 thru 43]0. A committee from Ssllle Harrison Chapter of D.A.R. , with Mrs F E Bolz as spokesman, next appeared before the Board and requested the City to turn over to said Chapter the furniture of General Henry S.Sanford which is stored in Sanford Atlantic National Bank building, and also the Chamber of Commerce Directors' room in Tourist Center Building for setting up the furniture and other personal, effects of General San:'ord that may be acquired from the estate, for the purpose of establishing and main- taining a General Sanford l~useum. Thereupon the Chairmsn advised them that %he City did not have custody of the furniture and had gone on record at a meeting of the Commission on June 2~, 19~1, as declining to accept the gift or assume any responsibility or liability in connection therewith, ab the time it was shipped to Sanford and stored in the bank building, Decause of tY~e stipulations of the donor teat 1% weald have %o be placed in a fire- proool' library building. He also advised %hem that %he Tourist Center Bulldin~ is under lease to Seminole Coanty Chamuer of Commerce for its headquarters and tourist activities. The Sanford Housing Authority Commissioners, with gr. R.T.Cowan as spokesman, next appeared with reference to t~e site for constructing the proposed 125 low-rent dwelling units. He stated %hat they had completed the survey of su~-s%andard houses in the community and found that the entire Onethundred twenty units should be constructed for colored people, and that they had tentatively selected the area between Seventh Street and Tenth Street and Olive Avenue and Pomegrantie Avenue, whlch included the City owned properties designated as the colored baseball park, skating rink and labor camp site. Seconded 0y Commissioner Stamper and carried. 'F Upon advice of the Clerk that the labot camp site within the six months, unless released by the is under five year lease to Seminole County Farm Labor Association who owns all the improvements erected thereon. Commissioner Chase next moved that the Association be noblfied to terminate the lease as soon as pos- sible since ~ney are not utilizing the property for a labor camp. Nr Cowan next made a further request for the City to £ettle the outstanding State and County taxes against Lots 60,68,and ?0 of Nagnolia Heights, which can be settled only by the City for the sum of $5.00 per lot under ~ne Housing Program for Veterans of World War II, under which Nr. Cowan acquired the lots from the City for purpose of erectl~ dwellings thereon. He then explained his reasons for not being able to carry out the terms of the option agreement because of the several building problems and other handlcaos existing at that time. He also advised that the City still owed him $242.64 for soil pipe left over from his housing project, which he ~old the City, and reeuested that said amount be applied on purchase amount of $$14.00 owing the City for balance/of other lots and in full settlement of the building permit fees. Thereupon after considerable discussion, Co~nissioner Krider moved that the City settle the outstanding State and County taxes against the aforesaid lots at a cost of $15.00 and accept the sum of ~2~2.64 in full settlement of the account oi' Nr. Cowsn. Seconded by Commissioner Dyson and carried. Nr Joel S.Field next appeared on behalf of the Eemorial Cormlttee oz the Local American Legion Post and requested the Commission to give immediate consideration toward constructing ti~e ~unicipal ~Iemoriai Stadium, advising that the Legion had funds on ~and 0~' more than $~00.00 wits w~ich to erect the plaque on the stadium and could raise additional funds if necessary. SS: This contract made and entered into this the 13th da~ of Watch 1950, by and between the Clt~ of Sanford, Florida, hereinafter called the ~uniclpality,and A.P. & R.W.~ichaels, Engineers of Orlando, Florida, hereinafter called the Engineers. WHEREIN IT IS NUTUALLY AGREED, AS ?OLLOWS: 1. The Nunicipallty does hereby employ the s~id Engineers, as Consulting Engineers in connection with the preparation of a study of the municipal water system. 2. The Engineers will make all of the necessary studies and investigations, and furnish the ~unicipality with a report containing the necessary information %o determine the best solution of the project. The studies, investigations, and r~port are to cover the following phases: (a) Investigation el~ possibilities of a deep well water supply. (d) Investigation of construction of a supply main to overhead storage versus a deep well at the site. (e) Investigate the feasibility of use cZ' present facilities at the Air Base. (f) Aodltlonal investigation and information as will 0e pertinent and necessary to the provision, handling and storage of additional municipal water supply. 3 The Engineers shall proceed immediately to make all necessary surveys, and estimates of costs, and furnish the ~unlcipality with informstion set out in para- graph two herein. On the completion and delivery of said report and recommendations, the Municipality shall pay to the Engineers a sum of money e0ual to ~2800.00. 4. (a) In the event that the Municipality instructs the Engineers to proceed with the preparation of the necessary plans and specifications for construction of any or all of the work set up in the report, the Municipality shall enter into a contrsct with the said Engineers for the work desired. (b) Upon acceptance by the Municipality of the plans and specifications as out- lined in Section 4, paragraph A above, the fee for the design and specifications shall be 5.8% of the estimated construction cost, but in no event shall the total fee for work ( after making allowance for the proportional part of the work included in the report ) exceed 9% of actual cost of completed project. Thereupon Commissioner Chase concurred with Co,,tmissioner Stemper on the matter. ~,~r Bralley Odham of Odnam ~otor Company next orotested agrinst the Commission not accepting the low bid in accordance with specifications furnished by the City. He stated theft his bid of .~l,~gl. O0 on a Studebaker Champion, the lowest bid, w~s exactly in accord- ance with specifications furnished by the City, and felt that he should be awarded the contract since it was ~Z16.25 lower th~.n the special police car under consideration. He also stated theft he was not agreeable to the City fair competition. ~r. Elton J. ~oughton , Architect, next submitted drawing or the proposed municipal memorial stadium, showing a sketch of the m~ln section with seating capacity of 1~1~ for white and 460 for colored, wnlch is proposed to be constructed under the first phase of the project. Thereupon after s study of the drawings, Commissioner Chase moved that Mr. ~oughton ~e authorized to prepare complete plans on tne proposed master stadi%~, wlti~ alternate plans I'or constructing the main section, or such portion as the Cl~ is sole to I~inance. Seconded by Commissioner Dyson and carried. The City ~anager next reported on bad state of repair and unsafe conaitlon of the old grsndstand at municipal athletic field and recommended that the entire roof be removed. Thereupon after considerable discussion end on motion duly adopted, the Commission authorized and directed the ~anager to repair the grandstand immediately, and to leave the roof on it. On motion of Commissioner Chase, seconded by Commissioner Krlder and carried, the Commission next authorized an extension for one year of lease to Eula ~fcClelland on concession stand at zoo , at rental of $50.00 per month. On motion of Commissioner Stemmer, seconded by Commissioner Chase and carried, the Commission next ~ppointed Elton J. Moughton, Architect, Fred H. Williams, Engineer, E.C.Harper, Master Electrician, ~.G.Hodges, ~sster Plumber, and A.B.Lovejoy of Hill Lumber & SMpply Yard as the members of Buildl~ Board of Adjustments and Appeals, in accordance with the provisions of Section III of the Building Code. On motion of Commissioner Krider, seconded Dy Commissioner btemper and carried, the Commission next authorized a donation in amount o~' $100.O0 to Sanford Lions Club, representing amount of license tax paid to City for sponsorl~ Roger Bros. Consiaeration next given to request of Florida Fashions, Inc. to lease the Synthetic Trainer Building at airport on basis of annual rental of $2,400.00 to run concurrently with the leases on other buildings leased by them, with an overall reduction in the rentals on all of the buildings. The Fellowship Foundation having requested in their letter of February 24 that %he City withdraw said building from thelr 99 year lease and offered to finish painting the exterior of building without any cost to the City. Thereupon Commissioner Chase moved %he acceptance of the Synthetic Trainer Building from Fellowship Foundation in accordance with the terms of their letter, and that same be leased to Florida Fashions Inc. to be embodied in a new lease agreement covering all of the buildings now under lease at a rental of ~9, O00.OO per year, conditioned that they maintain the buildings at their own expense.
