Edwln Shinholser City ?anager Clifford ~.~cKibbin Jr. City Clerk H.N.Ssyer Absent: Commissioner Randall Chase. ~eetlng called to order by the Chairman who directed the City ~.~anager to read the following legal notice of this hearing published in the Sanford Herald on }larch 1 and 8, 1950: Commission in the City Hall in the City of 'anford, Florida, 195©, to consider the following changes and amendments NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES A~ND A~Et!DYENTS IN CERTAIN DISTRICTS OF THE ZONING ORDINANCE OF THE CITY OF SAN~ORD, FLORIDA. Notice is hereby given that a PuDlic H~aring will be held at the office of the City at 8:00 o'clock P.¥ 5~.arch 16, to the Zoning Ordinance of the City of Sanford, Florida: (A) All or such part as to the City Commission shall seem proper of the property bound~ on sputa Dy 24th. St.; east by alley oetween Oak Ave and Park Ave, extending north alon~ west line of said alley (extended) to S & E Branch of A.c.L.R.R., thence northwesterly along railroad to Elm Ave, thence south to lbth. St. thence West to French ~We. thence south to 24th. St. and Zoned in District (R-l-A) (One Single Family District) with minimum re0uirement of 1000 squ~re feet of ground floor area for one story dwelling, exclusive of porte-cocheres and attached porches, is pro- posed to 0e changed into a new Zoning District to be classified as District R -1-B (One Single Family District) with minimum recuirement of 1OO0 square feet of ground floor under one roof for one story dwelling, inclusive of paved car ports or porte- cocheres, porches and g~rages, with not less than 720 souare feet in the house proper. (b) The property zoned in District R-1 ( one single family) described as lots 5,6 7,8,9,13 and 14 of Block 4 of SecOnd Section of Dreamwold, l~ated in the block between Orlando Drlve and 26th Street and Elm Avenue and Myrtle Avenue, is proposed to be changed to C-1 (Commerclal-Betail) District. All parties in interest and citizens shall have sn opportunity to be heard at said hearing. By order of the City Commission of the City of °snford, Florida, this 28th day of February 1950. H. N. Sayer As City Clerk of Sanford, Florida. the City of The Chairman then announced that the Commission would be glad to hear from any interested parties objecting to, or, in favor of re-zoning t~e area described in paragraph (a) of the foregoing notice. Mr. C.A.Whiddon, Sr. next spoke in favor of the proposed re-zoning Oecause of the need for additional dwellings in Sanford and also because it would permit the construction of homes in that area within the price range the average citizen can afford to build or purchase. He stated that he was not representing any property owner or anyone interested in constructing dwellings, but was speaking as a citizen interested in the growth and welfare of MINUTES City C~mmission, Sanford, ~lonaa,_ ~. 19 ~ Mr. Edward Hi, gins, Manager of Seminole County Chamber of Commerce also spoke in favor of the change and pointed out the need for additional dwellings in Sanford. Mr. M.J.Lodge , owner of several lots in Highland Park Su'bdivision also spoke in favor of the proposed change. Mr. Sam Martlna, owner of entire small block of lots in Highland Park next advised that~he acauired the property for the purpose of constructing a home and had tentative plans for a dwelling that would far exceed t~e requirements under the proposea c~an~e, anu saio tuat he felt that smaller dwellings surrounding it, would depreciate its value considerably. Hr. Paul J.Chesterson,. resident of Highland Park, next stated that he was not objecting to the proposed change but did object to the method and pressure used by certain property Owners and agents of property in Highland Park in an enaeavor to have the suOdivlslon re-zoned. He stated that only three of the sixteen property owners petitioning the re-zoning were residents of that area, and that the others were owners of Vacant lots whose only interest were to create a market for the sale of them. There being no further protest registered, and after further study of the Zoning Nap and finding the area north of 20th. Street already developed, Commissioner Krider moved t, nat only the property bounded on south by 24th. Street, east by alley between Oak Avenue and Park Avenue, north by 20th. St. and West by ~rench Avenue be re-zoned from R-1-A to R-1-B. Seconded by Commissioner Stemper and carried. The Chairman then announced that the Commission~uld next consider re-zoning the property described in paragraph (0) of the foregoing notice from R-1 Residential to C-1 Commercial-Retail. There being no protest registered, Commissioner Stemper moved that the property described in para~;raph (b) of said notice be transferred from District R-1 (One Single Family) to C-1 (Commercial-Retail) District.
