Further consideration next given to securing a new postoffice building for
Sanford adequate to serve the users of postal service.
Thereupon Commissioner Stemper moved that a request be made to the proper
authorities for a new postoffice in keeping with the vast increase in postal business
during recent years.
Seconded by Commissioner Krider and carried.
Mr Rick of R&ck's Woodcraft Studio next appeared and requested the City to
erect building, size 30 ' X 40' on the zoo property for displaying his diorama of
Sanford, offering to pay an annual rental of $500.00 for use of the building, or
25~ of gross recelpts from admissions.

As a result of conference of the Mayor and City Manager with representatives or
Florida Fashions, Inc. relative to tnelr request for a reduction in rent on oulldings

reduced to $?,000.00, Mr. U.E. Lazor and ~r. Michael Glnson of Florida Fashions next
appeared and submitted the following letter of counter proposal:

Gentlemen: Attention: Mr Clifford McKibbin

We have given much %nought to the matters discussed in our meeting with you and Mayor
Andrew Carraway wnicn took place in our offices on the afternoon of April 18, 1950,
with respect to the leasing of the Syntngtic Trainer building and revision of rental
terms now in effect.
Your proposal at this meeting was that Florida Fashions take over the Synthetic Tralner
building, and that the consideration for the four buildings would be $?0OO annual rental
with repairs and maintenance to 'be at the company's expense.
Since our meeting we have made an inspection of the Synthetic Trainer Building and find
that while the building in general is in good condition, it is most suitable for the
purpose for which it was constructed, or for some use requiring many separate and
individual offices. Mowever, in studying the floor plan, we find that it would be
possible to use one part of the bulldlng immediately for storage purposes, which would
relieve our congestion for the time.
We plan on making a complete and more exhauetkve study of our entire operatiom for
better rearrangement. This plan will not result in removing our sewing operations,

Therefore, we ask that the City Commissioners give the following proposal their careful
consideration.
Florida Fashions is willing to compromise on the annual rental. Our original offer was
~4,800 per annum, the City suggested $?,OO0 per annum . Florida Fashions recognizes the
City's need and has its best interests in mind . We therefore suggest and offer the following.
Florida Faehimns is agreeable to pay rent for the use of the four buildlrgs in question.

our part and a decrease of $1,000 on the City's part.
Furthermore , it is suggested that the City permits us to occupy the Synthetic Trainer build-

Thereupon after further consideration, Commissioner Stemper moved the acceptance of
foregoing offer of Florida Fashions , Inc.
Seconded b~ Commissioner Krider and carried.
The City Nanager next reported that he had contacted Burns & ~cDonald,
Ut Il ity
Engineers, St. Louis, No. relative to appraising the electric distribution system at air-
port and they had quoted a fee of $80.00 per day for appraisal services, plus hotel and
travel expenses, the total cost not to exceed $~,200.O0 , and that they would have a
representative in Florida about April 28.
Thereu~°n after considering the foregoing fee, it was the opinion of the Comm~sion
that the maxlmum cost of $1,200.00 would be excessive, and on motion of Commissioner
Chase, secomled by Co,,missioner Krlder and carried, the City Nanager was authorized to
negotiate with Burns & NcDonald to appraise the aforesaid property at a fee not to exceed
$500.00.
Petition next received from all members of ~ire Department except the Chief, requesting
consideration of salary increases.
Thereupon after co~lderable discussion, Commissioner Krider moved that the request
be reviewed at such tl~ next fiscal year's budget is under consideration.
Seconded by Commissioner Stemper and carried.
Consideration next given to the following estimates obtained by Mire Chief for painting
interior and exterior of Fire Station:

Thereupon Commissioner Krider moved that only the exterior front of building be
painted, using oil paint.
Seconded by Commissioner Chase and carried.
On motion of Commissioner Krider, seconded by Commissioner Stemper and carried, the
City ~ans~er was next authorized to attend a short course for City Managers to 'be held
at Gainesvil~ on Nay 8-10, the expenses in connection therewith to be borne by the City.
On motion ~ Commissioner Chase, seconded by Commissioner Dyson and carried, the
Commi~sion next authorized an amendment to the Traffic Ordinance so as to prohioit parking of
vehicles on east side of Nellonvllle Avenue between Eleventh Street and Celery Avenue.
Consideration next given to installing additional parking meters at various locations,
as recommended by City ~anager.
Thereupon after considerable discussion, Commissioner Krider moved that parklng
meters be installed on west side of Palmetto Avenue between First and Second Streets,
leaving loading zone in front of Echols ~attress Shop, and on north and south side of
Second Street between PaLmetto and ~agnolia Avenues.
Seconded by Commissioner Chase and carried.
Request next received from Prank L. Miller for permit to install miniature pool
tables at various locations in the City upon payment of an annual license tax of $10.00
per table, lmtead of paying the license tax of $25.00 per quarter imposed on each coin opera.-
ted amusement device.
Matter taken under advisement, pending inspection of the pool tables.
Recommendation next received from Zoning Board of Appeals that the property located
at northeast and northwest corners of Park Avenue and Twenty-fifth Street be re-zoned
for Commercial-Retail use, and that a Public Hearing be held for considering same at
such tlme other changes in the Zoning Ordinance is under consideration. Al~o, advising that
the Boar~had~sbled the request of R.C.Green to re-zone the area between Locust Avenue and
Bay Avenue and Fifth Street and Sixth Street from white residential district to colored
residential district.
An agreement between City and Edward Higgins Jr, and wife for ea~eme~ for alley
purposes across certain property was next submitted for consideration.
Thereupon Commissioner Stemper moved its approval and that the ~ayor and Clerk be
authorized to execute same on behalf of the City.
Seconded by Commissioner Chase and carried.
Said agreement being in words and figures as follows:

T~IS AGREemENT, m~de this 29th day of April 1950, by and between EDWARD HIGGINS Jr.
and MART W HIGGINS, his wife, parties of the first part, and City of Sanford, Florida, a
municipal corporation , party of the second part, witnesseth
WHEREAS, parties of t~e first part are owners of certain real property situate in
Seminole County, Florida, in Plat of Rose Court, as recorded in Plat Book 3, pages 3, 4 and
5, Seminole County PuOllc Records, and
WHEREAS, party of the second part in the operation of its garbage collection, trucks
and other sanitary equipment has made use of a way established across part of said real
property owned by parties of the first part, which use parties of the first part desire
t4 have discontinued and which use party of the second part is agreeable to discontinue
upon provision by parties of the first oart of an easement across other real property
owned by the parties of the ~'irst part for the aforesaid uses by sanitary and other
vehicles of party o~' the second part,
NOW, THEMEFORE, in consideration of the agreement of oarty of the second part to
discontinue use aa an alley of the way heretofore so used across the lots between lots 42,

North 12 feet of the property known as the Barnes Lot, being that
unplatted parcel of land in Rose Court bounded on the North b~ Lots
42 and 43 of Rose Court as recorded in Pl~t Book ~, pages 5, and 5
Public Records of Seminole County, Florida.
Party of the second part hereby agrees that in the event parties of the first
part at any time desire the discontinuance of use of the easement herelnabove granted
and the relinquishment of such easement by party of the second part that party of the
second part will relinquish such easement and discontinue such use upon granting by
the parties of the first part, their heirs, legal representatives, successors or assigns,
of an easement in lieu of the easement hereinabove granted, which shall consist of a
grant to party of the second part of an easement for alley purposes across Lot 44 of
Rose Court and the aforesaid Barnes Lot of a strip of land twelve (12) feet in width,
bounded by the southward extension oi' %ne alley platted between lots ~2 and k3 of
Rose Court, as recorded in Plat book 3, Pages 3,4 and 5, Public Records , Seminole County,
Florida.
IN WITNESS WHEREOF, parties of the first part have hereto set their hands and seals
