May 15, Present: Commissioner Andrew Carraway, Mayor " Randall Chase " F.A. Dyson " W.H. Stemper City Attorney A. Edwin Shinholser City Manager Clifford McKibbin, Jr., City Clerk H. N. Bayer Absent: Commissioner John Krider. Meeting called to order by the Chairman. Application next received from Mrs. Allie Pavlick for transfer of Liquor License (bar and Package) from ll4 N, Park Avenue to llO W. Commercial ~treet, and on motion of Commissioner Dyson, seconded by Commissioner Chase and carried, same was authorized. Application next received from Mrs. A, E. Reeves for permit to sell beer and wine for consumption on premises at ?O1 French Avenue. Thereupon Commissioner Chase moved that the permit be granted and that Mrs. Reeves be notified that the license will be terminated upon any legitimate objection registered with the City. Seconded by Commissioner Dyson and carried. On motion of Commissioner Chase, seconded by Commissioner Dyson and carried, the Commission next authorized the re-plat of two blocks of City owned property in Mellonville Subdivision to be designated as "San Carlos Subdivision#. Considerable discussion next given to matter of simplyfying the method of billing water consumers, serving delinquent notices and the collection of delinquent accounts, and as a result the City Manager was directed to investigate the cost of purchasing a billing machine for preparing water bills. The proposed Bond Resolution authorizing the issuance of bonds for financing con- struction of municipal port terminal, as prepared by Caldwell, Marshall, Trimble & Mitchell, Bond Attorneys for the City, was next submitted for consideration, together with copy of letter from Bond Counsel for Reconstruction Finance Corporation objecting to certain terms and con- ditions therein and recommending proposed changes, and also copy of reply thereto by the Bond Attorneys setting forth their objections to several of the proposed changes. Thereupon after careful study of the resolution, the objection relative thereto by ReConstruction Finance Corporation and rebuttal by Bond Attorneys, the Commission concurred in the opinion of the Bond Attorneys and directed that an endeavor be made to secure its ap- proval, subject to the proposed changes approved by the City's Attorneys.
