M., May 22, 1950. Present: Meeting called to Commissioner Andrew Carraway, Mayor # ~andall Chase # ~.A. Dyson " ~ohn Krider , W.H. Stemper City Attorney A. Williams order by the Chairman and on the roll call the following members of the construction immediately. and withheld it from sale, the lake shore. John Krider and W. H. Stemper. Mr. E. F. Lane, Realtor and Messrs, J. H and W. B. Nicholson, brothers, next appeared and submitted a request to purchase the City owned property located on the lake front between Scott and Virginia ~venues, described as Lots 1, 2, 3 and W.40.94 ft of Lot 4, of Block 3, Marvanla First Section, for the purpose of constructing two homes thereon, advising that they would start The City having acquired this property thru foreclosure of tax liens pending establishment of right-of-way for State Road No. 46 along Thereupon after being advised that the recent survey of right-of-way for said road followed the platted street for Seminole Boulevard in front of the aforesaid property, Commissioner Chase moved that all of the City owned property located between Virginia Avenue and Mellonville Avenue and Seminole Boulevard and Second Street be placed on the market and sold with deed restriction that construction of home thereon be started within 90 days from date of conveyance of title, for the purpose to avoid speculation. Seconded by Commissioner Krider and carried. Commissioner Krider next moved that the local Board of Realtor's be consulted as to establish, lng sale price on the aforesaid property. Seconded by Commissioner Dyson and carried. In view of several applications already on file to purchase certain parcels of the aforesaid property, and especially the lots requested by Nicholson Brothers, the Commission then directed that the applicants be contacted in order according to dates filed with the City and given an opportunity to purchase it subject to the said building restrictions. Mr. J. Marion Harmon next appeared and made a further requemt to purchase the City owned lot described as Lot 19 of Block 13, San Lanta Second Section, at price of $10OeOO, which is ad- jacent to his home. Thereupon after being advised that this lot is not desirable for building purposes because of being located between two home sites, Commissioner Krider moved the acceptance of offer of Mr. Harmon to purchase it at price of $1OO.OO. Seconded by Commissioner Stemper and carried. Mr. McFarland next appeared and outlined his proposal to engage in Small Package Delivery Service, using motorcycles, with office in lobby of Florida ~tate Bank Building, and requested that ne be granted space for parking at least three motorcycles under canvass cover on west side of Park Avenue between First and Second Streets near hie office. Thereupon Mr. McFarland was advised that the Commission did not have authority to grant his request because of City Ordinance prohibiting business being conducted from the streets. E. J. Gentlemen: At a regular meeting of the Seminole County Junior Chamber of Commerce on Tl~ursday, May 18, 1950, a general discussion was held on the article appearing in the Banford Herald which stated that the City Commission of Banford was proposing to sell the new Seagraves Aerial Ladder Truck. After General Discussion, a committee, headed by E, J. Moughton, Jr., with Douglas Stenstrom, Gordon Bradley and Malcolm MacNeill were appointed to investigate the facts of this proposed sale and then appear before the City Commission of Sanford with any recommendations that they might find. This committee conferred with Fire Chief Mack Cleveland and City Manager Cliff McKibbin. In view of the facts that we have been able to obtain, this committee is in favor of retaining this piece of equipment. Listed below are ten reasons that we have found~ 1. This truck is a highly mechanized fire fighting unit and is capable of pumping ?50 gallons per minute with 5 hoses attached, and in an emergency could pump 900 gallons per minute. This truck also has a 65 feet aerial ladder and 200 feet of aluminum ground ladders, a life net, l?O0 feet of noses and other necessary fire fighting equipment. Trds truck is capable of handling an average size fire with all of these attachments. 2. This committee found that fire Chief Mack Cleveland hightly recommends that we keep this truck. 3- This truck was not purchased in haste, but was purchased by a former Commission after extensive study, and at that time the Bouth-Eastern Under- Writers Association recommended this type of truck as a combined unit of aerial truck and pumper for a city the size of Sanford. 4. This truck is designed to be used that a minimum of man power, and if the City replaced it with two other trucks of smaller size, then this committee believes that it would necessitate hiring a minimum of two additional Firemen for each shift, that would mean four men in all, and these men would have combined wages of more than $?,000.OO a year, and that within three years this cost would exceed the purchase price of the present ladder truck. 5- The Seagrave Manufacturing Comoany is an old established manufacturer of fire flghtlng equipment. They nave designed this truck with the knowledge that the wheel base is extra long. Because of this they have made this truck very maneuverable. This committee has not found where this truck has had to back up in order to arrive at any fire. We have also seen this truck leave the fire station in answer to fires and it was with apparent ease able to leave the station. 6. Attached is a llst of business buildings of two-stories and more. This committee is showing that most of our business buildings have only one stairway leading to their top floor. We believe that a serious fire would have to be fought from the windows and the top of the building. 7. This committee also has noted that there are many large two-story homes in Sanford and that fires on the roof or around the chimneys could not be nearly as effectively reached by ground ladders. 8. The apparent growth of Sanford has been tremendous since the close of the war and if the City did dispose of this truck that in all probability with- in ten years it would be necessary for the City then to have to re-purchase an aerial ladder truck. A truck of this type is designed by the manufacturer to last for at least 25 years and that this is not a short term investment by the City and also, that one conflagration where this truck would be used to a great advantage would more than offset the cost to the City. 9. This committee recommends the City Commission to have the ~outheastern Underwriters Association make a survey of fire fighting needs in the City of Sanford. lC. The waterfront terminal which we hope to come to a reality in the near future is another far sighted reason that we believe this truck should be kept on our fire fighting force. This will be an exceptionally large building cove~ng a number of acres, and in case of bad fire this truck would be invaluable. 11. This committee therefore would recommend to the City Commission that considerable thought be given to the keeping of this truck. Respectfully submitted, S/ E. J. This also includes City Hall and County Court House. In response, Mayor Carraway then advised that a survey was being made by Southeastern Under- Writers Association relative to recommendations as to type of fire apparatus needed for Sanford and that the Commission was not in a position to take any action or give them an answer on the disposal of the fire t~uck until the survey is completed and report made to the Board. Mr. Houghton then requested that all facts pertaining to the survey be published in the paper, and that no action be taken to dispose of the truck until the citizens are given an op- portunity to be heard at a Public Hearing, and the Commission assured him that this would be done. In connection with approval of transfer of liquor license of Mrs. Allie Pavlick from ll4 N. Park Avenue to llO W. Commercial Street, the C~y ~ttorney next advised that it would be neces- sary to amend the Liquor Zoning Ordinance so as to include the new location. Thereupon Commissioner Dyson moved that the Liquor Zoning Ordinance be amended so as to include Commercial Street from Railroad Avenue east to Banford Avenue. Seconded by Commissioner Krider and carried. The new lease agreement covering all buildings leased to Florida Fashions, Inc., was next submitted for approval, and after being read in full, the City Manager was directed to submit same to Florida Fashions, Inc., for their approval, and to endeavor to secure their consent to embodying a clause therein covering #Indemnity for Lessor and others#. Commissioner Krider next introduced Resolution No. 777, and after being read in full, moved its passage and adoption. M., June 12, 1950, to consider re-zoning Lots ? to 18, inclusive, of Teague'e Addition, from R-2 Multiple Family to C-1 Commercial-Retail District. The following bids next submitted for furnishing Class 150 6" cast iron water pipe, fittings and fire hydrants for extending water main south of 13th Street and west of ACL HR in Goldsboro, w~ich were opened publicly at 4:00 o'clock P. A. Schneider on April 26, to engage in business of Paint & Body Shop. Mr. Schneider exempt from paying such license tax because of being a disabled war veteran. Consideration next given to request of C. C. Dobson for City to clay Myrtle and Elm Avenues from Orlando Drive south to 26th Street and on motion of Commis~ oner Dyson, seconded by Commissioner Krider and carried, same was ordered tabled. Purther consideration next given to cost estimate in amount of $4,?60.84 submitted by the City Manager at meeting of May 8, for extending water mains ami installing fire hydrants on Mulberry Avenue and 8th Street, in order to furnish adequate water service and fire protection to the proposed low rent housing project of Sanford Housing Authority to be conetructed in that area. Thereupon Commissioner Stemper moved that the City install the foresaid water mains and fire hydrants to serve the Sanf ord Housing Authority project, the construction to commence upon further authorization of the Commission. Seconded by Commissioner Krider and carried unanimously. On motion of Commissioner Krider, seconded by Commission~ Stamper and carried, the City Manager was next authorized to call for bids for furnishing fuel oil for the diesel engines at water plant for one year. On motion duly adopted, the minutes of regular meeting of April 24, adjourned meeting of May 1, and regular meeting of May 8, 1950, were next approved. The Lease Agreement to National Exhibition Company covering ~hip Service Building at Air- port, was next submitted for consideration, and on motion of Commissioner Chase, seconded by Commissioner Stemper and carried, same was approved and the Mayor and Clerk authorized to execute the agreement on behalf of the City. FLORIDA, AMENDING SCHEDULE NO. l, OF ORDINANCE NO. 4~2, PASSED AND ADOPTED DECEMBER 29, 1948, BEIN~ AN ORDINANCE REGULATING TRAFFIC IN THE CITY OF BANFORD, FLORIDA, BY DESIGNATING IN SAID SCHEDULE A PORTION OF MELLONVILLE AVENUE ON WHICH PARK- ING IS PROHIBITED AT ALL TIMES. introduced and placed on its first reading at regular meeting of May 8, was next placed on its final reading and read in full. The Commission next conferred with Fire Ohief Cleveland relative to selling the new Seagraves Aerial Ladder Fire Truck and purchasing two smaller trucks, and the Fire Chief recom- mended that it be retained and also that some of the old equipment be replaced with new ?50 G.P.M. Booster Pump and 500 gallon Tank capacity trucks. Action deferred. Commissimer Chase next submitted a proposal of engineering firm of Bostwick, Inc., Daytona ~each, to appraise the electric distribution system at airport at a fee not to ex- ceed $500.00. No action taken. On motion of Commissioner Dyson, seconded by Commissioner Btemper and carried, the Commission next authorized the furnishing of wire from stock at airport for fencing off a sufficient area of northeast corner of Airport property for a baseball field for colored baseball club of Midway.
