Co~nission of the City of Sanford, Florida, met in adjourned session at in the City of °anford, Florida, at 8:00 o'clock P N. July 19. 1950. Consideration next given to letter from Nunicipal Judge Sharon relative to City prisoner Andrew Perry, colored, who was convicted in Nunicipal Court on Nay 8, 195© for drunkenness and resisting arrest and fined $125.00 and costs and sentenced to 90 days in jail, in which he advised that upon investigation of prisoner's physical condition, the City Physician advised that he should be released from close confine- ment and hard la'tot, and for this reason , recommended that he be paroled to some citizen who will be responsible for his conduct for the remainder of sentence. Also, consideration of request ~rom J.E.Jackson that part of the sentence imposed on ss id prisoner be suspended, and that he be released to him and allowed to pay remainder of fine weekly. Thereupon after reviewing the records and finding that Andrew Perry has had 33 convictions in Municipal Court, Commissioner Chase moved that the Chief of Police confer with the City Physician to determine the type of manual labor that said prisoner may be any physically capable of doing, and if found i~capable of ~oing/manual labor, to release him to a resoonsible party and accept partial payments on the fines imposed. Seconded by Commissioner Krider and carried. Consideration next given to advice from South-Eastern Underwriters Association that the Seagraves Aerial Ladder Truck could be replaced with a 750 gallon per minute pumper truck, wkth a 250 gallon booster tank and 50 ft. detached extension ladder, without affecting the present classification of fire protection. Elton J. Moughton Jr. Chairman of Junior Chamber of Commerce Safety Committee, then appeared and made a further request for the Commission to reconsider the proposal to dispose of the aerial ladder truck; and quoted current prices on cost of several types of trucks which would be required to replace it. Action deferred. In response to matter of reducing cost to dog owners for licensing, and vaccinating dogs for rabies, the City Nanager ne×t reported that Dr. Raymond L Bass had agreed to reduce his inoculation fee from $2.00 to $1.50 during the hours he is at the City Hall for such purpose. Thereupon Commissioner Stemper moved that the ordinance imposing license tax on dogs be amended so as to reduce the annual license tax from $1.OO to .25. Seconded by Commissioner Krider and carried. Seconded by Commissioner Dyson and carried. Said Lease Agreement being in words and figures as follows: 4GREEMENT FOR LEASE THIS AGREEMENT made and entered into in duplicate on this 19 day of June 1950, between CITY OF SANFORD, FLORIDA, a municipal corporation, hereinafter referred to as First Party, and GEORGE C HARDEN, of Seminole County, Florida, hereinafter referred to as Second Party. WITNESSETH, That , whereas, Second Party on March 2, 1950 entered into a lease with FELLOWSHIP FOUNDATION. a corporation not for profit under the laws of the State of Florida, of Sanford, Florida, recorded in Deed Book 165, pages 66 , 6?, 68 and 69 Public Records of Seminole County, Florida, by the terms of which Second Party leased from said FELLOWSHIP FOUNDATION the property therein described for a term~ of ten (10) years from March 2, 1950, at and for an annual rental of Two Hundred Fifty ($250.00) Dollars, payable annually in advance, and WHEREAS, the lease of the property therein described constitutes a sub-lease of the same to Second Party by said FELLOWSHIP FOUNDATION, which is the original and direct Lessee of said property and other properties from First Party herein, and Second Party desires to assure continuation of his right to said premises for the term of said lease regardless of the standing of the lease between said FELLOWSHIP FOUNDATION and First Party, and the First Party is agreeable to giving such assurance to Second Party. George C Harden On motion duly adopted the City Manager was next authorized to call for bids for install- ing a 6" well at cemetery. Further consideration next given to aoplicatlon of Florida Power & Light Company to purchase the electric distribution system at airport, and on motion of Commissioner Chase, seconded by Commissioner Krider and carried, the mayor was authorized to submit them a price of $23,750.00. On motion of Commissioner Stemper, seconded by Commissioner Krlder and carried, the Commission next authorized the installation of six whiteway lights on Escambia Drive, which were removed from N. Park Avenue and the installation of three over-head street lights on Twentieth Street between Locust and Mellonville Ave. Consideration next given to amount of work being done for private individuals with City labor and equipment, and after considerable discussion, the Commission directed that it be reduced to minimum as possible. Request next received from Ozier-Weller, Inc. for an extension to December l, 1950 on their option to purchase certain lots in Bel Air and San Laura Second Section Subdivisions, offering to pay $1,000.00 on the option, conditioned tnst it be refunded if the property is not approved by Federal Housing Administration for their housing project. Action deferred, pending further information as to status of application with Federal Housing Administration. On motion of Commissioner Dyson, seconded by Commissioner Krider and carried, the Commission next authorized the purchase of a 1936 Mord School bus from Board of County Public School Instruction at price of $300.00 to replace the old prisoner bus. Consideration next given to complaint from firemen relative to wearing long sleeve heavy shirts with~ the tie during summer, and their request to be permitted to wear light weight, short sleeve, open collar style shirts, to be furnished by the City. Thereupon after considerable discussion, and in view of the fact that the style shirts requested by the firemen do not conform to the uniform regulations for the department, Commissioner Chase moved that the City Manager investigate purchasing cooler shirts for the firemen. Seconded by Commissioner Krider and carried.
