P M. 19 50 The City Commission of the City o f Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P.M. June 26, 195©. Edwin Shinholser City Manager Clifford ~cKlbbin Jr. City Clerk H.N.Sayer Chief of Police B.G.~illiams Absent: Commissioner Randall Chase. Meeting called to order by the Chairman. T.E.Tucker, Jr. President of Fernald-Laughton Memorial Hospital Association, next appeared and reported of existing traffic hazard caused by motor vehicles having to park on edge of street in front of the hospital because of an open drainage ditch being in the parkway. He requested the ditch be filled or culvert installed therein so as to provide an angular parking area off the street. Thereupon Commissioner Stamper moved that the ditch be filled and parking area constructed in accordance with the foregoing request. Seconded by Commissioner Dyson and carried. Messrs W.A.Leffler, Geo. D.Bishop and Frank Shames, members of Board of Bond Trustees next appeared with reference to proposal of Commission to use the current revenue from sale of real estate toward constructing the municipal memorial stadium instead of applying it to debt service for retiring bonds. Thereupon after considerable discussion, it was the opinion of the Board of Bond Trustees that the decision of re-appropriating said funds should be made by the Commission, and action, was deferred. J.H.Truluck next submitted a request for re-zoning Lot 5 Block 6 Tier ll, E R Trafford's Map from R.-1 (One single family) to C-1 (Commercial-Retail) and same was referred to the ZOning Board of Appeals. On motion of Commissioner Krider, seconded by Commissioner ~yson and carried, the Commission next authorized the salary of James L Dunn, Street Supt. increased from $190.00 to $225.00 per month, and the salary of E.H.Johnson, Sanitary Officer, increased from $211.00 to $225.00 per month, effective July l, 1950. The City Manager next submitted cost estimate in amount of $??0.00 for paving north and south alley between Palmetto and Magnolia Avenues and First and Second Street. Action deferred. On motion of Commissioner Stemper, seconded by Commissioner Dyson and carried, the Commission next authorized the purchase of a used Addressograph Machine from Hlbbard Cassel- berry at price of $150.O0 to be used in connection with preparing tax rolls, bills and receipts On motion of Commissioner Dyson , seconded by Commissioner Stemper and carried, the Commission next re-appointed Harry two years, in accordance with the creating the Civil Service System. June 26.a~,....8...R..M .................. 19 50 Ordinance No. 471, entitled: AN ORDINANCE OF THE CITM OF SANFORD, FLORIDA, AMENDING SECTION 3 of ordinance No. 256 PASSED AND ADOPTED ON THE 28th DAY OF JUNE 1937, SAME BEING AN ORDINANCE REGULATING THE HANUFACTURE,DISTRIBUTION AND SALE IN THE CITY OF SANFORD, FLORIDA, OF BEVERAGES CONTAINING MORE THAN ONE (l~) PER CENTUM OF ALCOHOL BY WEIGHT, AS AMENDED BY ORDINANCE NO 360, PASSED AND ADOPTED OCTOBER 16, 1944 AND AS FURTHER A~ENDED BY ORDINANCE NO 392 PASSED AND ADOPTED APRIL 8, 194~, SAID SECTION 3 DESIGNATING A ZONE IN WMICH THE BUSINESS OF DISTRIBUTING OR SELLING SAID BEVERAGES MAY BE ENGAGED. introduced and placed on its first reading at regular meeting of June 12 was next placed on its final reading. Commissioner Krider next introduced Ordinance No. 472, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ~(ENDING SCHEDULE NUMBER 4 of ORDINANCE NO. ~42 PASSED AND ADOPTED DECEMBER 29, 1948, AS A~NDED BY ORDINANCE NO. 461, PASSED AND ADOPTED OCTOBER 10, 1949, AND BY OMDINANCE NUMBER 468, PASSED AND ADOPTED MARCH 2?, 1950, SAID ORDINANCE BEING AN ORDINANCE REGULATING TRAFFIC IN THE CITY OF SANFORD, FLORIDA, AND SAID SCHEDULE NUMBER 4, DESIGNATING THROUGH STREETS, BY DESIGNATING IN SAID SCHEDULE NUMBER 4 AS ADDITIONAL THROUGH STREETS, CERTAIN PORTIONS OF ~AGNOLIA AVENUE AND CERTAIN PORTIONS OF PALMETTO AVENUE IN THE CITY OF SANFORD, FLORIDA. and same was placed on its first reading and read in full. Commissioner Krider then introduced Ordinance No. 473, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, A~ENDING ORDINANCE NUMBER 362 OF SAID CITY , AS AMENDED, SAID ORDINANCE BEING AN ORDINANCE ESTABLISHING A ZONING PI~N WITHIN THE CITY OF SANFORD, SAID AMENDMENT TRANSFERRING TERRITORY IN DISTRICT R-2 to DISTRICT C-1 IN SAID CITY. and same was placed on its first reading and read in full. Pursuant to instructions of Commission to file application with Federal Houslng Administration requesting reservation of capital grant for slum clearance-redevelopment project the City Attorney next advised that the City had no authority under its Charter to enter into such a project, and that it would require special legislative authority because the general laws of Florida had limited such authority to municipalities with minimum population of l~,O00. On motion of Cormmissioner D~son, seconded by Commissioner Krlder and carried, the Commission next authorized an expenditure for spraying the City with Lindane for the purpose of eradicating gnats. Letter next read from Ozier-Weller, Inc. with further reference to request for exten- sion of purchase option upon payment of $1,000.00 cash, advising that they intend to commence construction of the dwellings to approval of FHA, and would purchase terms of the option agreement. on the property under option around November 1, subject the first 50 lots at that time , in accordance with Thereupon Co~mmlssioner Krlder moved that the option be extended for six months upon payment of $1,000.00. M ..19 5O The City Manager next submitted prices, together with samples of summer weight shirts for firemen, and on motion of Commissioner Krider, seconded by Commissioner Dyson and carried, the purchase of four for each of the firemen was authorized. Offer next received from A B Peterson to grant the City an easement for the existing pole line extending across his property to the supply wells, in exchange for conveyance of titi~ to a strip of the water works property adjacent thereto along the shore of Lake Ada, and on motion of Commissioner Dyson, seconded by Commissioner Krider and carried, same was authorized.
