The first order of business being a Public Hearing to consider re-zoning certain district of the Zoning Ordinance, the Chairman directed the following legal notice to be read, which was published in the Sanford Herald on June 23 and 30,1950: NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND ANENDMENTS IN CERTAIN DISTRICT OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the office of the Commission in the City Hall in the City of Sanford, Florida, at ~:00 o'clock P lO, 1950, to consider the following changes and amendmente to the Zoning Ordinance of the of Sanford, Florida: The property Zoned in District R-3 ( One Single Family) bounded on north by ?th Street, East by Olive Avenue , extending South along the West line of Olive Avenue to a point ll? feet South of 12th Street, thence West 1~?.75 feet. thence North to ?th Street, is proposed to be changed to R-~ ( ~ultiple Family) District. All parties and interest and citizens hearing. By order of the City Commission of June 1950. shall have an opportunity to be heard at said the City of °anford, Florida, this 23rd day of H N Sa~er As City Clerk of the of Sanford, Florida. City The Chairman then announced that the Commission would be glad to hear from any interested parties objecting to re-zoning the property described in the foregoing notice. There being no objections registered, Co~mmissioner Chase moved that the foregoing described property be re-zoned from R-3 to R-4 , and that the City Attorney prepare the necessary ordinance for adoption. Seconded by Commissioner Krider and carried. The Commission then adjourned the Public Hearing and reconvened as a Tax Equalization Board to receive any complaints or objections as to assessed valuation on the 1950 Tax Roll as prepared by the City Tax Assessor and presented at thie time. E F Lane , Realtor next submitted appl~atlon of O.D.Farrell to purchase Lots 6 and ? of Block 2, San Carlos Subdiv~ion. Action deferred, pending estaOllshment of sale price on the aforesaid lots. Forrest Gatchel of Central Florida Quick Freeze & Storage Company next appeared with reference to disposing of offal and garbage from his storage plant becsuse of incinerator being closed and all garbage disposed of by land fill at airport, advising that he had been ~ hsuling it to the incinerator each day at close of business. Natter referred to the City Nanager to work out satisfactory arrangements for collecting and disposing of the offal and garbage for Mr Gatcnell. Karlyle Housholder and J Q Galloway next appeared on behalf of the local American Leglon~ Post and requested a permit to conduct their annual fair in spring of 1951 at same location and under same terms and conditions as has been granted in past, advising that the reason for requesting the permit at this early date is because of negotiations with Prell's Broadway show to conduct their carnival in connection with contract within next few days. Action deferred until next regular meeting. the fair and would have to consummate the Elton J. Moughton, Architect, next submitted the revised plans of proposed municipal memorial stadium and advised that the specifications and cost estimates would be completed within two weeks. Consideration next given to appraisal furnished by Messrs A.B.Peterson , W.R. Williams and C.A.W"niddon, local realtors, on the following City owned property, and after considerable discussion and on motion duly carried, the Commission authorized and directed the sale price to be placed on the property as follows: BLOCK 2 OF SAN CARLOS SUBDIVISION Lots 1, 2 and 3 Lot 4 Lots 5,6, & ? at 12.50 per front ft. Offer next received from Cecil R. Ozler to purchase the E. 26.56 ft. 3, Marvania First Section at price of $500.00. Thereupon after considering the current prices of lakefront property, Dyson foot, of Lot 4 of Block moved that the aforesaid property be offered to Mr. Ozler a total of $531.OO. Matter taken under advisement. Mr. Naddy next offered to lease %he Ship Service building at a rental of $1,000.OO per year and place it in good state building from the 99-year lease. No action taken. The following bids next publicly at 4:00 P M July ?. BIDDER N G Hodges, Sanford Ernest Hamilton, Lake Mary Libby & Freeman, Orlando of repair immediately, submitted for drilling a 6" well and to release the P~Lnt & Oil at cemetery, which were opened PRICE PER FOOT COST OF 150' DEPTH $ .25 $ 7.5o .45 517.5o 2.90 435'00 Thereupon after considerable discussion, Commissioner Stemper moved the acceptance of bid of M.G. Hodges at price of $3.25 per ft. as the best bid. Seconded by Commissioner Krider and carried by the following vote of the Commission: Commiss loner Carraway Naye " Chase Aye , Dyson Naye , Krid er Ay e , Stemper Aye Offer next received from City of St. Petersburg to purchase theOlty's Seagrave Aerial Ladder Truck at price of $23,000.00. Commissioner Stemper then moved that the City not consider disposing of the Aerial Lad- der Truck, and same died for lack of a second. After further discussion and upon being advised that the current price of a new Seagrave Aerial Ladder Truck is approximately $30,000.00 , St. Petersburg be rejected. Seconded by Commissioner Krdier and carried. Mayor Carraway next reported of communication Commissioner Chase moved that the off'er of from State Defense Council instructing that a local defense unit be established, and of the action of City and County in estab- lishing a Joint council, of which the Board of County Commissioners appointed A.B.Peterson as director. Thereupon Commissioner Stemper moved the approval of establishment of joint City-County defense council, and the appointment of A B Peterson as director. Seconded by Commissioner Krider and carried. The Mayor next reported of action taken by City and County in havin~ re-check made on the 1950 Census because of preliminary returns from U.S.Census Bureau showing Sanford with smaller population than in 1945. He advised of meeting with Board of County Oommlssioners and the arrangements made, whereby, the County offered to pay the cost of having a re-check made in all outlying districts and one-half of cost of districts i and 3, comprising Sanford, the City to pay balance of cost which will amount to a9proximately $200.00. Thereupon Commissioner Chase moved the approval of arrangements made by the Mayor in having a re-check made of the 1950 census of Sanford and the authorization for expenditure in connection therewith.
