072450-Regular Session1-140750 MINUTES Flor~_ July 24 at 8:00 P M City Commission, Sanford, ~", ................................................................................. 19.50 111 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City Of Sanford, Florida at 8:00 P.M. July 24, 1950. Present: Commissioner Andrew Carraway " F A Dyson " John Krider W.H. Stemper 0ity Attorney A. Edwin Shlnholser City Manager Clifford McKlbbin Jr. City Clerk H.N.Sayer Chief of Police R.G. Williams Absent: Commissioner Randall Chase. Meeting called to order by the Chairman. Minutes of regular meeting of June 12, adjourned meeting of June 19, and regular meeting of June 26 and July 10, 1950 next approved. Monthly reports of Streets, Sanitation, Health, Water, Police, Fire, Airport and Library Department for month of June 1950 submitted and examined. Financial statement and statement of revenues and expenditures for month of June 1950 submitted and examined. Bank statements in all accounts for month of June 1950 , properly reconciled, submitted and examined. On motion of Commissioner Stemper, seconded by Commissioner Dyson and carried, payment of current invoices and payrolls for month of June 1950, were next approved, as evidenced by voucher nos. 4?39 thru 4~??. A delegation from local American Legion Post next appeared with further reference to their request for permit to conduct their annual fair in spring of 1951 at same location: and under same terms and conditions as has been granted in past. The Chairman then announced that if anyone in the audience objected to the City granting such permit the Commission would give them an opportunity to be heard at this time. Rev. Farris, Pastor of First Christian Church, then voiced his objections because of gambling concessions and the types of shows conducted in the Midway at the last fair. He stated that he was in favor of a fair and did not object to the show and concessione provided they were kept free of gambling and objectionable shows. M.L. Cullum next stated that he would file a protest against granting the permit unless some assurance was given that gambling concessions would be prohibited. Post Commander Housholder then advised that the Legion's contract with Prell'e Broadway Show who will conduct the Midway, granted them the privilege of closing down and discontinuing any objectionable concessions, and assured the Commission that they would prohibit the operation of any gamblirg concession, and any show that may be determined to be undesirable. Rev. Farrish then stated that he would withdraw his objections if the fair is conducted in accordance with the restrictions outlined by Mr. Housholder. Thereupon Commissioner Stemper moved that the permit be granted. MINUTES City Commission, Sanford, Florida, .... Mr J E Wenzel, representative of Burroughs Adding Nacnine Company then explained the operations of the machine and the advantages of using it over billing and ledger posting. In view of no other bids having been submitted, Commissioner Krider moved that the contract be awarded to Burroughs Addlng Nachine Company for purchase of accounting and billing machine at price of .~1,~95.OO. Seconded by Commissioner Dyson and carried. E F Lane, Realtor, next appeared with further reference to application for O.D. Farrell to purchase Lot ? of Block 2 San Carlos Subdiv. and offered to pay the price of $875.00 established by the Commission. He stated that Nr. Martell did not intend to use the lot for a building site but would re-sell it to some desirable person that would erect a nice dwelling thereon. Thereupon Commissioner Stemper moved the sale of the aforesaid lot to Nr. Farrell at price of $875.00. Seconded by Commissioner Krider and carried. Nr. A H Gaede, President of Florida Home Gas Company, request that the Commission grant a 50 percent reduction next appeared and made a further in the 1950 assessed valuation in smount of $143,200.00 against the real and personal property of t~e gas company, because it was purchased in 1949 at a price of $64,387.00, and also because it is being operated at a considerable loss. Thereupon after further consideration of the physical and economical value of the property, Commissioner S temper moved that the assessed valuation in amount of $93,180.O0 against the personal property be reduced 5 per cent. Seconded by Commissioner Krider and carried. Mr. M.L .Cullum next requested the City to open the alley in back of his new home at 208 Elliott Avenue, and same was authorized. Application next suDmitted from Llllie Harris and Bammie Wiggins , for transfer to them of the taxi-cab license and permit granted Nathan Harris, now deceased, and on recommendation of Chief of Police, same was authorized. Elton J. Moughton, Architect, next submitted completed plans and specifications on the proposed municipal memorial stadium, showing three phases of construction, Phase No. i , to be constructed at this time, consisting of main center section with concession and rest rooms, and with seating capacity in grandstand of 1295 for white and 256 for colored, and 1,O00 steel bleacher seats for white and 250 for colored, Phase No. 2 to be constructed at later date, consisting of constructing balance of stadium so as to conform to master plan, which will seat approximately 2800 people. Phase No. 3 consisting of furnishing and installing field lights. He then outlined the various types of materials and work to be awarded under contract; and recommended that the Clty advertise for bids for constructing Pha~Nos i and 3, with alternate bid on Phase No. 2. Thereupon on Notion of Commissioner Krider, seconded by Commissioner Dyson and carried, the Commission authorized %he advertising for bids, returnable within 30 days, to construct the stadium in accordance with plans and specifications prepared and recommended by Nr. State Parole Commission had restored his driver's license. Thereupon after careful consideration and on recommendation of Chief of Police, Commissioner Stemper moved that the aforesaid permit be restored under probation. Seconded by Commissioner Krider snd carried. Letter next read from Libby & Freeman, Orlando, who submitted bid at meeting of June 12, for constructing 6" well at cemetery, protesting action of the Commission in not awarding to the lowest bidder, and same was ordered filed. Letter next read from Miss Isabella Simon relative to the City condemning her store building at 108 Sanford Avenue because of being in dilapidated and unsafe condition, in which she requested an extension of 30 days to dispose of her stock of merchandise. Thereupon after considerable discussion, Commissioner Stemper moved that she be notified to demolish and remove the building or commence the necessary repairs within. 30 days from date. Seconded by Commissioner Krider and carried. Offer next submitted from A.A.Esrick, distributor, St. Petersburg, to sell the City approximately 3,800 pounds of horsemeat for the zoo at price of log per pound delivered, and on motion duly carried, purchase was authorized subject to approval of City Meat Inspector. Letter next read from members of Police Department requesting consideration of a raise in salaries for next fiscal year because of increased cost of living expenses, and same was referred to the City Manager for consideration and recommendation. Upon request from residents, and on recommendation of Chief of Police and motio~ duly adopted by the Commission, the installation of overhead street lights at inter- section of Plumosa Drive and Locust Ave. and Valencia Drive and Locust Ave. were next authorized. On motion duly carried, the City Manager was next authorized to make a study and recommendations for extending street lights into Highland Park Subdivision, which is now being developed with several new homes. The City Manager next reported that Fred H Williame, Engineer had completed the plans and specifications for extending sanitary sewers into San Lanta Second Section and Magnolia Heights Subdivisions, and on motion of Commissioner Krider, seconded by Commissioner Dyson and carried, the Commission authorized the advertising for bids for furnishing labor and materials for constructing said sewers. The City Manager next submitted cost estimate in amount of $752.00 for repairing the Incinerator , consisting of $185.00 for necessary repairs to furnace to place in oper- ation , and $568.00 for cleaning, repairing and painting metal walls and roof of structure. Thereupon Commissioner Krider moved that the incinerator be repaired and place in operation. Seconded by Commissioner Dyson and carried. The City Manager next reported that the proposed survey to be made by Seminole Soil Conservation Service of the drainage in area south and west of the City had not been started because the Board of County Con,missioners would not commit themselves to follow recommendations that their engineers might make.
