Minutes of regular meeting of July 24, and special meeting of August 3, 1950, next approved. Monthly reports of Streets, Sanitation, Health, Water, Police, Fire, Airport and Library Departments for month of July 1950, submitted and examined. Financial statement and statement of revenues and expenditures for month of July 1950, sub- mitted and examined. Bank statements in all accounts for month of July 1950, properly reconciled, submitted and examined. On motion of Commissioner Dyson, seconded by Commissioner Stemper and carried, payment of current invoices and payrolls for month of July 195O, was next approved, as evidenced by Voucher Nos. 4878 thru 5015. Mr. Geo. H. Williams, Jr., Executive Director, and Commissioner R. T. Cowan of Sanford Housing Authority next appeared and submitted the following offer to purchase three parcels of City owned property included in the site for the proposed housing project and designated as parcels Nos. 28, 50 and 51. Parcel No. 28 covering the 8. 12 ft. of N. 144 ft of Block ll, ~ier 19, E. R. Trafford's Map, No. 50 covering 8. 132 ft of W. 100 ft. of Block ll Tier 16, E, R. Trafford's Map, and No. 51 covering all of Block 27, Robinson's Survey: The Honorable City Commission City of Sanford, Florida. Gentlemen: Attached in triplicate are three offers for sale by you of property in Goldeboro to the Authority. It is requested that you return to ue two executed copies of each offer. The third copy is for your files. We wish to purchase this property at the following prices: Parcel No. 28 $ 75.o0 Parcel No. 50 1,227.O0 Parcel No. 51 4,500.00 The suggested prices for P~roels 28 and 50 are the appraisal values set on this proper~y on May 18, 1950 by Mr. A. B. Peterson and Mr. W. R. Williams, Registered Real Estate Brokers of Sanford. The suggested price of Parcel 51 is made up of the a~praised value of the land by Mr. Peterson and Mr. Williams of $3,000.00, plus $1,500.00 for the improvements. It is our understanding that the present owner of these improvements, The Seminole County Farm Bureau, has agreed to re- lease all their rights in them to you for the sum of $1,500.00. Thereupon Commissioner Krider moved the acceptance of the foregoing offer for the three parcels of property. Seconded by Commissioner Chase and carried. Meesrs, Williams and Cowan next advised that the Housing Authority would pave all the streets and install the necessary storm sewers within the boundaries of the project site, and requested the City to install drainage sewers and pave the streets adjacent to the Housing property, agreeing to pay one-half of the cost of such improvements aS an abutting property 118 MINUTES ~ ~ August 14 at 8 P.M. ~c~ City Commission, Sanford, Fi~.d~, ................. .~v the Sanford Housing Project site, in accordance with the proposal submitted by the City Manager. Seconded by Dyson and carried. Messrs, A. P. and Robert K. Michaels, Consulting Engineers, who were employeed by the City to make a survey and study of the water utility for the purpose of making recommendations for increasing the source of ~upply and improving and expanding the system, next appeared and gave a summary of their report containing the studies, investigations, and recommendations, which were taken under advisements M. O. Hagan, County Engineer, next appeared relative to a joint City and County project for drainage improvements in the southwest area of the City and submitted two proposals. 1. To divert the water south of 13th Btreet to Smith's canal. 2. To clean, stralgnten and increase the size of existing drainage system. Thereupon after a study of the proposed improvements as outlined on a map of said area, Commissioner Chase moved that Engineer Hagan be authorized to survey the flow line between American Fruit Growers farm and Smith's canal so as to determine whetheror not the water from the area south of 13th Street can be diverted to the canal. Beconded by Commissioner Btemper and carried. On motion of Commissioner Krider, seconded by Commissioner Stemper and carried, the Com- mission next authorized payment of $429.2? to Seminole County Chamber of Commerce to cover the City's pro rata of cost of expenses incurred in re-check of the Federal Census. Commissioner Stemper next introduced Ordinance No. 4?5, entitled: ORDINANCE NO. 475 AN ORDINANCE OF ~HE CItY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 34?, PABSED AND ADOPTED JANUARY 24, 19~, SAID ORDINANCE REQUIRING 'HE PAYMENT OF AN ANNUAL LICENSE TAX ON DOGS AND PROVIDING FOR THE DISPOSITION OF DOGS UPON WHICH A LICENSE TAX HAS NOT BEEN PAID, AND SUCH AMENDMENT REDt~GING ~HE AMOUNT OF THE LICENSE TAX FROM THE SUM OF ONE DOLLAR, AS REQUIRED IN SAID ORDINANCE, TO ~HE SUM OF ~WENTY-FIVE CENTS. and same was placed on first reading and read in full. On recommendation of City Manager and the Chief of Police, and on motion of Commissioner Krider, seconded by Commissioner Dyson and carried, the Commission next authorized the in- stallation of 4 overhead street lights on south Palmetto Avenue between 25th and 26th Streets. The following bids next submitted for furnishing labor and materials for constructing sanitary sewers to service the area between Rosalia Drive and 2Otb Street and Locust Avenue and Mellonville Avenue, in accordance with plans and specifications furnished by Engineer Fred H. Consideration next given to request of Beminole Farm Bureau that the City use its in- fluence in the request to the State to establish and maintain a livestock and produce auction at the local State Farmers' Market, and to maintain and operate the market facilities for farmers instead of for commission men and brokers. Thereupon Commissioner Chase moved that a letter of request be directed to the State Commissioner of Agriculture, calling his attention to the specific purpose for which the MINUTES City Commission, Sanford, Florida,_.~.~:.....ll~...~....8..?.~.. N.t ............... 19 20 Palmetto Avenue and ?hir~ Street , and on recommendation of Chief of Police, and by motion duly adopted the Commission next authorized 1-hour parking regulation on west side of Palmetto ~venue between ?bird Street and alley north of the Do-Nut Shop. On motion of Commiss~omer C~ase, seconded by Commissioner Stemper and carried, the Com- mission next authorized the purchase of an engineers level from H. & W. B. Drew Company, Jacksonville, at price of '350.00. Consideration next given to request of Federal Housing ~dministration for information con- cerning City's intent to install sanitary sewers in Bel Air Subdivision to service the proposed housing project of Ozier Weller, Inc.~ The estimated cost of constructing said sewers lng *16,4OO.00. Thereupon Commissioner Chase moved that ~HA be advised that the City will agree to con- struct the necessary sanitary sewerage facilities to service the aforesaid area, provided the housing project mater~alizes. Seconded by Commissioner 5temper and carried. Ordinance No. 47~, entitled: AN ORDINANCE OF ~HE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 362 OF SAID CITY, AB AMENDED, SAID ORDINANCE BEING AN ORDINANCE ESTABLISHING A ZONING PLAN WITHIN ~HE CITY OF SANFORD, SAID AMENDMENT TRANBFERRING TERRITORY IN DISTRICT R-3 ~O DISTRICT R-~ IN SAID CITY. introduced and placed on its first reading at regular meeting of July 2~, 1950, was next placed on its final reading. Thereupon the roll was called for final passage and adoption of said Ordinance No. 47~, the vote being as follows: Commissioner Carraway Aye # Chase Aye " Dyson Aye # Krider Aye " Btemper Aye Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida, by unanimous vote had passed and adopted said Ordinance No. 4?4, entitled: AN ORDINANCE OF ~HE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 362 OF SAID OI~Y, AS AMENDED, SAID ORDINANCE BEING AN ORDINANCE ESTABLISHING A ZONING PLAN WITHIN ~HE OI~Y OF SANFORD, SAID AMENDMENT TRANSFERRING TERRITORY IN DISTRICT R-3 ~O DISTRICT R-4 IN SAID CITY.
