Meeting called to order by the Chairman.
Mr. G. W. Spencer, Attorney, next appeared on behalf of Ozier-Wel]er, Inc., with reference
to the Option Agreement dated February 13, 1950, granting them an option to purchase certain
lots in Bel-Air and Ban Lents Second Section Subdivision for the purpose of constructing dwell-
ings thereon. He advised that they had established a Plorida Corporation of Ozler-Weller Hones,
Inc., and were ready to exercise the terms of the option agreement to purchase fifty of the
lots at this time. Attorney Spencer then requested that a new option be granted Ozier-Weller
Hones, Inc., and submitted a proposed agreement for consideration of the Commission.
Thereupon after the new Option A~reement was read in full, Commissioner Krider moved its
approval and that the MaYor and Clerk be authorized to execute same on behalf of the City.
Seconded by 0ommissioner Dyson and carried.
Bald Option Agreement being in words and figures as follows:
OPTION AGREEMENT
THIS AGREEMENT, made this 2nd day of January, 1951, from the City of ~an-
ford, Florida, a municipal corporation under ~he laws of the State of Florida,
hereinafter called Grantor to OZIE~-WELLER HOMES, INC., a Florida corporation,
having its principal place of business in Sanford, Florida, hereinafter called
Grantee,
WITNEBBETH, That Grantor, in consideration of the sum of One ($1.00)
Dollar and other valuable consideration to it in hand paid by Grantee, re-
ceipt whereof is hereby acknowledged, does hereby grant to Grantee the
exclusive right at its option for and during the period of six (6) months
from date hereof, and subject to the conditions hereinafter recited, to
purchase certain lots and parcels of real estate owned by Grantor in BEL-
A~R SUBDIVISION &Rd in BA~N LANTA, SECOND SECTION, a complete list of said
property being set out in the schedule hereto attached marked Schedule A,
and hereby made a part hereof as fully as if set forth herein, for a pur-
chase price of one-third (1/3rd) less than the price set opoosite each of
said lots in said Schedule A, such sum to be paid upon delivery of a deed
as hereinafter provided.
In the event Grantee shall elect to purchase said property, it shall
so signify by written notice delivered to Grantor within the time above
lilited, and Grantor, subject to performance by Grantee of the conditions
hereinafter recited, will thereupon execute to Grantee deed of bargain
and sale conveying to Grantee all of Grantor's right, title and interest
in and to said property, which deed shall be delivered to Grantee upon
its delivery to Grantor of the full purchase price ~ said lots.
The conditions of this option are as followa~
(1) The terms of this option shall not apply to a single purchase of
less than fifty (50) lots from the list contained in Schedule A.
(2) Grantee has purchased from Grantor fifty (50) lots in Block 1,
2 and ~ of BEL-AIR SUBDIVISION, which were conveyed to Grantee by deed
of even date herewith. Unless Grantee within six months from date hereof
shall have begun actual and visible construction of not less'than fifteen
(15) dwelling houses on the property conveyed by said deed, this option
shall immediately cease and determine, and until such construction shall
be begun no further lots may be purchased hereunder.
(3) Grantor hereby agrees that within sixty (60) days after Grantee
shall have begun actual and visible construction of any dwelling house
upon the property conveyed by the aforesaid deed, it will install and
rpovide as necessary to service said property a two inch water main and
an eight inch sanitary sewer in addition to the storm sewer which pres-
entry exists and services said property.

promulgated by competent Governmental authority freezing materials necessary to performance
by either of said parties of said provisions, the time within which such party shall complete
performance shall be extended for an additional period of sixty (60) days from the date of
order issued by such Governmental authority, or its successor, releasing the previous freesing
order.
(5) If within the six (6) months neriod hereof, or its extenstlon under the terms of
Paragraph (4) above if a freeze order be issued as therein set forth, the Grantee shall begin
construction as provided in Paragraph (2) above, and shall purchase fifty (50) of the lots
listed in Schedule A, this option shall thereupon be renewed as to all remaining lots listed
in Schedule A for an additional six (6) months period from the expiration of the initial six
(6) months period, or its extension under Paragraph (4) as aforesaid, at the expiration of
which additional period this option shall fully and finally cease and determine.
IN WITNESS WHEREOF Grantor has caused these presents to be signed by its Mayor and
attested by its City Clerk, all as and of the day and year first above written.

On motion of Commissioner Krider, seconded by Commissioner Dyeon and carried, the Mayor
and Clerk were next authorized to execute deed conveying the fifty lots to Ozier-Weller Homes,
Inc., for sum of
Attorney Spencer next made a further request on behalf of Cecil R. Ozier for release of
the stipulation in deed from City dated June 5, 1950, that substantial construction of a dwell-
int be commenced within 90 days on Lots 1, 2, 3 and W. $0.95 feet of Lot $ Block 3, Marvanla
First Section, of which an additional extension was granted until March 5, 1951. He advised
that Mr. Osier had commenced construction of a dwelling on the property, having constructed the
foundation, which complied with the deed restriction.
Thereupon after considerable discussion, Commissioner Krider moved that the aforesaid
stipulation be removed and that the Mayor and Clerk be authorized to execute a quit-claim deed
on behalf of the Olty releasing the said restrictions~om the deed to Mr. 0zler.
Seconded by Commissioner Dyeon and carried.
Attorney Spencer next submitted an offer of Mr. Osier to purchase the E. 26.56 ft of Lot
$ of Block 3, Marvania First Section, at the price of $531.00, authorized at meeting of July
10, 1950, and on motion of Commissioner Stamper, seconded by Commissioner Dyson and carried,
same was accepted.
On motion of Commissioner Dyson, seconded by Commissioner Stamper and carried, the Com-
mission next appointed H. James Gut, as a member of the Board of Bond Tursteee to fill the
vacancy created bY resignati~ of Frank J. Shames which was accepted by the Commission on
October 9, 1950.
The following letter next submitted from Florida State Bank of Banford offering to pur-
chase the entire issue of $100,000.00 of Btadlum and Utility Tax Revenue Bonds at face value,
which were authorized by Resolution No. 7871

Thereupon Commissioner Dyeon moved the acceptance of the aforesaid offer of Florida
State Bank to purchase the entire issue of Stadium and Utility Tax Revenue Bonds at face value
of $100,000.00.
Seconded by Commissioner Krider and carried over the dissenting vote of Commissioner
Stamper.

At this time Mr. Krider expressed hie thanks and appreciation to the members of the
Commission and the employees in the various departments of the City for their cooperation
during his term of office as Commissioner.
The Commission then re-convened for the purpose of organization, Mr. John D. Ivey and
Mr. Sam A. Martins, Jr., signing the oath of office and being seated as Commissioner of the
City of Banford, Florida, for three year terms.
Thereupon Commissioner Stamper moved that Commissioner Ivey be made temporary Chairman,
pending the election of a Mayor.
Seconded by Commissioner Martins and carried.
The first order of business being the ~ection of a Mayor for the ensuing year, Commissioner
Garraway nominated Commissioner Dyson as Mayor of the City of Banford for the year 1951.
Seconded by Commissioner Martins.
Commissioner Btemoer then moved that the nominations be closed.
Seconded by Commissioner Carraway and carried over the dissenting vote of Commissioner Ivey.
Commissioner Stamper then moved that the Clerk be in tructed to cast a unanimous ballot
for the election of Commissioner Dyson as Mayor of the City of Banford for the ensuing year.
Seconded by Commissioner Carraway and carried unanimously.
Thereupon Commissioner Dyson signed the oath and acceptance of office and was duly in-
stalled as Mayor of the City of Sanford for the year 1951.
Commissioner Stemper next moved that the City Attorney prepare a resolution commending
Commissioner Carraway for services rendered during past two years as Mayor.
Seconded by Commissioner Martins and carried.
The following bids next submitted for furnishing audit services for fiscal year ending
September 30, 1951, which were opened publicly at 4:00 P. M. December 21:

for displaying automobiles the City owned property described as Lots 39 and 40, Lake View Park,
located at northwest corner of Palmetto Avenue and Commercial Street.
Thereupon after considerable discussion, as a result the Commission felt that the City
should retain the aforesaid property for future use as a public parking lot, but agreed to con-
sider leasing it at present time for use of displaying automobiles, and the City Manager was
authorized to negotiate with Mr. Williams relative to leasing the property to hie client.
.On motion of Commissioner Carraway, seconded by Commissioner Btemper and carried, the
Commission next authorized the refund of 1950-1951 Occupation License Tax Nos. 406 and 410 in

Thereupon after careful consideration, Commissioner Stemper moved the acceptance of bid
of Johns Manville as being the best bid for the City.
Seconded by Commissioner Ivey and carried.
Request next received from Dr. Epstein for a reserved parking space in front of his
office at 106 S. Palmetto Avenue, and on motion of Commls~oner Stemper, seconded by Com-
missioner Carpaway and carried, same was authorized.
Request next received from Vo~e Williams, Jr., 2517 Laurel Avenue for installation of
street light at intersection of 2$th Street and Laurel Avenue, and on motion of Commissioner
0arraway, seconded by Oommlssioner Stemper and carried, same was referred to the City Manager
and Chief of Police for investigation and recommendation.
Upon reoommendsti~ of City Manager, and on motion of Oommiesl~uer Oarraway, seconded
by Commissioner Ivey and carried, the 0ommissioner next abolished the position of #Heavy-
Equipment Operator# at salary of $55.00 per week, and crested a new position of ~Utlllty
Operator# at salary of $$0.45 per week.
The following bids which were opened publicly at 4:00 P.M. December 29, were next
submitted for furnishing one new steam cleaner, to delivery 100 lb pressure steam with capacity
