P.M.. 19 51 Monthly reports of Streets, Sanitation, Health, Water, Police, Fire, Airport and Library Departments for month of January 1951, submitted and examined. Financial statement and statement of revenues and expenditures for month of January 1951, submitted and examined. Bank statements in all accounts for month of January 1951, properly reconciled, submitted and examined. On motion of Commissioner Carraway, seconded by Commissioner Martina and carried, current invoices and payrolls for month of January 1951, as evidenced by Voucher Nos. 5704 thru 5838, were next approved subject to aporoval of the Finance Committee. With reference to Ordinance No. 483, vacating, abandoning and closing the a]Jey platted in Block 2 of San Carlos Subdivision, which was meeting of January 22, letter next submitted and lC, (lees alley right-of-way) vacate and close said alley thru to the vacated right-of-way. Thereupon Ordinance No. 483 was ordered tabled and Commissioner Stemper introduced Or- dinance No. 48h, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, VACATING, ABANDONING AND CLOSING THAT CERTAIN ALLEY PLATTED IN BLOCK 2 OF SAN CARLOS SUB- DIVISION AND ACROSS A PORTION OF LOTS 9 and l0 OF BLOCK "0" OF FIRST STREET EXTENSION IN THE CITY OF SANFORD, FLORIDA. and same was placed on its first reading and read in full. Commissioner Stemper then moved the waiver of the requirements of the second reading of said Ordinance No. 484 and that same be placed on its final passage and adoption. Seconded by Commissioner Carraway. MINUTES AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, VACATING, ABANDONING AND CLOSING THAT CERTAIN ALLEY PLATTED IN BLOCK 2 OF SAN CARLOS SUBDIVISION A~ ACROSS A PORTION OF LOTS 9 AND l0 OF BLOCK "0" OF FIRST STREET EXTENSION IN THE CITY OF SANFORD, FLOR.iDA. On motion of Commissioner Carraway, seconded by Commissioner Stemper and carried, Quit Claim Deed from City to Rolfe N. Bolster and wife for that portion of vacated alley described as N. 6.11 ft of Lot 9 and S. 81,89 ft of Lot l0 Block O, First Street Extension, was next authorized executed. Messrs W. A. Leffler and Fred R. Wilson, Trustees of Bert Fish Testamentary Trust, next submitted check in amount of $7,200.00 far balance on purc_hase of Lots I to 6 and 8 to l0 inclusive, of Block 2, San Carlos Subdivision. Miss Eula McClelland, lessee of concessions at Zoo, next appeared and requested renewal of lease for period of five yeers and also a reduction in the monthly rental of $50.00 during the summer ~onths when business is off. Thereupon after considerable discussion, Commissioner Carraway moved that Miss McClelland be granted a five year lease on the Zoo concession on same basis as in the cast. Seconded by Commissioner Martins and carried. John Fits, Seminole High School student, next submitted a petition signed by several students requesting that 18th Street between Park and French Avenues be designated as a thru street in order to eliminate traffic hazards, because Seminole High School by students and school buses. Thereupon after discussion, the petition was of it being used as a main drive to referred to the City Manager, Chief of Police and Bchool Board for consideration and recommendations. Mr. Cecil R. Ozier of Ozier-Weller Homes, Inc., next advised of conference with Federal Housing Administration officials in Jacksonville relative to application for financing construction of the proposed 50-unit apartment building, stating that they were not very favorable toward the project because they claimed the local tax rate is too high in proportion to income that may be de,ired from the apartment building. Thereupon after considerable discussion, the Mayor appointed Commissioner Carraway and the City Manager as a committee of two to accomoany Mr. Ozier to Jacksonville and confer with Federal Housing Administration relative to local tax rates and the basis of assessed valuations. Mr. S. A. Allen, operator of Sanford Transit Lines, next appeared and requested per- mission to increase bus fares to the Airport by way of Mellonville Avenue, and Park Avenue Thereupon Commissioner Martins moved that action be deferred for further study. Beconded by Commissioner Btemper and carried. Mr. Sidney A. Berkowitm, division engineer of Florida State Board of Health, next appeared with reference to approving the plans of Sanfo~d Housing Authority to connect the sanitary sewers from Castle Brewer Project to the City's existin~ sanitary sewerage system because of emptying raw sewage into Lake Monroe. He advised that the Btate Board of Health was attempting to eliminate the pollution of water by raw sewage and was withholding the approval of the aforesaid plans to find out when the City intended to commence construction of the proposed treatment and disposal plant, or, some assurance that it would be constructed in the near future, of which plans have been apb)roved and on file since 1946. He then requested the aid of the Commission in ex- pediting settlement for the improvements from the government and its influence in securing an extension of time, stating that they would gladlY move but could not make financial arrangements for a new location until settlement is made with the government. Mr. Maddy further advised that negotiations were being mede to purchase a large hotel to accommodate the several hundred people who have lifetime memberships or leases with the Fellowship Foundation, and that if a substantial sum could be secured for ~he aforesaid improvements, they could complete negotiations and move immediately. Thereupon the Commission advised them that the City was sympathetic with their predicament of having to be rehabilitated and would lend its support in every way possible, but did not h~ve the power to grant or demand an extension of time in which to vacate the property, or, for reimbursement for improvements. Further request next received from Colored Welfare League for the City to refund the amount of $750.00 (less the $125.00 refunded to J. W. Knowles) paid for the property described as S. 132 ft of W. 100 ft. of Block ll Tier 16, E. R. Trafford's Map, which they con- veyed to the City for colored recreation ~urposes and an outdoor skating rink was constructed thereon by the City. The Sanford Housing Authority having since selected it as part of the site for low-rent housing project and purchased it from the City for sum of $1,127.00. Thereupon Commissioner Carreway moved that the request be denied., and that the City's original intent be followed through to reserve the money to either spoly toward acquir- ing another recreation site or for recreation facilities. Seconded by Commissioner Ivey and carried. Commissioner Carraway next introduced Ordinance No. 485, entitled: AN ORDINANCE REPEALING SECTION 3 OF ORDINANCE NO 379 OF THE CITY OF SANFORD, FLORIDA, SAID ORDINANCE LEVYING AND IMPOSING A TAX ON EVERY PURCHASE IN THE CITY OF SANFORD, FLORIDA, OF EI,ECTRICITY, METERED, OR BOTTLED GAS (NATURAL, LIQUIFIED PETROLEUM GAS OR MANUFACTURED GAS), WATER AND TELEPHONE SERVICE EXCEPT AS TNEREIN PROVIDED, AND MAKING PROVISION AS TO AMOUNTS, COLLECTION, AND DISPOSITION OF PROCEEDS OF SAID TAX, AND SAID SECTION S PROVIDING FOR EXEMPTION OF THE UNITED STATES OF AMERICA AND ITS AGENCIES FROM THE PAYMENT OF SUCH TAX. sewer line along the lakefront as a first phase of the project, whereby, all sewer outlets to the ~lake could be collected into the interceptor line and discharged at a single point in the lake ~'away from the shore thru only one outfall line. He further stated that the City should be con- sidering ways and means of financing construction of the treatment and disposal plant and that the State Board of Health would be glad to assist in securing consent of the local citizens to provide for payment of this much needed improvement. Thereupon after considerable discussion, the Commission requested Mr. Berkowitz to find out from Mr. David B. Lee, Chief' Sanitary Engineer, whether or not the State Board of Health would approve the installation of interceptor sewer as a first, phase of the project and the Mayor ap- pointed Commissioner Carraway and the City Manager to also confer with Mr. Lee relative to the matter. A large group of people from Fellowship Foundation, with Mr. C. A. Thereupon Commissioner Martlna moved that the City obtain additional counsel and that such counsel be AttOrney G. W. Spencer. Seconded by:-Commissioner Carraway and carried over the dissenting vote of Commissioner Stemper. On motion of Commissioner Carraway, seconded by Commissioner Stemper, and carried, the Commission next directed that a Resolution be prepared expressing appreciation to the Board of County Commissioners for resurfacing that portion of Sanford Avenue in the City. On recommendation of City Manager, and on motion duly carried, the salary of Mrs. Gabe Michael, Secretary to City Manager, was next authorized increased from $157.50 to $168.00 per month. On motion duly carried, the services of Mrs. F. P. Rines, part time assistant to Librarian, was next authorized dispensed with because of her age and physical condition. On motion of Commissioner Stemper, seconded by Commissioner Ivey and carried, the City Manager was next authorized to attend a meeting of Florida League of Municipalities Legislative Committee in Jacksonville on February 17-18. On motion of Commissioner Stemper, seconded by Commi'ssioner Martina and carried, the Commission next authorized the purchase of 1650 feet of 6" cast iron water pipe at $1.75 per ft from All State Pipe Supply Comoany, Jacksonville, for furnishing water service to Castle B~ewer Housing Project. Consideration next given to City entertaining the New York Giants Baseball Club while in Sanford for spring training, and on motion of Commissioner Carraway, seconded by Commissioner Ivey and carried, an expenditure for a barbecue at the Country Club was authorized, provided arrangements could be worked out with the Giants officials. Letter next read from L. F. Boyle, County Attorney, relative to acquiring ad- ditional right-of-way for widening Road ~6 from Mellonville Avenue to Geneva Bridge, and requested the City to convey 50 ft of the Airport property abutting on said road for right- of-way purposes. Thereupon Commissioner Carraway move8 the authorization for conveying the additional right-6f-way along the airoort property and that necessary steps be taken to expedite its aporoval by the Navy, Seconded by Commissioner Nartina and car~led. Commissioner Stemper next moved that the Commission consider another increase in salaries and wages of employees at next meeting because of the continual increases in cost of living, and that the City Manager obtain the necessary budget information for considering ,ame. Seconded by Commissioner Mar~ina and carried. On motion of Commissioner Stemper, seconded by Commissioner Carraway and carried, the Commission next authorized a refund to Dawson Construction Company of funds in amount of $100.00 paid as deposit on purchase of Lots 42 and 43, Magnolia Heights for Paul E. Jenkins, Veteran of World Wsr II, for whom said company proposed to construct a dwelling thereon but Mr. Jenkins left Sanford. There being no further business the meeting then adjourned until 8:00 o'clock P.M. February 19, 1951.
