The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida at 8:00 o'clock P M March 26, 1951.

Meeting called to order by the Chairman.
Consideration next given to amending the Special Act of Florida Legislature creating
the Pension Fund for the Police Department so as to increase the contributions from salaries
of police officers and costs imposed by Municipsl Court, in order to build up a fund
sufficient to pay pensions in accordance with the terms of the Act.
Thereupon Commissioner Carraway moved that notice of intent to apply for passage of
local or special legislation to amend said Act at the 1951 session of Legislature so as
to increase the contributions to the Fund, be prepared and published.
Seconded by Commissioner Stemper and carried.
Application next re-submitted from Mr and Mrs Mike John for permit to sell beer
and wines to colored customers

On recommendation of Chief of Police Williams, and on motion of Commissioner Carra-
way , seconded by Commissioner Ivey and carried, the Commission next authorized the pur-
chase of a Drunk-o-meter for use in the Police Department, at cost of $225.00.
Attorney Volie Williams, Jr., next appeared with further reference to application
of Leo Rockwell for permit to operate four taxicabs under name of Seminole Cab Company
with Joe Gonzalez as manager, and on recommendation of Chief of Police and City Manager,
Commissioner Stemper moved that same be granted. Seconded by Commissioner Carraway and
carried.
Mrs Linda Gingles next appeared before the Board and requested use of the swimming
pool for two hours in morning and two hours in afternoon, four days a week for four
weeks, beginning around April 15 for conducting swimming lessons for school children.
She advised that satisfactory arrangements had been made with the School Board for
conducting the swimming classes and transporting the children to and from the pool.
Thereupon Commissioner Carraway moved that Mrs Gingles be granted the use of the
pool for conducting the swimming classes, and that she be designated as a life guard
during such time. Seconded by Commissioner Martina and carried.
R H Beckham next appeared and requested that his lease on the municipal trailer park
at Fourth Street and French Avenue be renewed for another five years on same terms,
advising that the current lease did not expire until October l, but he would like to make
some improvements to the property while materials are available.

in Marva~la for proposed right-of-way for State Road No.~6 along Seminole Boulevard,
the City Manager next reported that Engineer Hagan had furnished information on the right-
of-way and it would not affect the lots described as Lots 5 to 11, inclusive, and 21 to
26, inclusive, of Block ?; and lots 1,2,? and 8 of Block 9 Marvania 2nd. section.
Thereupon after considerable discussion, Commissioner Carraway moved that lots 1
and 2 of Block 9, abutting on Seminole Boulevard be placed on the market for sale at
price of $20.00 per front foot , and that the applicants to purchase said lots be con-
tacted in order according to dates filed with the City and given an opportunity to pur-
chase them; and that the other lots not affected by the proposed right-of-way be appraised
by the local Realty Board for establishing a sales price.
Seconded by Commissioner Martina and carried.
Further consideration next given to bid received from Foster Smith in amount
of $322.30 to move contents to location designated by owner, and demolish and separate
the materials of condemned store building owned by Miss Isabella Simon and located at
112 S. Sanford Avenue, and on motion of Commissioner Carraway, seconded by Commissioner
Martina and carried, the Commission rejected same.
Commissioner Ivey then moved that the City demolish the aforesaid condemned
building.
Seconded by Commissioner Carraway and carried over the dissenting vote of
Commissioner Stemper who stated that he voted "Nay" because he objected to the City's
Ordinance of procedure for recovering cost for demolishing condemned property.
Further consideration next given to request of Greens Fuel Gas Company for per-
mission to place liquefied petroleum gas tanks in alley back of Touchton Drug Company
and Roumlllat & Anderson's Drug Company, and on motion of Commissioner Martlna, seconded
by Commissioner Carraway and carried, same was granted provided the tanks are installed
in accordance with City's regulations and that necessary protection rails be installed
around them according to requirements of City Inspector.

introduced and placed on its first reading at regular meeting of March 12,1951, was next
placed on its final passage and adoption.
Thereupon the Roll was called for the final passage and adoption of said Ordinance
No. 4~6, the vote being as follows:

Thereupon the Chairman announced that the City Commission of the City of Sanford
Florida, by unanimous vote had passed and adopted said ordinance No. 486, entitled:

A PORTION OF COMMERCIAL STREET FROM THE WESTERLY LINE OF SANFORD AVENUE TO THE EASTERLY
LINE OF THE ALLEY, IN THE BLOCK BETWEEN SANFORD AVENUE AND PALMETTO AV~UE IN THE CITY
OF SANFORD, FLORIDA.
Consideration next given to request of S.A.Allen to change the name in bus franchise
from Sanford Transit Lines to City Bus Company and the name of owner from S.A.Allen to

David B.Lee, Director of Sanitary Engineering Bureau of State Board of Heklth, had
brought estimates up to date on the proposed sewage treatment and disposal construction,
as follows:
Part A - Gravity Interceptor Sewers along bulkhead
Part B - Cast Iron Pressure Sewers and outfall line
Part C - Sewage Lift Stations
Part D - Sewage Treatment Plant

Consideration next given to request that the City file claim with the Navy for
improvements made to the airport property by Fellowship Foundation and its tenants.
Thereupon after considerable discussion, Commissioner Carraway moved that the City
offer to assist the Navy in obtaining release from the tenants without assuming any lia-
bility. Seconded by Commissioner Stemper and carried.
The City Attorney next reported on filing of petition with Circuit Court for
validation of the Port Terminal and Parking Meter Revenue Bonds, and of petition signed by
several tax payers filed in protest.
On motion of Commissioner Carraway, seconded by Commissioner Nartina and carried,
the matter of restricting parking of trucks to north side of Thirteenth Street in main
business section of Goldsboro was next
recommendation.
There being no further business
referred to Commissioner Stemper for survey and
the meeting adjourned.
