The first order of business was a Public Hearing to consider rezoning certain dis- tricts of the Zoning Ordinance in accordance with the following legal notice published in the Sanford Herald on April 12 and 19~1951: NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS OF THE ZONING ORDINANCE OF THE CITY OF SANFOPd), FLORIDA. Notice is hereby given that a Public Hearing will be held at the office of the City Commission in the City Hall in the City of ~anford, Florida, at 8:00 o'clock P M April 30, 195l, to consider the following changes and amendments to the Zoning Ordinance of the City of Sanford, Florida; (a) The property Zoned in District R-1-X ( One Single Family) bounded on north by Third Street, east by Pecan Avenue, south by Fifth St. and West by Mangoustine Avenue, is proposed to be changed to R-2 ( Multiple Family) District. Said property being more legally described as Blocks 5 and 6 of Tiers 14, 15 and 16 E.R.Trafford's Map of Sanford. (b) The property Zoned in District R-3 ( One Single Family) located on East side of Sanford Avenue between Tenth Street and Celery Avenue, is proposed to be changed to C-1 (Commercial-Retail District. Said property being more legally described as Lots 6 to lC, inclusive, of Block 12 of Tier A and Lots 6 to lC, inclusive, of Block 13 of Tier A, E R Trafford's Map of Sanford. (c)The property Zoned in District R-1-A ( One Single Family) located on North side of 24th Street between Park Avenue and Sanford Avenue, is proposed to be changed to R-2 ( Multiple Family) District. Said Property being more legally described as Lots 18, 20, 2?, 28, 29, 30, 3?, 38, 39, & 40 of Lane's Addition. All parties in interest and citizens shall have an opportunity to be heard at said hearing. By order of the City Commission of the City of Sanford Florida, this 12th day of April 1951. The Chairmeu then announded that the Commission would be glad to hear from any interested parties objecting to rezoning the property described in paragraph (a) in the foregoing notice. There being no objections registered, Commissioner Martlna moved that said property be rezoned from R-1-X to R-2, and that the City Attorney prepare the necessary ordinance for adoption. Seconded by Commissioner Ivey and carried. The Chairman next announced that the Commission would be glad to hear from any interested parties objecting to rezoning the property described in paragraph (b) in the foregol~ notice. There being no objections registered, Commissioner Ivey moved that said property be rezoned from R-3 to C-l, and that the City Attorney prepare the necessary ordinance for adoption. There being no objections registered, Commissioner Stemper moved that said property be rezoned from R-1-A to R-2 , and that the City Attorney prepare the necessary ordinance for adoption. Seconded by Commissioner Martins and carried. The Commission then adjourned the Public Hearing and proceeded to handle the business of the adjourned meeting. Consideration next given to the following recommendations of the Zoning Board of Adjustment: That a public hearing be held soon by the Commission with regard to changing the Zoning Ordinance to permit construction of garage .apmrtments in R-1 and R-1-A Districts; provided the following conditions are met: There shall be at lease 400 Sq. Ft of ground floor area in R-1 and 480 sq. ft. in R-1-A garage ~partments; they shall be architecturally and structurally similar to the main building; they shall not be completed prior to com- pletion of the main building; shall not exceed the elevation of its higheet point on the roof of the main building by more than 3 feet; must be placed not closer than 5 ft. from the side property lines and not closer than 25 ft. from the main building; building site must be at least 75 feet wide. The Board believes that the present strain on housing has . . pointed up a need for garage apartments of suitable construction and on uncrowded prop- ertiee. Thereupon after careful consideration, Commissioner Stemper moved the acceptance of the foregoing recommendations of the Zoning Board of AdJuetment, except that the maximum building height of garage apartments be changed to "not to exceed the height of main building by more than 3 to 8 feet." That a Public Hearing be held at 8:00 o'clock P M ~ay 28, 195l, to consider said changes in the Zoning Ordinance and that the membere of the Zoning Board of Adjustment be extended an invitation to attend said hearing. Seconded by Commissioner Martina and carried. Tommy M Stringer next submitted application for position of director of summer recreation program for coming season, together with detailed program of proposed activities for the la weeks period, and the following proposed budget of expenditures: MINUTES City Commission, Sanford, Florida, April 30 at 8:cop M 19 9THER EXPENSES Recreation Equipment Gasoline Total Expenses $5OO.OO 300.CO OO 3oo.oo oo. oo 300.00 ,,?o.0o 1,400.00 540.CO $1,74o.oo Thereupon Commissioner Ivey moved the acceptance of application of Tommy M Stringer as director of summer recreation for the 12 weeks period at salary proposed in the foregoing budget, and the approval of proposed budget of expenditures and program of activities. Seconded by Commissioner Martlna and carried. Mr. A H Gaede, President of Florida Home Gas Company, next appeared and requested Salaries..:. S~pervleor Assistant Recreation Director at Elks Playground Assistant Supervisor in charge of colored recreation ( to be furnished by State Board of Public Instruction) Recreation Director at Crooms Academy Recreation Director at Hopper's Academy MINUTES 241 plant in DeLand so as to establish a uniform system of billing; stating that it would only represent a change in terminology and would not affect rates charged for gas consumed. Thereupon Commissioner Stemper moved that Florida Home Gas Company be granted per- mission to make the aforesaid changes in terminology for measurements and rates for billing gas consumption, provided there is no increase in rates to consumers. Seconded by Commissioner Martlna and carried. Mr C C Dodson, owner of Park Avenue Trailer Park, next appeared and requested the City to olay south Elm Ave. between Orlando Drive and 26th St. approximately 280 lineal ft. 9 ft. in width, in order to provide public access to south end of his trailer park which he is improving. He also requested the City to extend a 2" water line south on said street a distance of approximately 240 feet so as to provide for the new improvements. Thereupon after careful consideration, and on motion of Commissioner Stemper, seconded by Commissioner Martina and carried, the Commission agreed to furnish 40 loads of cla~ for improving the aforesaid street. On motion duly adopted, the City Manager was next instructed to investigate the cost of running the 240 feet of water pipe requested, and report at next meeting. Pursuant to the proposal authorized at meeting of April 23, in response to request of New York Giants for the City to construct four practice baseball fields, Mr. Ed. Whitney, Manager of Seminole County Chamber of Commerce, next appeared and submitted the following recommendation of the Baseball Committee: "The following recommendation is repsectfully submitted to the Sanford City Commission by the Baseball Committee of the Seminole Chamber of Commerce. The committee points out that the points enumerated are all part of a ~package deal,. 1. That the City spend up to $?,500.00 for the construction of four baseball parks for use by the New York Giants, provided that the Giants will buy and take over lease on Seminole Country Club Go~f Course at $15,O00.00 plus inventory. lA . That the City offer to build four ball parks for the New York Giants at a cost not to exceed $15,000.---- etc. 2. That the City forego any taxes on new building to be erected by the New York Giants or in connection with Mayfair Inn for a period Sf five years and taxable at the usual rate thereafter - provided, however , that such new buildings be started within one year from date. 3. That the New York Giants organization sign a contract with City Officials agree- lng to operate their farm training system here for five years from date. 4. That no local representative of the New York Giants be notified or informed of this recommendation but that the City U,nager be sent to New York City to negotiate directly with Giant officials. C~irman Thereupon after considerable discussion and in view of the fact that the proposal authorized at meeting of April 23, had not been officially presented to the New York Giants officials, or rejected by them, action on the foregoing recommendation was deferred. On motion of Commissioner Ivey, seconded by Commissioner Stemper and carried, a partial release of mortgage was next authorized executed to F.T.Merlwether for the fol- lowing described portion of the old airport property, Mr. Meriwether paying a conslderation~ of $500.00 for same: Beginning at the NW corner of N 1/2 of N ~/2 of N W 1/4 of S E 1/4 of Section 7, Township 20 S. , Range 31 E, and run West 7© feet to the East line of Mellonville Ave, thence run South 330.9 feet alqng the East line of said Mellonville Ave. , thence East ?O feet to the S~W. corner of Said N 1/2 of N 1/2 of N W 1/4 of S E 1/h of S~t~ 7 ~.~o~ o~ c ~ .... 242 MINUTES ....
