The vote being as follows: Commissioner Carraway Nays # Ivey Naye " Martina Aye # Stemper Aye Commissioner Ivey then stated that he could not vote to sell City property for less than 1948 appraisal because he felt that all properties had advanced at least twenty-five per cent in value. Commissioner ~tina next moved that the City have the aforesaid property appraised by the local Realty Board for review by the Commission for further consideration. Beconded by Commissioner Sammie Williams, colored, Ivey and carried. next appeared with reference to his taxi-cab driver's permit being revoked by the Chief of Police because of two convictions in Municipal Court for traffic violations since January 1, 1951. He advised that he was driving a taxi-cab for the widow of late Nathan Harris, who operated a taxicab for several years, and that only means of support, and requested t hat his driver's permit be re-instated. it w as her Thereupon Commissioner Ivey moved that Sammie Ni!tiams taxi-cab driver's permit be re-instated under probation, and that upon another moving traffic violation his driver's license be revoked. The City Attorney next presented and explained the proposed bill to amend the Police Pension Fund so as to provide for an increase in the contributions from salaries of police Officers and costs imposed by Municipal Court. Thereupon Commissioner Stemper moved that the bill be presented to the 1951 session of Legislature for passage, as explained by the City Attorney. Seconded by Commissioner Martina and carried. Consideration next given to the recommendations of the Board of Trustees of the Police Pension Fund that a bill be presented for passage for an additiDnal amendment to the Pension Fund so as to provide for contributions to said fund by the City; change the amount of monthly payments prescribed in Section 9; provide benefits for qualified widows of deceased fund members; prescribe the period of contribution from members entitling them to benefits; and prescribe rights of members called to active military service and of members permanently physically or mentally disabled to perform duties as members of the Police Department. Thereupon Commissioner Stemper moved that in view of the present circumstances of the police retirement fund and in view of the fact that the bill can be amended at a later date, that the proper legislation be drafted for passage to provide the benefits proposed by the Board of Trustees. Seconded by Commissioner Martina and carried. With reference to prior commitment of the City to ~ed the north 50 ft. of the airport property along State Road No. ~6 for additional right-of-way for widening said road, Com- munication next read from Captain D. T. Day of the Navy advising that the Navy Department does not deem it advisable that State Road 46 be widened until the airport runway extension plans are completed, and suggesting that the widening be held in obeyance by the State Road Department. On recommendation of the City Manager, and on motion of Commissioner Stemper, seconded by Commissioner Martina and carried, the Commission next authorized the assignment of Everett Craft, Repair Shop Mechanic, to one-half ti~ at water plant and one-half time at repair shop. MINUTES 249 City Commission, Sanford, Flo~ida,_~...21._~.~....~....~.~.~.:. ............................. 19 On motion of Commissioner Stemper, seconded by Commissioner Mart~na and carried, the matter of amendln~ the Curfew Ordinance from 11:00 P.M. to 10:00 P.M., and age l~mit from 1S to 17, was next deferred to next regular meeting. Consideration next given to request of Phillips Properties for the City to install a 6# water main from Nellonville Avenue east to Stevens Avenue, a distance of six blocks, in con- nection with their proposal to build 136 dwellings on 170 lots in Wynnewood Subdivision, of which blocks ? to lC, inclusive, and 12 to l?, inclusive, are outside of the City limits; agreeing to pave all s~reets involved to a width of 20 feet with flush curbs, and to bring all the property within City limits. Thereupon on motion of Commissioner Btemper, seconded by Commissioner Martins and carried, the Commission authorized the installation of the 6~ water main requested, conditioned that all the property be brought within the City limits. The complaint of the doctors that Court House employees are using the clinic's parking lot since parking meters were installed in front of the clinic building, was next referred to the City Manager for investigation and report. In connection with having to release the facilities at the airport used by George Barr for his annual spring umpire school, because of reactivation by the Navy, the City Manager was next directed to~ite Nr. Barr a letter extendin~ him an invitation to return to Sanford to conduct the school. The Clerk next advised that the City acquired title to the home of Nrc. H. N. Lumley at 900 French Avenue in 1941 thru foreclosure of tax liens, but due to her physical and financial condition, classified it as a charity case and agreed to allow her to live there the remainder of her life; and that Mrs. Lumley died on Nay 12, 1951. Thereupon Commissioner Ivey moved that the City have the Realty Board appraise the aforesaid property for sale, for consideration of the Commission at the next meeting. Seconded by Commissioner Martina and carried. Petition next received from white employees paid on hourly or weekly basis with over-time and not receiving a paid vacation, requesting that they be given at least one week's vacation with pay, and same was referred to the City Manager. The City Manager next advised that radio communication equipment can be secured for one- half price~ru the Civil Defense Department, for the City's departments participating in the local Civil Defense Program, a~d on motion of Commissioner ~artina, seconded by Commissioner Btemper and carried, the Commission authorize a request be placed for such equipment. Consideration next given to number of fires outside of City limits that the Firm De- partment is being called upon to combat, and on motion of Commissioner Btemper, seconded by Commissioner Martins and carried, the Commission directed that the Board of County Commissioners be furnished a monthly report of such calls. The City Manager next reported that on May 19, fire spread from the City's dump to ad- Jacent property of A. B. Peterson, burning over his pasture land and destroying several fence post, and on motion duly adopted, the Commission ordered the post to be replaced by the City.
