M., June ll, 1951: Present: Commissioner F. A. Dyson, Mayor " Andrew Carr away " John D. Ivey " W.H. Stemper City Attorney A. Edwin Shinholser City Manager Clifford McKibbin, Jr., City Clerk H. N. Sayer Chief of Police R. G. Williams Absent: Commissioner Sam A. Martina, Jr. Meeting called to order by the Chairman. Monthly reports of Streets, Sanitation, Health, Water, Police, Fire and Library Departments for month of May 1951, submitted and examined. Financial statement and statement of revenues and expenditures for month of May 1951, sub- mitted and examined. Bank statements in all accounts for month of May 1951, properly reconciled, submitted and examined. On motion duly carried, current invoices and payrolls for month of May 1951, as evidenced by Voucher Nos. 6231 thru 63?0, were next approved, subject to approval of Finance Committee. Mr. L. P. Payton next appeared and submitted an offer of $1,000.00 for the purchase of Lots 21 to 26, inclusive, of Block ?, Marvania Second Section, advisin~ of intent to erect a dwelllnE thereon within 12 to 18 months. The Commission having authorized these lots to be placed on the market at price of $1,600.00. Thereupon the Commission rejected Mr. Payton's offer of $1,000.00 and after considerable discussion, Commissioner Ivey move~ the sale of the aforesaid lots to him at a price o~ $1,200.00. Seconded by Commissioner Stemper and carried over the dissenting vote of Commissioner Carraway. Mr. F. B. Ashdown next appeared and requested installation of a street light at intersection of Summerlin Avenue and 4th Street, and in view of such installation havln~ been authorized~ meeting of May 28, Commissioner Carraway moved that the light be installed Immediately. Seconded by Commissioner Stemper and carried. A. A. Fields, colored, next appeared and submitted a petition signed by 32 residents on West 12th Street requesting that said street be paved. After careful consideration the Commission requested that the petitioners be advised that the City would pay one-third of cost of pavin~ said street, provided the abuttinE property owners pay the remaining two-thirds. Application next received from Jos. C. Derrenbacker for transfer to him of permit and li- cense granted ~. A. Stiles to sell b esr and wines to be consumed off premises at 713 Celery Ave. Also for permit to open the grocery store on Sundays but not sell beer. Thereupon Commissioner Carraway moved the approval of transfer of beer and wines license from T. A. Stiles to Jos. C. Derrenbacker, but not to open the store on Sundays. Seconded by Commissioner Ivey and carried. As a result of a study of tabulation of restricted parking zones, submitted by the City Manager on May 21, and on motion duly carried, the Commis~on next authorized the followin~ changes: Regulate one-hour parking on west side of Park Avenue between 2nd and 3rd Streets. Eliminate loading zone in front of O-Dee's Sign Service at 105 N. Palmetto Avenue. Eliminate reserved space in front of County Health Unit. Request next received from Holler Motor Sales to eliminate one-hour parking on west side of Palmetto Avenue between 2nd and 3rd Streets. No action taken. Pursuant to recommendations of the Municipal Judge and City Physician presented at meeting of June 19, 1950, that prisoner Andrew Perry, colored, be re~ ~as~d because of his physical con- dition, Commissioner Ivey next moved that the fine of $1Ol. O0 and sentence of 90 days imposed on him in Municipal Court, Case No. 43233, be suspended. Seconded by Commissioner 0Nrraway and carried. Pursuant to request of Mr. & Mrs. C. F. Proctor for permission to remove the two Rose Court Subdivision markers in front of their new residence at 1901 Sanford Avenue, letter next submitted, signed b~ thirteen residents of Rose Oourt section, Thereupon Commissioner Carraway moved that Mr. two markers. Whelchel as a member of the Civil Service Board for a term of two years, in accordance with provisions of Sections 2 and 3 if Ordinance No. 349, creati~ a Civil Service System for ~he City of Sanford. Mr. John Krlder, representative of New York Gian Baseball Club, next appeared with further reference to securing housing facilities in Sanford for their farm clubs training program. He advised that Ozier-Weller Homes, Inc., had agreed to construct a 60 to 70 room building at a cost of approximately $200,00.00, and lease it to them for an amount sufficient to am:ortize the cost of construction over a long term; stating that the proposed site could be acquired at a cost of $19,000.00, and requested the City furnish the site and waive all taxes on the new building for a period of five years. Mr. Krider further stated that the foregoing proposal had not been submitted for approval of the officials of National Exhibition Company in New York City. Matter taken under advisement, pending a proposal from the executives of National Exhibition Company. Mr. T. E. Tucker, Jr., President of Fernald-Laughton Memorial Hospital Association, next appeared with further reference to the hospital having to vacate the Dispensary Building at airport and move back into the old hospital building at 500 Oak Avenue. He advised that it necessitated repairing and remodelling the old building before it could be used again as a hospital, w~ich cost $10,000.00, and requested the City to pay one-half of the cost because the property belong to the City. Mr. Tucker further stated that the Association had borrowed $3,500.00 and paid one-half of the bill, and if the City did not have funds available at this time for the balance, it could be appropriated in next ~iscal year's budget and paid in October. Thereupon Commissioner Stemper moved that the City appropriate the sum of $5,000.00 in next fiscal year's budget to pay one-half of the ~st incurred by Fernald-Laughton Memorial Association for repairing and remodelling the old hospital building, and that if permissable, the Association repay the City out of the net Sash surplus on hand at time of dissolution of the Association when the new Fish Memorial Hospital is constructed. Seconded by Commissio~r Carraway and carried. The City Manager next reported that no bids were received for drilling the 4" test well that was authorized at last meeting, and on motion of Commissioner Carraway, seconded by Oommissio~r 215'6 MINUTES City Commission, Sanford, Florida,. _Jurle l! ~. 8 P, M. 1951 Communication next read from ~trs. Thomas E. Ray, daughter of Mr. and Mrs. H. N. Lumley, de- ceased, requesting an extension of option expiring on June 15, in which to purchase Lots i and 2, Block ll Tier 9, Martin's Addition, at price of $6,500.00, for which she deposited a $50.00 binder. Also requesting a reconsideration of the selling price to her because the property belonged to her mother at time City acquired it fduru foreclosure of tax liens, and in order that she may resell it at some profit to help pay the medical expenses Thereupon Commissio:~ r Stemper moVed that the City's tax liens against it, plus the County liens incurred during her mother's long illness. After further discussion Commissioner Stemper moved that the City grant her an option for thirty days from date to purchase the aforesaid property at a price of $5,000.00. Seconded by Commissioner Ivey and carried over the dissenting vote of Commissioner Carraway. On motion of Commissioner Stemper, seconded by Commissioner Carraway and carried, the Com- mission next accepted the resignation of Commissioner Martina with regrets, effective June 15, 195l, which was presented at regular meeting of May 28. On motion of Commissioner Carraway, seconded by Commissioner Ivey and carried, the City Manager was next directed to draft a letter to Mr. Martina for the signatures of Mayor and each Commissioner, expressing the City'm regrets for his leaving the Board, and their appreciation for his corporation while serving with them.
