Assessment Roll for the year 1951, as prepared, by
Equalization Board.

Meeting called to order by the Chairman.
the City of Banford, Florida, met in adjourned session at the City
Florida, at 8:00 o'clock P. M. July 30, 1951, to receive the Tax
the City Tax Assessor, and to sit as a Tax
The Commission then proceeded to sit as a Tax Equalization Board to receive any complaints
or objections as to assessed valuations on the 1951 Tax Roll as p~epared by the City Tax Assessor
and presented at this time.
Thereupon the following complaints were presented and action taken by the Board as follows:
Hunt Mercury Company - Orotested assessed valuation of $16,230.00 against N. 12 ft of Lot 13
and all Lots 15 and 15 of Block 2, Tier 1, Banford, reoresenting increase of $1,880.00 by Tax
Assessor because of increase in revenue from the property, thus, eliminating the functional de-
preciation for low rentals allowed in prior year's assessment.
Thereupon after careful consideration Commissioner ~arraway moved that the valuation against
the aforesaid property be reduced $15,230.00 for year 1951. Seconded by Commissioner Ivey and
carried.
Florida Home Gas Company - protested assessed valuation of $88,520.00 against their
personal property, claiming that it should be assessed at $$6,050.00, the amount of their tax
return which represented actual cash value as appraised by outside appraisal firm, and because
of operating business at a loss.
Thereupon after considering the economical value of the aforesaid property because of
operation loss, Commissioner Stemper moved that a funcional deprecation of ten per cent be
allowed on the assessed valuation for year 19~l. Seconded by Commissioner Ivey and carried.
B. E. Purcell Company - protested assessed valuation of $3,250.00 against store fixtures
and equ'ipment at ll0 W. First Btreet, claiming actual value to be on $1,013.00 as reflected by
itemized inventory submitted.
After checking the inventory of fixtures and e~uipment and comparison of assessed valuation
of $7,500.00 against the stock of merchandise with similar types of business, Commissioner
Btemper moved that the assessed valuation against the fixtures and equipment be reduced to
$1,200.00, and stock of merchandise increased to $9,$00.00. Seconded by Commissioner Ivey
and carried.
W. G. and John Evans - protested assessed valuation of $29,960.00 against the W. 35 ft
8 3/8" of N. 93 ft of Lots 12, 13 and 15 of Block 3, Tier 2, Sanford, representing increase of
$3,850.00 by Tax Assessor for improvements made during 1950.
No change by the Board.
Jerry Walker - protested assessed valuation of $3,800.00 against Lot 2, Block 6, Tier B,
Banford, claiming assessment too high.
No change by the Board.
Harry E. Tooke - protested assessed valuation of $27,990.00 against Lots l, 2 and 5 Block ll,
Mayfalr, claiming assessment too high in comparison with similar properties.

No change by the Board.
Florida Power & Light 0ompany - proteste~ assessed valuation of $286,000.00 against their
personal property, representing increase of $6,000.00 by Tax Assessor for improvements made
during 1950. Claimed it should be assessed at $277.540.00, the amount ~ their tax return.
No change by the Board.
Firestone Btores - ~rotested assessed valuation of $21,110.00 against their personal
property, same as 1950. Claimed it should not be assessed for more than $13,270.00, the
amount of their tax return which is actual cash value.
No action by the Board.
American Oil Company - protested assessed valuation of $13,540.00 against their personal
property, claiming it should not be assessed for more than $12,073.00, the amount of their
tax return.
No action by the Board.
Volie Williams, Jr., next appeared on behalf of his father, Volie Williams, Sr., relative
to the $600.00 appropriated in current year's bIAdget for paving alley in rear of his property
in 200 block on Magnolia Avenue. He stated that if the City was not going to pave the alley
so as to prevent water from flooding his buildings~durlng excessive rains that it should reduce
the assessed valuation at least 20%.
No action taken on request for reduction in assessed valuation but City Manager directed to
prepare new cost estimate on paving said alley.
There being no further complaints or objections registered, the Commission then adjourned
as an Equalization Board until a later date, and thereupon proceeded to handle other business
of the adjourned meeting.
The following bids which were opened publicly at 4:00 P.M., July 27, 1951, were next submitted
for grading and paving streets around Castle Brewer Housing Project, covering estimated quanti-
ties of 7,632 lineal feet of curb and gutter, 12,987 square yards of 6" compacted llmerock base
with asphaltic surface treatment, and 2,165 cubic yards of excavation:

Mr. Hubbard of Hubbard Construction Oomoany then advised that he had included the excavation
in the paving cost and that the yardage was considerable more than the 2,165 cubic yards as
estimated by the City Manager, stating that he had made a sur~ey and computed the excavation
because the City did not furnish the quantity in the bid specifications. He also stated
that in view of this difference in quantity of excavation his bid was the lowest submitted and
and felt that he should be awarded the contract.

Mr. John Kadet, Pres~ent of Junior Chamber of Commerce, ne~t appeared relative to the pro-
posal of Veteran~ Administration to move their regional office from Peace-Grille and suggested
that the City extend them an invitation to move to Sanford. He advised that several cit~ e were
offering them a site and some were offering to construct a buil~g to their specifications and
lease it to them, ae an inducement to locate in their community.
Thereupon after considerable discussion, Commissioner Carraway moved that the Mayor be
authorized to commit the City to offering the Veterans Administration a site for their office
building in Sanford.
Seconded by Commleeloner Bitting and carried.
Mr. Mervyn Ozier of Ozier-Weller Homes, Inc., ne~t appeared before the Board and advised
that they could not use the lots in San Lanta Second Section, under purchase option, becsuee
they did not pass the soil test for septic tanks. He then inquired as to whether or not the
City owned other lots they could purchase instead and ets ted that they would like to be advised
by the next regular meeting of the Commission.
Matter taken under advisement.
Fire Chief Cleveland next appeared w~th reference to the six months leave of absence
granted Lt. C. M. Whitten and Fireman G. M. Harriett to accept positions on fire department at
Sanford Air Station, and requested the Commisabn to reconsider the matter because it was
causing dissension among the other members of the department and that some were going to ask
for similar leaves.
No action taken.
On recommendation of City Manager and Chief of Police, and on motion of Commissioner
Btemper, seconded by Commissioner Carraway ~d carried, the Commis~ on next authorized the in-
stallation of street light, at intersection of 25th Street and Poinsetta Avenue.
On motion duly carried, minutes of adjourned meeting of May 21, and regular meeting of
June ll were next approved.
On motion of Commissioner Stemper,
of Police Williams was next authorized
seconded by Commissioner Carraway and carried, Chief
to release Grady Coerce Dean who was convicted in
Municipal Court for operating a mot,or vehicle while under influence of intoxicating liquors
and sentence to pay fine of $200.00 and cost or serve 90 days in Jail, Case No. ~5157, and to
allow him the privilege of paying the fine in weekly installments of $10.00 each.
