A Special Meeting of the Sanford City Commieslon was held on 6 August 1951 at 8:00 P.
in the City Hall with the following members present:
Commissioner F. A. Dyson, Mayor
# John Ivey

" W.H. Stemper
City Attorney E. A. Bhinholser
City Manager Clifford McKibbln, Jr.,
Absent: Commissioner Andrew Carraway
City Clerk H. N. Bayer
Meeting called to order by Mayor Dyeon who appointed City Manager Clifford McKibbln as
Becretary of the meeting.
Inasmuch as all members of the Commission were not present, the Commlselon was advised
that any action taken at this meeting would have to be confirmed at a regular meeting since
proper notice had not been given.
Vieitors R. T. Cowan and George H. Williams, Jr., representing the Banford Housing
Authority, brought up the probability of paving the perimeter streets around Castle Brewer
Court. Mayor Dyson stated that lime rock and curb and gutter on both sides of streets was
the only satisfactory paving method in low areas such as that in question, and that in his
opinion stabilized sand clay with a seal and slag top would not be satisfactory.
Moved by Commissioner Ivey and seconded by Commissioner Bitting, that City accept the
Banford Housing Authorlty'e offer of payment of $30,000.00 for paving perimeter streets of
Castle Brewer, part of which to be their proportionate share and bala~ to be a loan to the
City, payable out of City's proportion of shelter rents, interest to accrue against City at
same rate as required of BHA. City to put up balance of money to complete paving Job, total
estimate to date being $36,662.00. Motion duly carried.
There being no further business the meeting adjourned
