Bayer Chief of Police R. G. Williams Absent: Commissioner W. V. Bitting Meeting called to order by the Chairman. Mr. J. H. Ratigan, President of Rotary Club, next appeared and requested that steps be taken to expedite installation of the equipment for adding fluorine to the municipal water supply as a deterrent to tooth decay, which was authorized by the Commission on Decemb~ 26, 1950. The City Manager then advised that the State Board of Health would not permit the ap- plication of fluroine except by water plant operators having Claes "B" certificates, and that John D. Abrahams, water plant engineer, was having to take a correspondence course in order to qualify as a Class "B" operator. Thereupon after considerable discussion, Mr. Ratigan offered assistance of an instructor to held Mr. Abrahams with his studies, and the City Manager was directed to consult with him to ascertain whether or not he needs any assistance. Application next received from Lillie Harris and Herman Nathan, colored, for transfer to them of permit and license granted Lillie Harris and Bammie Wiggins to operate a taxi-cab and on recommendation of Chief of Police, same was authorized. Pursuant to protest filed by B. C. Steele against fine imposed on him in Municipal Court as result of automobile accident in which he was fnvo~ved, the City Manager next reported that the evidence at Court trial substantiates conviction, in the opinion of the Judge and that he would not recommend any remission of sentence. No action taken. Ordinance No. 491, entitled: AN oRDINANCE AMENDING SECTION 15(A) OF ORDINANCE NO. 300 OF THE CITY OF BANFORD, FLORIDA, PASSED AND ADOPTED SEPTEMBER 23, 1950, WHICH PRESCRIBES PROHIBITIONS AND REGULATIONS CONCERNING BALE OF MILK AND MILK PRODUCTS IN THE CITY OF SANFORD, FLORIDA, BY PERMITTING HOTELS, SODA FOUNTAINS, RESTAURANTS AND SIMILAR ESTABLISHMENTS~O SERVE MILK FROM MECHANICAL REFRIGERATOR AND DISPENSERS MEETIN~ THE REQUIREMENTB HEREIN SPECIFIED: REPEALING ORDINANCE NO. 490 AND OTHER ORDINANCEB OR SECTIONS OF ORDD~ANCEB IN CONFLICT HEREWITH. introduced and placed on first reading at regular meeting of August 13, was next placed on its final passage and adoption. Said form submitted for approval of the City Commission as result of authorization at meeting of May 21, to install a 6" water main from Mellonville Avenue east to Steven'e Avenue to serve the proposed dwellings, provided the property be brought within the City limits. Thereupon after csreful consideration and embodying several changes recommended by the City Attorney, Commissioner Carraway moved the~approval of the aforesaid letter agreement as amended, and that the Mayor and Clerk be authorized to execute agreement with Phillips Properties requiring procurement of such letter agreement from the purchasers of said property in conAderatlon of City furnishing water and fire protection beyond the City limits. Seconded by Commissioner Ivey and carried. On motion of CommissiGer Carraway, seconded by Commissioner Btemper and carried, the City Mansger was next authorized to call for bids for purchasing one car of 6" cement-asbestos water pipe for use in Installing water main to serve Phillips Properties dwellings constructed in Wynnewood Subdivision. Commissioner Carraway next introduced Ordlnsnce No. 492, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 362 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING AN ORDI- NANCE ESTABLISHING A ZONING PLAN WITHIN THE CITY OF SANFOI~ FLORIDA, AND SAID AMENDMENT TRANSFERRING CERTAIN TERRITORY INDISTRICT R-1 TO DISTRICT C-2. and same was placed on its first reading and read in full. Consideration next given to counter request of Trustees of Bert Fish Testamentary Trust that the City purchase the property described as Lots 1 thru 18 of Block 0, First Street Exten- sion, at sale price of $9,000.00, and deed. it for hospital purposes, in order thst the entire block between First and Second Streets and Sen Carlos and Mellonville Avenues be included in the hospital site, which they feel will strengthen the application for Federal Funds to aid in con- structing the hospital. Thereupon after considerable discussion, the Mayor appointed Commls~°ner Carraway as a Committee of one to appear before the Board of County Commissioners and submit a proposition of the City to pay $7,200.00 toward purchase of the aforesaid property for the hospital, represent- ing net proceeds from sale of property to Bert Fish Testsmentary Trust, provided the County psy the balance of $1,800.00 and convey back to the City the hospital site in Bel Air Subdivision; On motion of Commissioner Carraway, seconded by Commissioner Ivey and carried, the City Manager was next authorized to open Seminole Boulevsrd from Mayfair Inn esst to new dwelllng~of W. H. Conrad and to improve it with sand-clay mix. The following bids which were opened publicly at 4:00 P. M. Seconded by Commissioner Stemper and carried. The City Manager next reported that Ozier-Weller Homes, Inc., had advised that they were unable to secure F. H. A. approval for financing constructing of the proposed apartment building to be erected on Lots 20 thru 30 of Lake View Park, and that they would release their purchase option of said proper~y..
