The City Commission of the City of Sanford, Florida, met in regular session at the City
Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. September 10, 1951.

Meeting called to order by the Chairman.
Monthly reports of Streets, Sanitation, Health, Water, Police, Fire and Library Depart-
ments for month of August 1951, submitted and examined.
Financial statement and statement of revenues and-expenditures for month of August 1951,
submitted and examined.
Bank statements in all accounts for month of August 1951, properly reconciled,submitted
and examined.
A. J. Walker next appeared and protested the conviction and fine of $100.00 and cost im-
posed on him in Municipal Court as result of automobile accident in which he was involved,
stating that he was charged and convicted of running a "stop sigh", which he was not guilty of,
and that the fine of $100.00 was excessive. .
The City Attorney then advised that the Commission did not have authority to make any
remission of.the sentence except on recommendation of the Judge, and unless the Judge would
consider the case and recommend change of sentence or remission of ~ne, his only recourse would
be an appeal to Circuit Court.
After discussion, action was deferred pending investigation and recommexiation of Munici-
pal Judge.
John Krider, representative of New York Giants Baseball Club, next appeared relative
to unkept condition of the two baseball diamonds, and same was referred to the City Manager
for a~ntion.
Raymond Lundquist, Realtor, and T. G. Dowe, representative of Southern Bell Telephone
Company, next appeared with reference to securlnga site for their proposed new exchange build-
ing and submitted apolication to purchase Lots 31 to 35 of Lake View Park, a 10G ft. frontage
on both Hood and Palmetto Avenue.
The Commission advised Mr. Dowe that the City had two proposals under consideration for
constructing apartment buildings on the aforesaid property, and in view of its desirability for
such purposes and the urgent need for apartments units in Sanford because of housing shortage,
the Board would prefer that the Telephone Company select another location and would assist
in finding it. After discussion of several proposed sites It~e suggested that Mr. Dowe inspect
the east half of block located on west side of Laurel Avenue between 9th and 10th Streets, owned
by Seminole County, which could be accuired by the City and made available. Action was then
deferred, pending Telephone Company's aporoval of the suggested site.

Thereupon the Roll was called for final passage and adoption of said Ordinance No. 492,
the vote being as

Thereupon the Chairman announced that the City Oommission of the City of Sanford, Florida,
by unanimous vote had passed and adopted said Ordinance No. 492, entitled:

AMENDED, BAID ORDINANCE BEING AN ORDINANCE EB-
TABLIBHING A ZONING PLAN WITHIN THE CITY OF
BANFORD, AND SAID AMENDMENT TRANBFERRING CER-
TAIN TERRITORY IN DISTRICT R-1 TO DIBTRICT C-2.
Commissioner Carraway next reported that the County Commissioners had agreed to pay
$1,800.00 of the purchsse price of $9,000.00 for acquiring Lots 1 to 18, inclusive, of
Block 0, First Btreet Extension, for addition to site for the Bert Fish Memorial Hospital.
Thereupon Commissioner Btemper moved the authorization for payment of $?,200.00 to
Trustees of Bert Fish Testamentary Trust to apply toward purchase of the above described property
for hospital site.
Seconded by Commissions Bitting and carried.
Consideration next given to request of John Gray for another purchase option for period
of 90 days on Lots 20 to 34 of Lake View Park, at price of $2,500.00, or exchange for 5 lots in
Highland Park Bubdiv~sion, for the purpose of erecting thereon an apartment building of maximum
number of unite permitted under the as yet Tn-signed Housing Bill if financed by FHA, and if
Federal financing is impossible, will ~ nstx-uct 12 units with private financing.
After considerable discussion Commissioner Btemper moved that the City offer to sell
Bouthern Bell Telephone Company Lots 31 to 34 for their proposed exchange building at price of
$11,500.00, and grant Mr. Gray an option for 90 days on balance of the lots, and same died for
lack of a second. Further action deferred, pending further consideration.
The City Manager next reported that Atlanta office of Federal Housing Authority feels
that paving the perimeter streets of Castle Brewer project is unnecessary and not in keeping
with neighborhood, but that concrete curb and gutter around their side of the streets is neces-
sary to define and limit landscaping, which they will install without City sanction but with
City's inspection. He also advised that the City was installing storm sewer on Olive Avenue
from 9th to 10th Streets and on Oleander Avenue from 10th to llth Btreete and three catch
basins, which are being furnished by the Banford Housing Project, except one catch basin. Also
of writing strong request to the Housing Project to be forwarded to Atlanta office, and they
install curb and gutter on both sides of the perimeter streets and City will pave with eta-
bilized sand clay, sealed.
Thereupon Commissioner Btemper moved that the aforesaid action of City Manager be
approved and confirmed. Seconded by Commissioner Ivey.
Consideration next given to request of Phillips Properties for nermission to install
at their expense, 20 ft. wide pavement with flnsh curb and City streets in Wynnewood Subdivision,
or pay the City $1,20 per lineal foot to install the curb and gutter to City's specifications.
Thereupon after considerable discussion, the Commission denied the request, with
request that Phillips Properties pave the aforesaid streets 24 ft in width with standard curb and
gutter.

On recommendation of Police Captain Tlllls, and on motion of Commissioner Ivey, seconded
by Commissioner Stemper and carried, the Commission next approved application of John A. Hall
for permit to sell beer and wine at 1208 W. 13th Street for consumption on premisee. This being
in place of permit and license formerly at said location.
Consideration next given to request of Harry Tooke for City to fill in along bulkhead
across from his vacant lots, and on motim duly carried, the City Nanager was authorized and
directed to make the necessary repairs.
The request of Seventh Day ~gdventlst Church for permit to conduct a tent revival for
ten weeks on block between 9th and 10th Streete and Laurel and French Avenues, was next referred
to the Ninisterial Association for approval and endorsement.
On motion of Commissioner Stemper, seconded by Commissioner Ivey and carried, current
invoices and payrolls for month of August 1951, as evidenced by Vouchers Nos. 66~0 thru 6780,
were next approved.
On motion duly carried, the City Clerk was next authorized to attend a meeting of
Florida Industrial Commission in Lakeland on September 13, relative to setting up Social Security
program for municipalities.
There being no further business the meeting then adjourned until 8:00 o'clock P. M.
September 17, 1951.
