The City Commission of the City of Banford,
City Hall in the City of Sanford, Florida, at 8:00
Florida, met in regular session at the
o'clock P. M. September 24, 1951.

Meeting called to order by the Chairman.
A. C. Brine, President of Retail Merchants ~socia. tion, next appeared and submitted a
letter from the Association requesting the Commission to adopt an ordinance p~ohibiting promis-
cuous peddling, canvassing or soliciting within the City. Mr. B~lne stated that Orlando and
several other Florida Cities had adopted similar ordinance.
Thereupon after considerable discussion,
the Ordinances adopted by other Cities and also
Ordinance.
the City Attorney was directed to investigate
render an opinion as to the validity of such
Mr. Brine next entered protest for Geo. O. Bwartz of fine imposed on him in Municipal
Court as result of automobile accident in which he was involved, and requested the Commission
to reconsider the case.
The City Attorney then advised that tbs Commission did not have authority to make
any remission of the sentence except on recommendation of the Judge.
Ezra Turner, 910 Maple Avenue, next appeared and registered a further complaint about
the drainage condition at Maple Avenue and 10th Street, caused from open ditch, and same was
referred to the City Manager to investigate and report.
Raymond Lundquist, Realtor,
Telephone Company and advised that
i to 5 of Block I1 Tier 8, Sanford,
next appeared on behalf of T. G. Dowe of Southern Bell
a survey had been made of the property described as Lots
located on west side of Laurel Avenue between 9th and 10th
Streets end it had been approved for site for their new exchange building. He then stated
that Mr. Dowe would like a definite price immediately so that it could be submitted to the
Company, and if acceptable, will require City to furnish good and_ merchantable title, to-
gether with abstract, and have the property rezoned to Commercial use.
Action deferred, pending commitment from County on cost to the City to acquire the
property.
Mr. Lowell Ozier of Ozler-Weller Homes, Inc., next appeared relative to releasing four
certain lots in Bel Air from their purchase option agreement in order that they be conveyed by
the City to two veterans of World War II under t~ Special Program for Veterans, whereby, the
City gives them a lot free, conditioned that dwelling be erected upon it within six months, and
sell them an additional lot if desired. He advised that Morale E. Forguson, veteran, desires
to have a dwelling constructed on Lots 20 and 21 of Block 9, and John H. Griffis desires to
have a dwelling constructed on Lots 22 and 23 of Block 9, which they have arranged to construct
for them, subject to City's approval of release of the four lots.
After discussion, Commissioner Ivey moved acceptance of release of the four lots from
the option agreement, and in turn, give one and sell one to each of the two veterans desiring
to construct homes thereon.

the revenuew for this purpose to be derived from 88.8897
per cen~ of Debt Service proportion of current year's
taxes.
For interest due March 1, and Beptember 1, 1952, on
City of Banford, Florida, Refunding Bonds Beries C,
D and E dated March 1, 1951, and maturing September
1, 1977, the revenues for this purpose to be derived from
8.5747 Ocr cent of Debt Bernice proportion of current
year's taxes.
For purchase or acquiring Cl. ty of Sanford, Florida
Refunding Bonds Series A, the revenues for this purpose
to be derived from excess col~ectlons over interest
requirements of said bonds and collection expenses,
of 88.8897 per cent of Debt .Service proportion of
current year's taxes, and Debt Service proportion of
delinquent taxes for years 1937, 1938, 1939, 1940,
97.8195 percent of 1951, 97.9066 per cent of 1942.

98.2472 per cent of 1945~ 93.7200 per cent of 1946,

For purchase or acquiring City of Sanford, Florida, Re-
funding Bonds Series C, D and E the revenues for this
Ourpose to be derived from excess collections over
retest requirements of said bonds, of 8.5747 per sent
of Debt Service proportion.of current taxes, and Debt
Service proportion of delinquent taxes for 1936 and prior
years, 2.1805 per cent of 1941, 2.0933 per cent of 1952,
1.8690 per cent of 1943, 1.8140 per cent of 1944, 1.7528
per cent of 1945, 6.2800 per cent of 1946, 6.1553 per cent
of 1947, 4.7481 per cent of 1948, 8.6896 per cent of 1959,
and 9.0607 per cent of 1950 taxes.
For payment of Notes, Contracts and interest thereon
maturing during current fiscal y~ar, the revenues for
this purpose to be derived from 2.5356 per cent of Debt
Service proportion of current year's taxes.
For Debt Service proportion of collection expense, the
revenues for this purpose to be derived from 88.8897
per cent of Debt Service proportion of current year's
taxes.
For interest due January 1, March 1, and September 1,
1952, on Btadlum and Utility Bervice Tax Bonds, the
revenues for this ourpoee to be derived from stadium
admission fees and utility service tax.
For retirement of Stadium and Utility Service Tax Bonds,
the revenues for this purpose to be derived from stadium
admission fees and utility service tax.

AND FIXING THE RATE OF TAXATION AND MAKING THE ANNUAL TAX LEVY OF
THE CITY OF SANFORD, FLORIDA, FOR THE YEAR 1951.
There being no further business the meeting then adjourned until 2:00 o'clock P.M.
