092651 MINUTES 299 City Commission, Sanford, Florida,_.~.~m~...~.6....~._.~....~ .~ ....... 19 ~ The City Commission of the city of Banford, Florida, met in adjourned session at the City Hall in the City of Banford, Florida, at 2:00 o'clock P. M. September 26, 1951. Present: Commissioner Andrew Carraway, Acting Mayor " W.V. Bitting " John D. Ivey " W.H. Stemper City Attorney A, Edwin Bhlnholser City Manager Clifford McKibbin, Jr., City Clerk H. N. Bayer Absent: Commissioner F. A. Dyson, Mayor Meeting called to order by the Chairman who announced that the purpose of the meeting was to confer with Mr. Wesley Sweat, Division Engineer of Brats Road Department relative to acquiring additional right-of-way for widening French Avenue from Seminole Boulevard south to Road No. 15. The Commission then proceeded to a lengthy discussion with Mr. Sweat, in which he was advised that at time the City agreed to furnish the necessary right-of-way and entered into contract with Road Department the Board did not have information on cost estimate for acquir- ing the additional property and felt that it would not exceed $5,000.00, but after receiving the official map showing the parcels of land to be acquired, including those with improvements located thereon, find that the cost will amount to several thousand dollars and the City is financially unable to fulfill the contract. Mr. Sweat then informed the Commission that the Brats Road Department did not acquire right-of-ways but depended on the counties to furnish them as the general procedure, stating that in most all cases they dealt with counties, and if funds were not available the counties could borrow money from the State to be repaid over a period, of time by deducting from funds due them from the gasoline tax. He also stated that there were no provisions for advancing such funds to municipalities. Mr. Bwe~t also advised that the Road Department would not widen and reconstruct French Avenue without the additional right-of-way and submitted drawing of proposed development of south intersection for separation and thru flow of traffic, which would require acquiring and removal of the Anchor Resteursnt and Bar building. After further discussion, action was deferred pending further consideration, after which the meeting adjourned. ATTEST: City MAYOR
