Meeting called to order by the Chairman.
On motion duly adopted, minutes of regular meeting of November 12, adjourned meet-
ing of November l~, and regular meeting of November 26, 1951, approved.
Monthly reports of Streets, Sanitation, Health, Water, Fire, Police and Library
Departments for month of November 1951, submitted and examined.
On motion of Commissioner Stemper, seconded by Commissioner Chase and tarred, cur-
rent invoices and payrolls for month of November 1951, as evidenced by Vouchers Nos. 7031 thru
7185, next aporoved.
A group of residents within vicinity of Montezuma Street and Douglass Avenue with
C. L. Wallis as spokesman, next appeared and registered protest against the type of dwellings
being constructed by Arnold Williams in 1500 block on Douglass Avenue.
Building Inspector Gil]on then advised the Commission that the plans and specifi-
cations for both dwellings conformed to the requirements of Building Code and Zoning Ordinance
and that Mr. Williams had six months in which to construct the dwellings in accordance w~h the
terms of permit granted by the City.
The City Attorney advised thet if t~ co~truction'met all legal reouirements of t~
Building Code and Zoning Ordinance the City did not have any Jurisdiction over the architectual
design or tyoe of house constructed.
Mr. & Mrs. Wil]la~ then appeared and advised that they intended to complete both
dwellings in accordance with the building permits within six months, stating they were proud
of the dwellings and invited the Commission to inspect them.
After further discussion, action was deferred, pending inspection and investi~tion
by the Commission.
Mr. Henry Nlckle next presented to the Commission a book on method of taxetion
adopted by severel cities in the north, which he said might benefit local tax payers if adooted
by Sanford. The Commission accepted the book and thanked Mr. Nickle for his interest in the
City's tax problems.
On recommendation of Chief of Police, and on motion of Commissioner Carraway, seconded
by Commissioner Stemper and carried, the Commission next approved transfer of taxicab permit and
license from Lillie Harris and Herman Nathan to Lillie Harris and A. C. Hicks.
A group of negro citizens from Goldsboro section next aopesred and reGuested ln-
st~llatlon of colored lights over W. 13th Street in business section between Wi]llama and Olive
Avenue for decorative purpose during Christmas Holideys.
T~ City Manager then submitted a cost estimate of ~476.00 for installing decorative
lights over two blocks of business section between Sheoherd and Olive Avenue.
Thereupon after careful consideration and in view of no funds appropriated or avail-
able in current budget for the aforesaid expenditure, the Commission denied the request and
Commissioner Stemoer moved that the Commission go on record as in favor of appropriating funds

AN ORDINANCE AMENDING SECTION 123 AND 138, AS AMENDED, OF, AND PROVIDING
FOR THE ADDITION OF A NEW SECTION 205 TO ORDINANCE NO. 133 OF THE CITY
OF SANFORD, FLORIDA, PASSED AND ADOPTED JULY 28, 1926, SAID ORDINANCE
ESTABLISHING A PLUMBING CODE FOR THE CITY OF SANFORD, FLORIDA, SECTION
I2~, AS A~UENDED, RELATING TO SOIL AND WASTE STACKS, AND SAID AMENDMENT

The City Manager then advised that the master electricians had protested the adoption
ordinance because of its reGuirements for venting washing machines where connected to
building drain connected to sewer or septic tank, and had advised that they would appear at
this meeting to file ~heir protest with the Commission.
John Baker, member of Plumbing Board, and. James Hollehan, Journeyman plumber, next
explained that a washing machine connected to sewer or septic tank is strictly a plumbing fix-
ture and should be vented as a health measure.
After discussion and in view of no one apoearlng before the Board to protest t~ adoption
of said Ordinance No. 496, the roll was called on itm final passage and adoption. The vote

Thereupon the Chairman announced that the City Com~ission of the City of Sanford,
by unanimous vote had passed and adopted said Ordinance No.. 496, entitled:

Clifford McKibbin, Jr., next submitted his resignation as City Manager, effective
December 31, 1951.
Thereupon Commissioner Stemper moved that the resignation be accepted with regrets and
appreciation of the services performed by Mr. McKlbbln.
Seconded by Commissioner Chase and carried.
Further consideration next given to request of F. M. English, Jr., s cripple, for
parking space for his automobile in front of his place of business at 112 E 2nd Bt., and on
motion of Commissioner Chase, seconded by Commissioner Stamper and carried, he was assigned a
space subject to Chief of Police's approval on location.
Commissioner Ivey next introduced Ordinance No. 498, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SCHEDULE NUMBER
4, AB AMENDED, OF ORDINANCE NUMBER &42, PASSED A~ADOPTED DECEMBER 29,
1948, BEING AN ORDINANCE REGULATING TRAFFIC IN THE CITY OF SANFORD BY
DESIGNATING IN SAID SCHEDULE AS AN ADDITIONAL THROUGH STREET CERTAIN
PORTIONS OF LOCUST AVENUE IN THE CITY OF SANFORD, FLORIDA.

Seconded by Commissioner Ivey and carried.
On motion duly adopted the City Manager was next authogzed to call for bids for re-wir-
ing the Library Building.
On motion of Commissioner Ivey, second ed by Commissioner Carraway and carried, the Com-
mission next authorized the annual bonus of $25.00 be paid to ali employees who have been w~h
the City for one year or more; $15.00 to those who have been with the City for six months; and
$10.00 to all other regular employees.
On recommendation of City Manager and Chief of Police, and on motion of Commissioner
Chase, seconded by Commissioner Ivey and carried, the Commission next authorized Installation
of parking meters on south side of First Street between Oak Avenue and Myrtle Avenue, with
loading zones reserved for Campbell's Feed Store, Williams Fix-it Shop and Bennetts Television
Shop.
On recommendation of City Manager and on motion of Commissioner Carraway, seconded by
Commissioner Chase and carried, the Commission next authorized re-energizing the white-way
lights at corner of ltth Street and Pine Avenue and in front of 510 E ltth Street.
On motion of Commissioner Carraway, seconded by Commissioner Stemper and carried, the
Commission next authorized installation of three overhead street lights on Orange Avenue be-
tween 2$th Street and 25th Street, provided it be done at a reasonable expense to the City.
Application next received from Oscar Lee, colored, for transfer to him of permit to
operate one of two taxi-cabs owned and operated by Anthony Benjamin, colored, who will sell
him one of the automobiles, and on recommendation of Chief of Police same was tabled.
On motion of Commissioner Chase, seconded by Commissioner Ivey and carried, the Com-
mission next authorized the installation of traffic signal light at intersection of First
Street and Palmetto Avenue.
Recuest next received from Mr. McKibbin to purchase portable tyoewPitter that he has
been using in connection with his duties as City Manager, and on motion of Commissioner Carts-
way, seconded by Commissioner Chase and carried, the Commission d~rected that it be appraised
by Haynes Office Machine Company, and sold at the appraised price.
Letter next read from New York Giants Baseball Club advising that they will not operate
a Sanford Club in the Florida State League during next season and will assign ~he franchise to
anyone interested in operating a club.
Application next received from Sanford Atlantic National Bank and Florida State Bank of
Sanford to be designated as depositories of City of Sanford funds during year 1952, agreeing to
furnish satisfactory security in Federal, State, County or Municipal Bonds, to be approved as
to amount and validity by the City to protect said funds.
Thereupon Commissioner Chase moved that the Banford Atlantic National Bank ard Florida
State Bank of Ssnford be designated as depositories of City of Sanford funds during year 1952.
Seconded by Commissioner Ivey and carried.
There being no further business the meeting then adjourned until 8:00 o'clock P.M.
