Consideration next given to the matter of removing the palm trees in the triangle park in.intersection of Park Avenue and 25th Street and replacing them with low shrubbery, which was commenced by the City at request of adjacent property owners because of obstructing the street view to their place of business, but.work having been stopped because of objections from the Garden Club. Letter was then read from Mrs. L. E. Spencer, President of Sanford Garden Club, ad- vising of meeting held on December 15, at which all members present voted unanimously against the removal of the aforeeald palm trees from the Dark. Miss Nell Williams, a member of the Garden Club, next spoke in fsvar of removing the palms because of their location being a traffic hazard to the street intersection and gave a report on her observation of accidents occurlng at said intersection while working at the fruit stand across from the park. Mrs. Clara Ginn also spoke in favor of removing the palms and replacying them with low shrubbery because of being a traffic hazard. Messrs. Ray Herron and Frank L. Miller, operators of park, both stated that the entire triangle Dark should be eliminated and caved as intersection because of it being a traffic hazard, and told of numerous accidents cause of it being there. the fruit stand across from the cart of street occurlng be- Mr. W. R. Williams, owner of property at northeast corner of said streets recommended that the entire park be eliminated both from a safety measure and to enable the full utilization of adjacent property for commercial possibilities, stating that he had several opportunities to sell his property for nice Commercial business if the park had not existed. Thereupon Commissionor Carraway moved that the City secure recommendations from the State Highway Engineers with regard as to what to do with the triangle park. Seconded by Commissioner Chase and carried. Mrs. Glnn next requested that the City take action to eliminate the nuisance caused from train whistle blowing in residential section, and same was taken under advisement. Consideration next given to the bids received and. opened publicly at 4:00 P.M., December 13, for furnishing one new automobile for the Police Department and one for the Fire Department. Mr. W. F. Hunt of Hunt Mercury Company then appeared and submitted a sealed bid and re- quested that it be cons~ered, claiming that through an oversight he failed to submit it at time specified in bid specifications. Seconded by Commissioner Stemper and carried. Mark Sanders, colored, next spoeared and requested that bis taxi-cab drivers oermit be re-instated, which was revoked by Municipal Court for second conviction of traffic violation in accordance with the provisions of Ordinate No. ~4. Thereupon after reviewing his record of traffic violstio~ and convictions in Municipal Court, as submitted by Chief of Police, the Board felt that they could not be Justified in re- 1~ taring his drivers permit. On recommendation of City Manager, and on motion of Commissioner Carraway, seconded by Commissioner Chase and carried, the reserved space for taxi-cabs in front of former Table Supoly Store on First Street was next ordered discontinued. On motion of Commissioner Chase, seconded by Com~issloner Carraway and carried, the Com- mission next aporoved transfer of beer and wines license of Wlnn & Lovett Grocery Comoany from 314 E. First Street to ~19 E. First St. Consideration next given to proposed contract of Smith & Gillespie for furnishing en- glneerln~ services in preparing ore]iminary list and estimates of projects which the City may file aoplication with Housing and Home Finance Administrator for Federal aid in cost of con- struction, under the provisions of Public Lsw 159, s~din~ communities in Critical Defense Housing action was deferred, that Florida Suoreme pending further consideration. After considerable discussion, The City Attorney next advised Terminal and Parking Meter.Revenue Bonds were not valid and requested further instructions on orocedure to take in connection therewith. Thereupon after discussion Commissioner Ivey moved that the City Attorney discontinue and Parking Meter Revenue any further action on validation proceedings of the Port Terminal Bonds. Seconded by Commissioner Chase and carried. Bill of G. W. Spencer, Attorney, in amount of $1,098.92 covering legal services rendered in preparing brief, research and argument of Port Terminal and Parking Meter Revenue Bond vali- dation case in Supreme Court, next submitted, a~ on motion of Commissioner Carraway, seconded by Commissioner Ivey, same was approved and payment authorized over the dissenting vote of Com- missioner Stemoer who stated he voted "Naye" because of the policy involved.
