Meeting called to order by the Chairman.
Monthly reports of Streets, Sanitation, Health, Water, Fire, Police and Library De-
partments for month of December 1951, submitted and examined.
On motion of Commissioner Ivey, seconded by Commissioner Carraway and carried, cur-
rent invoices and payrolls for month of December 1951, as evidenced by Vouchers Nos. 7186 thru
7323, next approved.
Mrs. S. C. Dickerson next apneared on behalf of the Sanford Garden Club and reported
of a petal blight affecting azalea plants in the Sanford area and exhibited blossoms effected
by the blight, which she stated, damaged blossoms overnight and which has been spreading
rapidly. She then requested the City's cooperation in combatting the disease by spraying the
azalea plants in City parks and working out a program for spraying all azaleas throughout the
City, pointing out that it would be ~ no effect for some residents to spray plants while
others fall to do so. Mrs. Dickerson recommended a formula of sulphate of zinc, diathane
and trltone for spraying the plants, which she said a Mr. Osborne had agreed to furnish at cost.
The Commlss]on thanked Mrs. Dickerson for her interest in the matter and directed the
City Manager to contact Southern Chemical Company and Mr. Osborne relative to spraying City
parks and working out a program for spraying azaleas throughout the City.
Mr. Frank L. Miller next appesred relative to recommendation of State Road Department

Elton J. Moughton, Architect, next submitted affidavits from Jarco Corporation, prime
contractor, and nine sub-contractors, certifying that all bills had been paid and releasing the
City from any and all claims for labor and materials furnished for constructing the M~morial
Stadium, except balance of $2,73~.50 due Matt G. Reeves & Company, Inc., Tampa.
Thereupon Commissioner Chase moved that since the aforesaid affidavits had been sub-
mitted showing all bills paid, that the City pay Jarco Corporation the sum of $19,859.95 for
balance due on contract for consturcting the stadium, except $500.00 withheld to cover mis-
cellaneous items, as per certificate of completion furnished by the Architect.
Seconded by Commissioner Ivey and carried.
Consideration next given to the three bids received and opened publicly at ~:00 P. M.
December 21, for furnishing all labor and ~steriale to construct a tourist building in Fort
Mellon Park, and alternate bid ~o furnish labor only, and on advice of Elton J. Moughton,
riding at night without lights, on sidewalks, and riding double.

Mr. W. G. Kilbee, County Commissioner, next apoearedwith reference to the City'8 re-
quest for Bemlnole County to assume responsibility of acquiring the rights-of-way for widening
French Avenue and advised that the Board of County Commissioners had tentatively agreed to ac-
quire the rights-of-way provided the City would share in the cost and also agree and concur
in their request to the State Road Department to eliminate the proposed cloverlead intersection
at south French Avenue and Road 15 and relocate the proposed intersection so as not to require
securing any portion of the Anchor Inn property, which would represent a considerable savings
in the cost. He also advised of meeting of State Road Department in Tallahassee on January
16, to consider construction projects for ensuing year, which County representatives would
attend and request the foregoing changes in right-of-way for French Avenue, and suggested that
the City send representatives to the meeting.
Thereupon Commissioner Chase introduced Resolution No. 801, and moved its passage and
adoption.

Said Resolution No. 801 being in words and figures as follows:
A RESOLUTION OF THE CITY OF SANFORD, FLORIDA, RECOMMENDING TO THE
STATE ROAD DEPARTMENT CERTAIN MODIFICATION IN ITS PLANS FOR WIDEN-
ING OF FRENCH AVENUE, STATE ROAD NO. 15-ALT., IN SAID CITY.
WHEREAS, the State Road Department of the State of Florida has planned and projected
the widening of French Avenue, a portion of Section 7715 of State Road No. 15-Alt., in the
City of Sanford, such avenue extending from its Northern terminus at Junction with Seminole
Boulevard, State Road No. 15; and
WHEREAS, under the present proposed plan for such widening, it would be necessary to
acquire in the additional right-of-way required certain property at the Easterly side of the
Southern terminus of said avenue Daftly occupied by the building designated generally as "Jim
Spencer's Anchor Inn", and it appears to the City that it might be unduly expensive to scqulre
such property or any portion thereof; and
WHEREAS, it appears to the City that the said Oroposed plan could be modified by cur-
ving the Southern terminus of said Avenue to avoid the necessity of acquiring the aforesaid par-
cel of property and that such modification would be practical and desirable, and would be equally
feasible with said widening plan as now proposed; now, therefore,
BE IT RESOLVED by the City Commissi on of the City of Sanford, Florida, that the City
does recommend to the State Road Department of the State of Florida that the present proposed
clan for widening of French Avenue in the City of Sanford, Florida, be modified by curving the
Southern terminus of said avenue to avoid the necessity of acquiring for the right-of-way of
the same the property or any part thereof occupied in part by the building designated generally
as "Jim Spencer's Anchor Inn".

Commissioner Kadet next moved that the Mayor and Commissioner Chase be authorized to
attend the State Road Deoartment meeting in Tallahassee on January 16, and the expenses in con-
nection therewith be borne by the City.
Seconded by Commissioner Ivey and carried.
Consideration next given to the work to be done by the City in completing the stadium
and placing the facilities in condition for the baseball program, and the City Manager submitted

The Mayor next read a proposed letter addressed to the New York Giants Baseball
questing that Sanford's league franchise be assigned to the new baseball
approved.
Further consideration next given to request of Sanford Baseball

of $2,500.00 to cover cost of lighting field and a ground.keeper during coming season,
Carraway moved that the City be committed to extent of ground.keeper for time being until the
amount of the cost of the other expenditures are known.

On motion of Commissioner Chase, seconded by Commissioner Carraway and carried, the
mission next approved the following stipulations in connection with the San Antonio Baseball
using the City's facilities; viz the municipal baseball stadium and adjoining facilities for
spring training for a period of three weeks beginning on or ab~t ~arch 5, 1952:
Use of facilities for an amount of $1.00 and other valuable considerations,
receipt of which is hereby acknowledged.

Cost of electricity and other utilities including playing field lights if
used be borne by the City. All receipts from exhibition games played in
said municipal stadium will be retained by the San Antonio Baseball Club
with the u~l~rstanding that a ten cent City tax may be levied on each paid
admission for such exhibition games.
Pursuant to request of Dr. G. H. Starke for the City to pave llth Street from Sanford
Avenue east to Cypress Avenue, the City Manager next submitted cost estimate of $937.07 for
paving with stabilized clay foundation and asphalt and slag finish.
After discussion the Commission agreed to pave the aforesaid street or one-half block
of it on basis of City paying one-third of cost and the abutting property owners two-thirds,
and directed the City Manager to submit the proposal to Dr. Starke.
The City Manager next submitted cost estimate of $586.50 to install 12" storm sewer
on llth Street between Mangoustine Avenue and across Mulberry Avenue to an open ditch, and on
motion of Commissionor Chase, seconded by Commissioner Carraway, same was ordered tabled, pend-
ing inspection by the Commission.
Further consideration next given to request of Ezra Turner for the City to establish
street right-of-way line of Maple Avenue between 9th and 10th Streets and relocate drainage
ditch from across his property at 911 Maple Avenue and on advice that the street is in good
state of repair and no right-of-way or easement available for relocating the ditch, Commissioner
Carraway moved that the matter be tabled.
Seconded by Commissioner Ivey and carried.
Chief of Police next reported that he had relocated "Bus Stop" from northeast corner of
S~nford Avenue and 3rd Street to the southeast-corner; remarked and designated parallel parking
on north side of 3rd Street immedi,tely west of Sanford Avenue for two parking spaces for Robert
young's taxi-cabs;deSignated "No Parking" on north side of ~rd Street from Perk Avenue east to
Beacon Dslry's loading zone, and on south side of 2nd Street from Sanford Avenue to Cypress Ave.,
and on motion of Commissioner Chase, seconded by Commissioner Ivey and carried, same was approved.
On motion of Commissioner Ivey, seconded by Commissioner Kadet and carried, the Com-
mission next authorized the purchase of Eagle-Signal traffic light at cost of $505.25 to replace
traffic signal at Park Avenue and 25th Street tha~ was damaged by an automobile accident st

and moved that same be submitted to the Seminole County Bar Association for consideration and
comment. Seconded by Commissioner Chase and carried over the dissenting vote of Commissioner
Ivey.
A. HANDLING OF TRAFFIC CASES:
During the months of December through June have a special traffic court
held on Wednesday afternoon of each week for the disposition of traffic
cases only.
2. During the months of July through November try the traffic cases at the
regular Court Session on Monday ~nd Friday afternoons, but the traffic
cases shall be tried before cases of any other nature.
~. Investigate and consider changing the system of both parties involved
in a traffic accident being charged with careless and negligent driving.
Check With other neighboring towns as to how they handle this.
B. GENERAL:
City CoUrt cooperate fully with the Juvenile Court in al? cases involving
minors who come under the State Juvenile Law. '
City Court cooperate fully with the Naval Authorities in all cases involving
Navy Personnel.
Cooperate fully with the Sheriff's office and State's Attorney in trans-
ferring cases to the County and Circuit Court which should be handled
there rather then in the City Court.
The Clerk of the City Court or his deouty, attending Court Session,
should be some person other than a member of the Police Deoartment.
5. Have the Munlclpal Court room painted up and possibly rearranged.
6. The Court shall maintain a high degree of Justice and decide each
case upon its own merits and. render Judgment in accordance therewith.
Consideration next given to the contract proposals submitted by Smith & Gil]espie,
A. P. & R. K. Michaels, and Robert M. Angas and Associates for furnishing engineering services
for the City's proposed sewer extensions, sewage' disposal and water facilities projects, and
Commissioner Chase recommended tha~ Robert M. Angs. s & Associates be employed to furnish such
services.
Commissioner Carraway then recommended that the City employ Smith and Gillesple because
of having been employed by the City on several projects and had already prepared complete plans
and specifications for sewer extensions and treatment and disposal plant, which the City has
on file and for which the City borrowed funds in amount of $21,530.00 from Federal Security
Agency to pay for the engineering services.
Thereupon after considerable discussion, Commissioner Kadet moved that the City
negotiate a contract with Robert M. Angas & Associates for engineering services with stipulation

The City Manager next reported that Phillips Properties proposed to install the Miami
type curb and mixed-in-place pavement in paving streets in Wynnewood Subdivision and on motion
of Commissioner Ivey, seconded by Commissioner Kadet and carried, same was approved.
Action on matter of dog vaccination was next deferred.
On motion of Commissioner Chase, seconded by Commissioner Kadet'and carried, the
salary of acting City Manager Gillon was next increased to $400.00 per month.
On motion of Commissioner Chase, seconded by Commis~oner Carraway and carried, the
Commission next authorized a contribution of $200.00 towards defraying expenses of the annual

DEPARTMENT OF THE STATE OF FLORIDA TO RELIEVE SAID CITY FROM CONTRACT
ENTERED INTO BETWEEN SAID CITY AND SAID DEPARTMENT ON JULY 9, 1951, PUR-
SUANT TO AUTHORITY OF RESOLUTION NO. 792 ADOPTED BY SAID CITY ON SAID DATE;
REQUESTING SAID DEPARTMENT TO AUTHORIZE CANCEII,ATION OF SUCH CONTRACT;
REAFFIRMING THE CITY'S ENDORSEMENT OF SUCH PROJECT, AND OFFERING CONTINUED
COOPERATION OF THE CITY THEREWITH.
WHEREAS, by Resolution No. 792, passed and adopted the 9th day of July, 1951, the City
of Sanford, Florida, through its Commissioners, resolved that thc City procure and deliver to
the State of Florida, under conditions set out in said Resolution, the necessary rights-of-way
and easements for that portion of Section 7715, of State Road No. 15-Alt., extending from State
Road No. 15 Northerly aiong French Avenue in Sanford to Seminole Boulevard, State Road No. 15,
situate in said municipality as to heretofore surveyed and located by the State Road Department
and shown by mad on fiIe in the ~fice of the City Clerk of said City of Sanford,
, and in the office of the said Deoartment at Tallahassee; and
WHEREAS, the City, relative to such purpose, entered into contract with the State Road
Department as authorized by said Resolution, and it has now become apparent that i-t is impossible
for the City to meet the financial requirement involved in the undertaking authorized and entered
into by it by said Resolution and contractz and that it is exv~edient and desirable, in order to
adequately serve the traffic needs of the Orate, County, and City, and to insure the provision
for improvement of this vital link in the State Road Pattern, tl~at the City be relieved from said
contract and undertaking so that the same may be entered into by agencies which are able to carry
its requirements to successful completion; now, therefore,
BE IT RESOLVED, by the City Commission of the City of Sanford, Florida, that said City
does hereby respectfully request that it be relieved from the contract executed and delivered
by its Mayor and Clerk to the State Road Department of the State of Florida, dated July 9, 1951,
pursuant to authority of Resolution No. 792, passed and adooted by said City on July 9, 1951,
by which contract the City undertook, pursuant to the terms therein set forth, to Orocure and deliver
to the State of Florida the ~ecessary rights-of'way and easements for that oortlon of Section
7715, of State Road No. 15-Alt., extending from State R~d No. 15 Northerly along French Avenue
in Ssnford to Seminole Boulevard., State Road No. 15, situate in said municipality as heretofore
surveyed and located by the State Road Department and shown by map on file in the office of the
City Clerk of said City of Sanford, and in the office of the said Department at Tallahaseee; and
BE IT FURTHER RESOLVED, That the S~ste Road Demrtment of the State of Florlde is hereby
reouested to authorize the cancellation and rescission of the aforesaid contract.
BE IT FURTHER HESOLVED, That the City does hereby reafflrm its full and complete approval
and endorsement of the proposed street widening project referred to in the aforesaid contract, a~
does hereby agree to convey to the State Road Department of the S~ate of Florida in connection
therewith any property owned by the City which is required for the right-of-way of said project
and does hereby offer its continued cooperation to the full extent possible to assure completion
of said project.
