The City Commission of the City of 8anford, Florida, met in Bpeclal Called Session at
the City Hall in the City of Sam_ford, Florida, at 3:30 o'clock P. M. February 18, 1952.

Meeting called to order by the Chairman who announced that the purpose of the meeting
was to give further consideration to the matter of Henry Nickel, owner of the property, andl
Bridges, contractor, digging and removing muck from Lots 123 to 127 of Rose Court, abutting on
South Grandview Avenue, who were stopped by the City because of complaints registered by the
neighborhood residents. Also, to handle any other business that may come before the meeting.
Mr. Nickel then advised that he had acquired the aforesaid property, consisting of
approximately 2 1/2 acres, for the purpose of removing and using the muck for his nursery, and
of the savings of approximately $2.00 per cubic yar~l that would be affected over punhaslng it
from dealers. He stated that the property did not have any value for residential purposes be-
cause of being low and mucky, which was settling very rapidly and would soon be under Water and
create a breeding place for mosquitoes, and their excavation and removal of the muck would not
contribute to the menace. He then recommended that the muck be excavated and ren oved from the
entire area, including the adjacent property south and east of his lots, and developed into a
lake, stating that it would beautify the unsightly area and add an attraction to the neighbor-
hood, and that the cost of developing the lake could probably be paid from sale of the muck.
Karlyle Housholder, of 2044 Hibiscus Court, then voiced his objections to removing
the muck unless the entire area is developed into a lake, because of creating a health menace
to the neighborhood and a possible hazard for children by fallinginto the deep hole which will
be filled with water.
Mr. & Mrs. William Bush, of 2025 Hibiscus Court, also concurred in the objections of
Mr. Housholder, but said that they would be agreeable to the over-all lake development.
G. W. Spencer, of 200~ Lilly Court, voiced his objections and warned Mr. Nickel that
he would be liable for damage suits if a child should fall into the excavated hole and drowh.
Mr. Spencer also voiced his objections to the nuisance created by the noise from heavy machinery
excavating and removing the muck but stated that he would be in favor of developing the entire
muck area into a lake project.
Mrs. Roy Graham, of 2295 Grandview Avenue, next voiced her objections because of the
property being zoned for residential ourposes, advising that she had comolied with the zoning
restrictions and felt that same restrictions should apply to Mr. Nickel's property.
Mr. Bridges then outlined his agreement with Mr. Nickel and his previous contact with
Acting City Manager Gillon and Bupt RiChard, whose only request were to avoid excavating near
the City's sewer line across said property.

Seconded by Commissioner Ivey and carried.
On motion duly carried, a Quit Claim deed from City to Jack Norrison for Lots ll,
12, and 13 of Block 2, Nayfair, was ne×t authorized. The City having at one time acquired
title to this pro~rty th~u foreclosure oftax liens.
The request of Seminole High School P. T. A. to borrow the folding chairs from Yacht
Club Building for Junior-Senior Prom to be held in the ~rmory Building, was next denied.
On motion of Commissl~mer Carraway, seconded by Commissioner Kadet and carried, signs
designating location of "Sanford's Business District" were next authorized and directed to be
installed at the following locations:
Corners of
Celery Avenue and Banford Avenue,
Celery Avenue and Mellonville Avenue,
First Street and French Avenue,
Seminole Boulevsrd and French Avenue
25th Street and Park Avenue,
Me~lonville Avenue and First Btreet.
There being no further business the meeting adjourned.
