The City Commission of the City of Sanford, Florida, met in adjourned session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. March 3, 1952.

Meeting called to order by the Chairman who announced that the purpose of the meeting
was to confer with the Zoning Board of AdJt~tment relative to establishing a Planning Board to
make a study of the present and future growth of the community with a view of making recommenda-
tions to creating new zones for commercial use, rezoning certain districts for multiple family,
and extending the City limits to include certain outlying areas that are being developed. Also,
to transact any other business that may be presented at the meeting.
Messrs. Joel S. Field, W. W. Dawson and John Krider, representatives of Seminole
County Baseball Association, Inc., next appeared and reported of progress being made by the
new baseball orgsnization to operate a club in State League during coming season, and of funds
being raised by advance sale of season tickets. They advised that the box seat section of the
new stadium had a capacity of 328 for white and 48 for colored but no seats were installed, and
requested the City to equip it~With folding chairs wh~h could be used in the new tourist
building after the baseball season is over. Also advised that the concession stand would have
to be enclosed before it could be utilized. They also made a further request for the City
to pay all light bills for the stadium and field during the season, stating that the association
would re-imburse the City for such cost from any funds left on hand at end of playing season.
After considerable discussion, action was deferred, pending further consideration.
The Board then proceeded to a lengthy discussion with t he Zoning Board of AdJuSment
relative to zoning problems and the need for creating a Planning Board.
Mr. Ingley, Chairman of Zoning Board of Adjustment, gave a brief resume of the activi-
ties of the Board and the problems involved, and stated that the Board felt that in view of the
City's recent growth and for the best interest of the City and ~r protection to property owners,
the Zoning Ordinance should be revised. He also outlined the powers of the Board.
Mr. Gut reported on the various request received by the Board for variances, most of
which were beyong the limited powers of the AdJustment Board, and ~commended that a Planning
Board be appointed to make a study of the zoning ordinance and districts for the purpose of
future growth of the community.
The City Attorney next reported on the legal aspects of architectural
that the courts had ruled that such zoning was not constitutional.
After further discussion Commissioner Carraway moved that the members of the Zoning
Board of Adjustment be appointed as members of a Planning Board of which there shall be nine
members.

Fire Chief Cleveland next appeared with reference to the radio communication equip-
ment proposed to furnish the Fire Department under Re local Civil Defense program on basis of
City paying one half of the cost, which was authorized by the Commission at meeting ofl May 21,
1951, and $900.00 appropriated for such purpose in current budget. He advised that the Depart-

the equipment would be delivered.
Thereupon Commissioner Carraway moved the approval of purchase of the aforesaid
equipment for the Fire Department and t hat the Chairman of local Defense Council be advised
that the City will participate on fifty-fifty basis on purchase price of $3,600.00.

Chief Cleveland next advised that a new fire truck could be secured on same basis and
that type of truck equipped according to City's specifications would cost $12,500.00.
Thereupon Commisdoner Chase moved the purchase of a new fire truck under t he Civil
Defense program on basis of City paying one-half of total cost of $12,500.00, to be equiped
.according to City's specifications, ~also the p~,ehase of fire hose on same basis, and that the
City re-imburse the Government for its share of cost upon delivery of equipment.
Seconded by Commissioner Carraway and carried.
