Mo . 1952 The City Commission of the City of Banford, Florid a~ met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. March 10, 1952. Present: Commissioner W. Williams Meeting called to order by the Chairman. Monthly reports of streets, sanitation, health, water, fire, police, and library de- partments for month of February 1952, submitted and examined. On motion duly carried, invoices and payrolls for month of February 1952, as evidenced by Voucher Nos. 7464 thru 7578, next approved. Earl Higginbotham, local agent for Standard Oil Company, next appeared and submitted an offer of $12,000.00 for purchase of property described as Lots 6, 7, 8, 9 and 10 of Block 11 of Tier 8, E. R. Trafford's Map. The title to Lots 6, 7, 8 and 9 being vested in the County thru foreclosure of tax liens, which have been dedicated for p~blic use, and the title to Lot 9 vested in City thru foreclosure of its tax liens. Thereupon after considerable discussion, Commissioner Carraway moved that the City grant the Standard Oil Company an option for six months to purchase t he City owned lot on basis of overall price of $12,000.00 for the five lots, subject to County's approval of portion of sale price for its four lots, and also subject to satisfactory adjustment of City's pro rata of proceeds from sale of the County's lots. Seconded by Commissioner Chase and carried. Mack N. Cleveland, Jr., Attorney, next appeared with further reference to application of Ernest E. Skully for permit to operate an additional taxi-cab. At this time Mr. C. W. Elrod, operator of the Yellow Cabs also appeared and made a further protest against granting any additional permits for taxi-cabs, stating that he pu~hased the fleet of Yellow Cabs with the understanding of cabs that wouldbe permitted to operate. After discussion, and in view of the fact that the aforesaid p~ooerty is being used as a public parking lot and relieving the down-tow~ oarklng problems, it was felt that the City should ret~n it for this pure. oas. The plat of Phillips' Terrace Subdivision next submitted, and on motion duly adopted, same was approved. A committee manager, as spokesman, season when it is not being utilized. He advised that their club was being sponsored by the Young Men's Heart Club and that all home games would be scheduled when the Seminole Blues a~e playing out-of-town, and that most of the games would be played on week ends in the after noon but would probably schedule a few night games during the season. He stated that they would only use the field and colored grandstand, and the lights for the few night games, and their first game would be played on Easter Sunday. After considerable discussion and on advice that the transformers and considerable amount of the wiring for field lights had been removed, the Commission authorized the colored Sanford Giants Baseball Club to use the old ball park on Easter Sunday but deferred action on request for entire season. Messrs. Joel B. Field, John Krider and Marion Harman, representing the Seminole County Baseball Association, Inc., next apoeared and requested a lease on the new Memorial Stadium during the coming season, for period April 1st thru September 15th., 1952. They also requested the Commission to give ~urther consideration to ~eir request for the City to furnish folding chairs for the box seats and enclose the conceswion stand. After discussion, the request for lease was taken under advisement, action deferred on enclosing concession stand, pending plans and specifications to be furnished by Architect Elton J. Noughton, and on motion of Commissioner Chase, seconded by Commissioner Carraway, the City Manager was directed to call for bids on purchase of 200 folding chairs for the box seats. On motion of Commissioner Chase, seconded by Commissioner Carraway and carried, the Commission next directed that bids for salvage be obtained for tearing down and removing all of the wood structure of the old grandstand, except the restrooms. On motion of Commissioner Carraway, seconded by Commissioner Chase and carried, the Mayor and Clerk was next authorized to execute conditional sales contract with Florida-Georgia Tractor Comoany in sum of $5,140.00, payable November 1, 1952, wit~ interest at 6% representing balance due on purchase of Elgin Street Sweeper. Application next received from Mr. & Mrs. A. Menendez for permit to sell beer and wines to be consumed off premises at 501 Celery Avenue, and on motion of Commissioner Ivey, seconded by Commissioner Chase, same was approved. Commissioner Ivey next introduced Resolution No. 805, and after being read in full, moved its passage and adoption. COWAN was apoointed by the City Commission of the City of Sanford, Florida as a Commissioner on the Housing Aut~ity of the City of Sanford, FlOrida, becoming thereafter on December 2, 1949, the Vice-Chairman of that body, and on October 24, 1950, the Chairman, and serving continuously from the time ofhls appointment until the date of his resignation from the same on February 20, 1952; and WHEREAS, in addition to his ~flcial duties, which included oreslding over the meet- ings of the Authority, executing the numerous documents and items of correspondence and other instruments in connection with the affairs of the Authority, and generally suoervising in behalf of the Authority the construction work carried on under it, he has given generously of his time, w~thout compensation, to promote the successful completion of the projects of the Authority, having spent a great amount of time in connection with the punhase of the land required for the Castle Brewer Court, having materially assisted in clearing the title to the property purchased, and having attended numerous meetings of the City Commission in order to negotiate with the Commission concerning the cc~uction of the projects undertaken by the Authority; and WHEREAS, the projects undertaken by the Authority; namely, Castle Brewer Cour$, which is now completed, and William Clark Court, and Edward Hlggins Terrace, which are nearing com- pletion, are a tribute to the work of the Authority during the period of Mr. Cowan's service thereon, and it is~tting and aporoprlate that the outstandi~and unselfish efforts of Mr. Cowan over and above the efforts required by his official duties in the furtherance of these pro- Jects be given recognition, and that an expression of appreciation be made in behalf of the people of the City of Sanford. NOW, THEREFORE, BE IT RESOLVED, by the City Commission of the City of Sanford, Florida, that the Commission, in its own behalf and in behalf of the people of the City of Sanford, Florida, does hereby exoress to Ralph T. Cowan its and their Rep appreciation for his splendid services rendered as a member of the Housing Authority of the City of Sanford, Florida, and does hereby heartily commend him upon the excellence of his work. BE IT FURTHER RESOLVED, That this Resolution be spread upon the minutes of the City Commission of the City of Sanfo~d, Florida, and that a copy thereof be delivered by t~ City Clerk to Ralph T. City Clerk On motion duly carried the City Manager was next directed to place a notice in the newspaper to all persons having removed street curbing for the purpose of constructing drive-ways that such driveways will have to be constructed in accordance with who failed to construct same, City's specifications. The Chief of Police next reported on lack of facilities at municipal pier for furnish- ing electricity for visiting boats, and on motion of Commissioner Chase, seconded by Commissioner Ivey, the Commission authorized and directed additbnal outlets to be instal]ed, and a fee of $1.00 per day charged for use of electricity for each boat served. Turner filling up and blocking the natural drainage ditch across his property at 910 Maple Avenue, and on advice of the City Attorney that the City had acquired an easement by prescription for this ditch and had legal right to maintain it, Commissioner Ivey moved that the City Attorney advise Mr. Turner of the City's rights in the matter, but if he will furnish the ~cessary pipe to carry the wa~er across his property, the City will install and cover same. Seconded by Commissioner Chase and carried over dissenting vote of Commissioners Carraway and Kadet. Offer next received from Walter L. Carter to purchase the W. 75 ft. of City's muck bed property described as N~ of Lot A, Dodd, Lord & Dean's Subdivision at orice of $50.00 and on motion of Commissioner Carraway, seconded by Commissioner Chase, same was accepted subject to reservation for utilities. On motion of Commissioner Chase, seconded by Commissioner Ivey, the Commission next approved the promotion of fireman G. M. Harriett to rank of Lieutenant, effective as of March l, 1952, to fill vacancy created by resignation of Lieutenant C. M. Whltten. On motion duly carried the request from members of the Fire Department for salary in- crease wac next ordered tabled. On recommendation of Chief of Police, and on motion of Commissioner Oarraway, seconded by Commissbner Ivey and carried, the Commission next a,~thorized installation of three parking meters on north side of Second Street between Park and Oak Avenues. The following bids next submitted for furnishing RC-1 Asphalt for paving streets around Castle Brewer Project: American Oil Company, Sanford - 13.33~ per gallon F.O.B. Banford Mexican Petroleum Company, Tampa - 12.11~ " " , ,, After comparison of prices submitted Commissioner Chase moved the acceptance of bid, that of Mexican Petroleum Company. Seconded by Commissioner Kadet and carried. On motion of Commissioner Chase, seconded by Commissio~Ivey and carried, next authorized the purchase of two heavy duty street light poles and fixtures to replace the two poles supporting the traffic signal light at intersection Palmetto Avenue.
