Bayer City Commission of the City of Sanford, Florida, met in adjourned regular session May 9, 1952. Meeting called to order by t~e Chairman and on the roll call the fol2 owimE members of the City Commissioner we~found to be present: Mes~rs, Andrew Carraway, Randall John L. Kadet, John D. Ivey and W. H. Stemper. Mr. Robert M. Angas of engineering firm of Robert M. Heath, Geologist of Department of U. S. Geodetic Survey, next proposal to develop additional water supply. Chase, Angas & Associates, and Er. appeared with reference to City's Mr. Heath then submitted a map of vicinity of 8snford showing the areas where water with low chloride content and suitab].e for municipal purpose may be obtained, and after careful study of same, Mr. Angas recommended that a new well field be developed within vicinity of old Lake Nary Road and ~untry Club Road. After discussion, action was deferred on securing site for a new well fi. eld, pending further exploration of the area by Er. Angas. Mr. Angas next recommended that the City install a ten or twelve inch well at the water plant for emergency use, which could be used to supplement the present supply until the new well field could be developed and placed in operation. Thereupon Commissioner Chase moved that the City install 12" well at the water plant for emergency purposes. Seconded by Commissioner Carraway and carried. Mr. Angas next submitted a map of Sanford showing all existing buildings and loca~ OhS, with special symbol showing those constructed since June of 1950, the date of beginning existing national emergency. Also, showing the existing water mains and fire hydrants. He then reported on survey made of influx in population due to existing emergency and reactivation of Naval Air Base, and advised that the City should be entitled to at least a 25% grant of Federal funds under the Defense Housing and Community Facilities and Services Act of 1951 toward cost of con- structing the proposed improvements to the water system. Thereupon Commissioner Chase moved that the City proceed with application to Defense Housing and Community Facilities for Federal Aid under the aforesaid Act, and that Mr. Angas be authorized and directed to prepare and submit the application for the City on the proposed water system improvements and extensions. Seconded by Commissioner Kadet and carried. Hr. Angas next submitted a map showing the existing sanitary sewers which showed ap- promixately 90% of sanitary sewerage system being combined with the storm sewers. He stated that because of tbs combined sewerage system, an interceptor line along the lake front would not correct discharging raw sewage into the l~, but that he would have a report on the survey, and recommendations for improvements and extensions of the system within a few days. George H. Williams, Jr., Executive Director of Sanford Housing Authority, next appeared and reported that as a result of surveys conducted of substandard houses within the Sanford area, it was found that there is still a need for low-rent public housing over and above the 250 units under construction, and that the Public Housing Administration had advised th2t an MINUTES 885 · May 9 at 8 P. H-40750 ..................... -- moved Commissioner Ivey then offered Resolution No. 807, and after being read its passage and adoption. ~econded by Commissioner Kadet and carried by the following vote of the Commissioner Stemper Aye " Carraway Aye " Chase Aye " Ivey Aye " Kadet Aye Said Resolution No. 807 being in words and figures as follows: A RESOLUTION OF THE CITY OF 'SANFORD, FLORIDA, APPROVING THE AMENDED APPLICATION OF THE HOUSING AUTHORITY OF THE CITY OF SANFORD, FLORIDA, TO THE PUBLIC HOUSING ADMINISTRATION FOR A PRELIMINARY LOAN IN CON- NECTION WITH CERTAIN DEVELOPMENTS THEREIN MENTIONED AND DECLARING THE INTENT OF SAID CITY TO ENTER INT0 AN AGREEMENT WITH SAID HOUSING AUTHORITY FOR LOCAL COOPERATION BY THE CITY IN THE PROVISION OF LOW- RENT PUBLIC HOUSING. in full, Commission: WHEREAS, on August 29, 1949, t~s body adopted Resolution No. 761, approving the ap- plication by The Housing Authority of the City of Sanford, (herein.m~d the "Authority"), to the Public Housing Administration (herein called the "PHA") for a Preliminary Loan in the amount of $47,500.00 to cover the cost of surveys and olanning in connection with the development of 125 dwelling units of low-rent public housing; and W~HEREAS, in February andMarch, 1950, the Authority conducted a survey of all sub- standard housing within the Sanford area, Sanford, Florida, a much greater need for private enterprise over and above the 125 WHEREAS, on August 28, 1950, this body adopted Resolution No. 779 Application by the Authority to the PHA for a Preliminary Loan in the amount such survey showing that there exists in the City of low-rent public housing that is not being met by units already applied for; and aporovlng an amended of $85,000.00 to cover the cost of surveys and planning in connection with a development not to exceed approxi- mately 250 dwelling units of low-rent public housing; and WHEREAS, the Authority is submittingto the PHA in accordance with the United States Housing Act of 1937, as amended, and amended Apolicatlon for a Preliminary Loan in the amount of $100,000.00, to cover the cost of surveys and planning in connection with the development not to exceed 300 dwelling units of low-rent public housing; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA: That the City Commission of the City of Sanford, Florida, does hereby approve the amended Application of the Authority to the PHA for a Preliminary Loan in an amount not to exceed $100,000.00, to cover the cost of sua-veys and planning in connection with the development of not to exceed approximately TOO dwelling units of low-rent public housing in the City of Sanford, Florida; and does hereby declare its intent to enter into an agreement with said Authority for the local cooperation by the City in the provision of said low-rent public housing which may be required by the PHA pursuant to the United States Housing Act of 1937, as amended. WHEREAB, The Housing Authority of the City of Sanford, Florida (herein called the "Local Authority") and the City of Sanford, Florida, (herein called the "City") pursuant to resolution duly authorizing such action, have heretofore on March 27, 1950, entered into a Co- operation ~reement covering 125 units of low-rent housing to and WHEREAS, the Local Authrity and the City, pursuant to resolutions duly authorizing ' such action, have on December ll, 1950 entered into an amendment to the Cooperation Agreement dated March 27, 1950, extending such Agreement to include and cover an aggregate of not to exceed 250 units of low-rent housing; and WHEREAS, the Local Authority is now applying for reservation of additional units of low- rent housing from the Public Housing Administration (herein cal~ed the PHA) to a total of 300 units, and may hereafter apply for and receive reservation for additional units of low-rent housing; and WHEREAS, in order for t~ Local Authority to receive financial assistance from the PHA in connection with such additional units of low-rent housing it is necessary that the Cooperation Agreement heretofore executed between the Local ~thority and ~e City be amended so as to cover be developed by the Local Authority; housing already received and by and include within its terms, the additional units of low-rent to be received by the Local ~thority; and WHEREAS, it is in the public interest that the terms of the Cooperation Agreement extended to include and cover an CITY COMMISSION OF SANFORD: dated March 27, 1950 and amended on December ll, 1950 be aggregate of not to exceed 300 units of low-rent housing; NOW,THEREFORE, BE IT RESOLVED BY THE MAYOR AND 1. This agreement, entered into this ~th day of May 1952, by and between The Housing Authority of the City of Sanford, Florida,(herein called the "Local Authority") and the City of Sanford, Florida a municipal corporation (herein called the ,City")WITNEBSETH: WHEP~AS, the Local Authority and the City have heretofore executed a certain Co- operation Agreement, dated March 27, 1950, and amended December ll, 1950, covering 250 units of low-rent housing to be developed by the Local Authority; and WHEREAS, the Local Authority is now applying to the Public HousLug Administration (herein called the "PHA") for an increase in its Program Reservation to a total of 300 units of low-rent housing and may hereafter apply for and receive from the PHA reservation of additional units; and WHEREAS, in order to receive financial assistance from the PHA in connection with ad- ditional units received under its Program Reservation, and those which may be received in the future from PHA under its present or other Program Reservations, it is necessary that such ad- ditional units be covered by and included within the terms of a Cooperation Agreement between MINUTES 387 City Commission, Sanford, Florida,._~.a..~[...?. ~. ~...~.:.....~.,. ................. 19 ~ the City that the Cooperation Agreement between them, dated March 27, 1950, and amended December ll, 1950, be amended so as to extend the said Cooperation Agreement to, and include within its terms, the additional units of low-rent housing now reserved by the PHA to the Local Authority, and additional units of low-rent housing to be hereafter reserved by the PHA to the Local Authority, not to exceed an aggregate of 300 units of low-rent housing; NOW THEREFORE, in consideration of the foregoing and the mutual benefits one to the other, and for the purposes above set forth, the Local Authority and the hereby agree that the Cooperation Agreement heretofore executed between and amended December ll, 1950, shall be and it Paragraph I (a) is amended to read: flowing from City do them on March 27, 1950 hereby is amended as follows: Paragraph T~ term "project" shall mean any low-rent housing hereafter developed as an entity by the Local Authority with financial assurance of the Public Housing Administration (herein called the "PHA"); excluding however, any low-rent housing project covered by any contract entered into prior to March l, 1949 for loane and annual contributions between the ~ocal Authority and the PHA or its predecessor agencies. 2 is amended to read: Agreement The Local Authority shall endeavor to secure a contract or con~racts with the PHA for loans and annual contributions, and shall endeavor to develop and administer one or more Projects. The obligations of the parties hereto shall apply only to Projects aggregating not more than 300 units of low-rent housing. The Project or Pro~ects shall be located within the corporate limits of the Municipality. The colored Sanford Giants Baseball Club, with John Henderson, Manager, as spokesman, next appeared and made a further request to use the old baseball park for playing their games on week ends when the Seminole Blues are playing out of town. Also, to use the new stadium one night each week when the Seminole Blues are not using it. They advised that arrangements had been made to meet the requirements stipulated in the agreement between City and the Seminole County Baseball Association relative to furnishing public liability insurance, paying light bills, etc. After discussion Commissioner Chase moved that the City indicate its approval to the 888 H-40750 MINUTES ~1 '1 9Nayat 8 P.N. id 52 City Commission, Sanford, rioncta, ................ x~ Seconded by Commissioner Carraway and carried. The Clerk next reported that satisfactory negotiations were being made with Sun Oil Company to ourchase the tract of land, size 35' x 25' of City's property on north French Avenue, which was appraised by local realtors at v~lne of ~1,500.00, lesvlng a value of $2,500.00 on balsnce of the property with 65 ft. frontage, which Nr. T. O. Brown had agreed to purchase After consideration and on motion of Commissioner Carraway, seconded by Commissioner Chase, the Commission authorized the sale of said prooerty to Nr.
