070752406 H40750 MINUTES City Commission, Sanford, Florida, JU!.Y. 7 st..~, o'c]ock P M 19 52 The City Commission of the City of Sanford, Florida, met in adjourned sessionat the City Hall in the City of Sanford, Florida, at $:00 o'clock P. M. July 7, 1952, to receive the Tax Assessment Roll for year 1952 and to sit as a Tax Equalization Board: Present: Commissioner W..H. Stemper, Mayor " Andrew Csrraway " Ranaall Chase " Jgnn D. Ivey " John L. Kader City Clerk H. N. Sayer Neeting called to order by the Chairman. The Commission then adjourned the Tax Equalization Board meeting until a later date due to the 1952 Tax Assessment Roll not being c~mpleted by the Tax Assessor, and thereupon rpoceeded to handle other business. The Clerk then re-submitted the Appraisal Report on property to be acquired for widening French Avenue and reported that the Board of County ComN~issioners bad referred it back to the City Commission for approval before considering it. Attorney G. W. Spencer next appeared on behalf of Charles E. Spencer, o~mer of the Anchor Bar and Restaurant property ~hlch will have to be acquired and building removed for the proposed widening of French Avenue, and protested against the apb)raised value of $19,077.50 placed on th~ property by the Appraisal Board, also, becs~ of not including any consideration for cost of moving and loss'of business for period of time in ~ich to erect or secure another location for his business. Mr. Spencer then advised tb~t they were baying an independent appraisal made of property by a board consisting of three local, qualified appraisers and two contractors ~lch w~ld be completed within three days and. requested the Commission to withhold action on approving the Appraisal Report until they could have an opoortunity to submit their appraisal for comparison. After f~rther study of the Appraisal Report the Commission referred it back to the Appraisal Board with request that consideration be given for loss of busi~ on all properties used for business purposes, and re-submit for consideration of the Commission at meeti~ to be held at 8:00 o'clock P. M. July ll, 1952. On motion of Commissioner Carraway, seconded by Commission~-r Kadet and carried, the Com- mission next authorized Quit Claim deed from City to Harold Herbst and wife for Lots l0 and I1 of Block 16, San Lanta Second Section. The title to this property having been vested in City at one time thru foreclosure of tax liens. ~here being no further business the meeting then adJo~med until 8:00 o'clock P. M. July ll, 1952.
