The City Commission of the City of Sanford, Florida, met in adJarned session at the City
Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. July ll, 1952.

Neetlng called to order by the Chairman.
Messrs. Raymond N. Ball, C. A. Whiddon, Br., and Howard Faville, Appraisers of the property
$o be scquired for widening French Avenue, next re-submitted their Appra~al Report showing
same appraised value of $38,862.28, with supplemental attached as follows:

Supplementing our Appraisal Report in connection with the parcels aopraised,
this Committee advised, that, other than is indicated in the Appraisal Re-
port, no loss of business was considered in any instance. The Committee
suggests thet in addition to the total appraised valuation of the buildings
used for business ourposes on any of the parcels that the owner be compen-
sated for Loss of Business to the extent of a fair compensation for a
reasonable period of time in ~tich to erect or secure anther location for
the operation of his business.

Mr. Whiddon then advised that due to the fact that they did not have available information
to determine the loss of business on some of the business property to be acquired, they tele-
l~honed the Stere Road Department in Tallahassee for advice on the matter, and were informed that
it was the general procedure to supplement appraisal reports with recommendations such as con-
rained in the foregoing letter when the appraisers are nS able to arrive at actual values.
Attorney G. W. Spencer, representing Charles E. Spencer, owner of the Anchor Bar and
Restaurant property, next submitted copies of report of an independent appraisal of the property
which were reviewed by the Commission.
After considerable discussion and on advice of acting City Attorney Williams as to legality
of the appraisals, Commissioner Chase moved that the City accept ami approve the Appraisal Report
as supplemented.

Seconded by Oommissioner Carraway and carried over the dissent ingvote of Commissioner Ivey.
Raymond M. Ball next suggested that the name of south extension of Perk Avenue be changed
Orlando Drive to some other name, and same was taken under advisement as a good suggestion.
On motion of Commissioner Ivey, seconded by Commissioner Chase and carried, the Commiss~n
next approved the payment of travel expenses to and from S~nford for Psul L. White, Thomas
Lemon, Loon Miner, and Richard P. Brice, Jr., applicsnts for posit~on of City Menager, for
interview with City Commission.
Commissioner Ivey next moved thst Thcs. L. Lemon's epplicetion for ~he position of City
M~neger be accepted at a salary of $6,600.00, and that in addit~n he be allowed a flat sum of
$400.00 moving expenses.
