Gillon Chief of Police R. G. Williams Absent: Commissioner John D. Ivey Meeting Called to order by the Chairman. Monthly reports of streets, sanitation, health, water, fire, police and library departments for month of June 1952, submitted end examined. On motion duly carried, cur-ant invoices and payrolls for month of June 1952, as evidenced by ¥oucher Nos. 7993 thru 8130, next approved and payment authorized. Mr. Paul I. Taylor, owner of Dreamwold Trailer Park which is located Just outside of City on pro~erty bordering on City Limit line and adjacent to residential zone, next appeared with reference to permit granted him by Zoning Adjustment Board to extend the trailer park in city limits on three lots owned by him and operate for one year, but rescinded by said Board upon complaints of adjacent property owners after construction had been started. He stated that he had invested a considerable amount of money in materials in commencing conetruction end would like a d ~i~ite decision on whether or not he will be able to complete the extension in accordance with the permit granted him. After discussion Commissioner Carraway moved that the matter be referred to the Zoning Board of Adjustment with request for an early decision. Seconded by Commissioner Kadet and carried. Mrs. G. W. L. Smith, of 801 Elm Avenue, next appeared w~h reference to letter of notice from the City Attorney to remove the fence erected on City property(parkway between curb and sidewalk) in front of her home, which she erected under City BuilSing Permit No. 9053 of June 19, granted her to erect a fence around the front of her lot. Mrs. Smith claimed that B. F Smith, next door neighbor at 805 Elm Avenue, who made the complaint agalu$ her had violated the building code and zoning ordinance by adSlng an apartment unit to his dwelling and constructing it within 18 inches of her property line, and conetructing a laundry shed on the property line. She requested the Commiselon to take action to have Mr. Smith remove these additions to cmfo~m with the provision of the Zoning Ordinance. Nra. Smith also said that st~ would remove the fence from the street parkway if it were the wishes of the Commission. Commissioner Kadet then moved that the matter of buildings ofB. F. Smith bei~gerected too close to property line of Mrs. G. W. L. Smith be referred to City Manager and Building ~nspector to investigate and consult with the City Attorney, and p~esent the facte at uext meeting. Seconded by Commissioner Chase and carried. Mrs. Smith was next advised ths. t the fence on street property would have to be removed. Wm. C. Hutchison, Jr., next appeared on behalf of the Salvation Army and requested that the City's annual contribution of $200 be included in next fiscal year's budget, and same was ordered filed for consideration in preparing the budget. Estridge for the City to remove the Australian Oaks from parkway in front of his home at 220 Holly Avenue, and same was authorized provided he pay the cost for labor and equipment. The Mayor next reported that all the local dentist recently contacted had endorsed the proposal of installing fluoridatl~on equipment and fluoride as a deterrent to tooth decay, which December/1950. treating the municipal water supply with sodium authorized by the City Commles~n under date of Thereupon after considerable discussion and in view of the fact th~ fluoridation of water has become controversial because of differences in scientific medical opinions, Commissioner Chase moved that ~he matter be tabled, pending further study and investigations, and that the City MAnager write the American Medical and Dental Associations for an opinion on the matter. Seconded by Commissioner Kadet and carried. Letter next read from the Zoning Board of Adjustment recommendingth~t a Public Hearingbe held to consider rezonlng Lots 2 and 3 of Block 16, Chapman & Tucker's addition, located on south side of Second Street between Cypress and Pine Avenues, from R-2 ~Multiple FAmily) D~strict to C-1 (Commercial Retail) District. Thereupon Commissioner Carraway moved that a Public Hearing be held at 8:00 o'clock P. M. August 4, 1952, to consider rezonlng the aforesaid property in accordance with recom~endation of the Zoning Board of Adjustment. Seconded by Commissioner Kadet and carried. At request of merchants located on East Second Street, andon recommendation of Chief of Police, the Commission next authorized instells~ion of parking meters on south side of said street between Lodge & Son's Grocery and Ssnford Avenue, if the parking meters are in stock. The Mayor ne~t reported that the Board of County Commissioners had approved the Appraisal Report on property to be acquired for widening French Avenue but ha~, refused to pay the Appraisers' fee of $1,200.00. On motion duly carried the matter of reducing the license tax on coin operated amusement machines were next ordered tabled for further study. Resignation of Geo. D. Bishop as member of Board of Bond Trustees next submitted because of not being eligible to serve in said capacity, and on motion of Commissioner Chase, s~conded by Commissioner Kadet, same was acceoted with regrets. On recommendation of the Mayor, and on motion of Commissioner Kadet, seconded by Commissioner Chase and carried, Earl Higglnbotham and Dr. Leonard Munson were next appointed as Bond Trustees to fill the two vacancies on the Board. The Mayor next requested the Commission to reconsider the action du~ing hisabsence at meeting of June 23, re-appointi~Harry Lee on the Civil Service Board for another two year term, Wa e which/contrary to his recom~endatlon. He stated that Mr. Lee had served diligent and faithful on the Board since l~s inception in 19~4 without compensation and he felt that rather than working a good man down, all Boards, Committees and Commissions should be changed as to · ,more. personnel every so often in order to g~ve/peop±e an opportunity to take an active 'part in civic affairs, which he stated was in line with suggestions and requests received from numerous citizens. Commissioner Chase stated that he did not understand that ~r Lee had been re-appointed on the Civil Service Board. After further discussion Commissioner Chase moved that the Commission reconsider the ap- pointment of Mr. Harry Lee on the Civil Service Board. Seconded by Commissioner Kadet and carried over the dissenting vote of Commissioner Carraway. On motion of Commissioner Chase, seconded by Commissioner Kadet and carried, the Commission next approved the Mayor's appointment of W. E. Kirchhoff, Jr., as a member of the Sanford Housing Authority Commission to succeed W. V. Bittlngwhose term of office expired on May 20, 1952. Resignation of J. L. Ingley as a member of the Zoning Board of Adjustment and Planning Board, next submitted because of him being transferred from Sanford. Thereupon Commissioner Chase moved its acceptance and that an appropriate resolution be presented Mr. Ingley. Seconded by Commissioner Kadet and carried. On motion of Commissioner Chase, secoSd by Commissioner Kader~and carried, the Commission next appointed J. Bralley Odham as a member ofthe Zoning Board of Adjustment, and Planning Board ~o Cill the vacancy created by the resignation of J. L. Ingley. On recommendation of the Mayor, and on motion of Commissioner Kadet, seconded by Commissioner Chase and carried, the Commission next appointed a Traffic Safety Committee oonslsting of the following, subject to their s cceptmnce: J. Mar!on Harman, 8r., John Williams, Bob B. Rohl, Robert E. Karns, Willie Hunt, William Bush, Jr., and James J. Slngletary. Consideration next given to appoi~ing an Industrial Procurement Committee, as a result of which several names were submitted and taken under advisement. On advice of the City Clerk that no funds sre available in current budget to pay the $5,000.00 note at Sanford Atlantic National Bank for cost of Citizens Advisory Reorganlzstlon S~vey, Commissioner Carraway next moved that funds be appropriated in next fiscal year's budget for payment of the note after October l, 1952. Seconded by Commissioner Chase and carried. Commissioner Carraway next introduced Ordinance No. 503, entitled: AN ORDINANCE AMENDING SECTION 1. (b) OF ORDINANCE NO. $65 OF THE CITY OF SANFORD, FLORIDA, WHICH ORDINANCE ESTABLISHES A BUILDING CODE FOR THE CITY OF SANFORD, FLORIDA, AND WHICH SECTION PRESCRIBES THE SCHEDULE OF PEP~IT FEES BY REVISING THE AMOUNT OF SUCH PERNIT FEES AS HEREIN SET FORTH. and same was place on its first reading and read in full.
