On motion duly carried, minutes .of regular meetings of June 9 and 23, adjourned meetings of July 7 and ll, regular meetings of July 14 and August ll, and adjourned meeting of August 18, 1952, approved. Mrs. Nell K. Brown who resigned from he position of office clerk in the Water Department on August ll, 1952, next appeered before the Board and requested her position back with the City, claiming that it was her understanding that she was granted an unofficial leave of absence for one month. She advised that the position she accepted on trial basis was notsatlsfaotory be- cause of having to stand while working, which was affecting her physical1~due to have an in- Jured knee. Thereupon after reviewing her letter ~f resignation and the action atmee$ing of July 28, denying her request for a leave of absence, and of the Commission in view of ~he position having already been filled by someone w~o resigned from another position to accpet, the Com- mission advised Mrs. Brown that they conld take no action on the matter and tha~ the pre- vtous action of the Board would have to stand. Volie A. Williams, Jr., Attorney, next submitted the following proposel of employment for acquiring the rights-of-way for widening French Avenue, and on motion of Commissioner Ivey, seconded by Commissioner Kadet end carried, same was accepted by the Commission: Mr. Thcs Lemon, City Manager City of Sanford, Florida City Hall tanford, Florida. Dear Mr. Lemon: In answer to your question as to my accepting employm~ with the City to secure the necessary right-of-way on French Avenue, I make the following proposal: 1. The sum of ~30.00 is to be paid me for each parcel to which I secure the deed or the deed is secured by someone else as the direct result of my negotiation with the owner of the parcel. 2. The sum of $$0.00 is to be paid me for the preparation of initial condemnation proceedings on each parcel it is necess- ary to condemn. 3. The sum of $150.00 is to be paid me for each parcel it is necessary to carry completely through condemnation pro- ceedings, including court appearances. For your information, tl~s proposition is similar to the one executed be- tween the Housing Authority and me on my employment with them to secure properties for Castle Brewer Court, Edwin Higglns Terrace, etc. S/ Volle A. Williams, Jr. Consideration next given to matter ofthe City either demolishiug the old City owned dwelling at 900 Fench Avenue and using the salvage msZerisls, or sell it for salvage purpose, and on motion of Commissioner Carraway, seconded by Commlssi~uer Kadet, same was left to the discretion of the City Manager. Municipal Judge Karlyle Housholder next appeared and outlined the duties of municipal Judge, the amount of time devoted to the office and loss of private law practice due to holding such office, and requested that the salary be increased to $200.00 per month beginning nex~ fiscal year, which ie in accordance with recommendations of the SeminoIe County Bar Associa- tion. He also advised that he would resign from the office on January l, 1953, because of having been elected to office of County Prosecuting Attorney. Matter taken under advisement. A copy of Resolution adopted by Seminole County Chamber of Commerce commendingJ. L. Ingley for his services and leadership to the community while residing in Sanford, was next presented with request that it be spread upon the minutes of the Commission, and in view of the fact that a similar resolution was adopted by the Commission at meeting of July 28, Commissioner Carts- way moved that same be accepted and filed. Seconded by Commissioner Kadet and carried. After being advised that the Board of County Commissioner had not complied with request to convey Block 4 of Bel Air back to the City in accordance with their agreement, Commissioner Carraway moved that another letter be written them requesting that ed by Commissioner Ivey and carried. The matter of City mowing vacant lots for property owners was next referred to the City Manager for recommendation. Commissioner Kadet next moved that the City install loud speakers in the Commission Room and as many microphones as needed for the Commission table to accommo~ate the Commission and City Manager. Mayor Stemper then vacated the Chair and. seconded the motion of Commissioner Kadet but same failed to carry over the dissenting votes of Commissioners Carraway and Ivey. Petition next received from all the owners of property abutting on unpaved portion of N. Summerlln Avenue requesting the City to pave that portion of said street and offering to pay their pro rata of cost. Matter referred to the City Manager of cost estimate. Ordinance No. 504 entitled: AN 0P~INANCE OF THE CITY OF SANFORD, FLORIDA, AMENDI~D ORDI~ANCE NUMBER OF ~AID CITY, AS AMENDED, SAID ORDINANCE BEING AN ORDINANCE ESTABLISHING A ZONING PLAN ~ITHIN THE CITY OF SANFO~RD, SAID A~.~NDMENT TRANSFERRING TERRI- TORY IN DISTRICT R-2 to DISTRICT C-1 IN SAID CITY. ~i.st introduced and placed on its ~ ~ its final pasaage and Adoption. Thereupon the roll was called the vote being as follows: such action be ~aken. ~econd- reading at regular meeting of August Il, was next placed on o~ the final passage and adoption of said Ordinance No. 504. Commissioner Stemper Aye " Carraway Aye " Ivey Aye " Kadet Aye Thereupon the Chairman announced that the City Commission of the City of Sanfo~, by unanimous vote had passed and adopted said Ordinance ~o. 504, entitled: AN 0RDi~NCE OF THE CITY OF SANFOF~, FLORIDA, AMENDING ORDINANCE LU3P,~BER 362 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING AN ORDINANCE ESTABLISHING A ZONING PLAN ~ITHIN THE CITY OF SANFORD, SAID AMENDEE~T TRANSFERRING TERRI- TORY IN DISTRICT R-2 TO DISTRICT C-1 IN SAID CITY.
