Present:
The City Commission of the City of Sanford, Florida, met in adjourned session at the City
at 8:00 o'clock P. M. September 16, 1952:

Meeting called to order by the Chairman.
The Commission then proceeded to sit as a Tax Equalization Board to con,der complaints or
objections as to assessed valuations on the.1952 Tax Roll, submitted at meeting of September 15.
Conslderatiou given to protest of Harry Robson against the valuation in amount of $22,0h0.00
against the E. 72' 3~# of Lots 9, lC, and I1 Block 2 T~er 1, E. R. Trafford's Map, and after care-
ful comparison with similar properties similarly located and taking into consideration the age
of the store building located thereon, Commissioner Carraway moved that the assessed valuation
be reduced to $19,070.00. Seconded by Commissioner Chase and carried.
Consideration given to protest of Mr. & Mrs. Theo. Judt, against the valuation in amount
of $9,900.00 against Lots 5 and 6, Welllngton's Addition, and on motion of Commissioner Ivey,
seconded by Commissioner Carraway and carried, the assessment was reduced to $9,160.00 to correct
error in the assessment due to the garage attached to duplex apartment located thereon having
been appraised as part of the living space.
Consideration given to protest of Mr. & Mrs. Theo. Judt against the valuation in amount
of $7,500.00 against Lots I and 2, Wellington's Add., and $7,500.00 against Lots 3 and 4,
Wellington's Add., and after careful comparison with similar properties similarly located, the
Board felt the assessment to be well in line and denied the request for a reduction.
On motion of Commissioner Carraway, seconded by Commissioner Chase and carried, the Com-
mission denied the request of Montez Harris for a reduction in the assessed valuation in amount
of $3,160.00 against the W. 1/3 of Lot 4, Block 9, Chapman & Tucker's Add., because it was felt
that the assessment was well in line with similar properties.
After comparison with similar properties similarly located, and on motion of Commissioner
Carraway, seconded by Commissioner Chase and carried, the Commission denied the request of J. N.
Crooms for a reduction in the valuation of $5,190.00 against Lots 3 and 4, Block 10, Tier l, E. R.
Trafford's Map.
Consideration given to request of R. W. Herron that the Board table the increase of
$1,260.00 in the valuation against Lots lB and 14, Teague's Add., for improvements during
1951, until the City has given him some relief on the traffic problem in front of his place of
business, and on advice of the City Attorney that the Commission had no legal authority to grant
such request, same was denied.
On motion of Commissioner Carraway, seconded by Commissioner Chase and carried, the Com-
mission denied the request of Miss Isabella Simon for a reduction in the valuation against Lots
I and 2 Block l0 T~er 6, E. R. Trafford's Map, because her request did not Justify a reduction in
the assessment.
After comparison with similar p~operties similarly located, and on motion of Commissioner
Ivey, seconded by Commissioner Chase and carried, the Board denied the request of A. C. Lamb for
a reduction in the valuation of $6,510.00 against Lot 18, Robinson's Survey.
There being no further complaints or objections registered as to valuation on the 1952

Consideration next given to rate of taxee to be levied for year 1952, and after consider-
able discussion, Commissioner Carraway moved that the tax levy be set at 18.4 mills, to be al-
~ located 10 mills for Debt Service and 8.~ mills for General Government. Seconded by Commissioner
Chase but failed to carry.
Commissioner Kadet then moved that the tax levy for year 1952 be set ae 17.4 mille, to be
,.. allocated 9 mills for Debt Service and 8.4 mills for General Government. Seconded by Commissioner
Ivey and carried over the dissenting vote of Commissioner Carraway.
Consideration next given to the change made on trial basis of traffic regulation at inter-
section at Park Avenue and First Street, providing for 'No Turn on Red' at all times and 'Nc
Turn"on Saturdays, and after considerable discussion, Commissioner Ivey moved t hat same be
changed and that signs be installed immediately providing for "No Left Turn# and 'No Turn on Red'
seven days a week. Seconded by Commissioner Chase and carried over the dissenting vote of Com-
missioner Stamper who stated that the new regulation of 'No Turn' on Saturdays had not been
given a fair trial.
"' On receipt of notice that the annual convention of Florida League of Municipalities will
be held in Tallahassee on November 13-15, Commissioner Chase next moved that the MaYor, City
Manager, City Attorney and any Commissioner be authorized to attend, the convention, the expenses
in connection therewith to be borne by the City. Seconded by Commissioner Ivey and carried.
Pursuant to letter received by each Commissioner from Vineyard and Company, Certified
Public Accountants, requesting suggestions and recommendations concerning changes in the annual
audit report, Commissioner Carraway moved that the City Manager and Clerk be authorized to make
such recommendations.
"- On motion, of Commissioner Oarraway, seconded by Commissioner Kadet and carried, the Com-
mission next authorized a ~uit Claim Deed from City to Douglas Btenstrom and wife on Lots 31 to
36 of Block 3, First Section Marvanla. Title to this property having been vested in the 01ty at
one time thru foreclosure of tax liens.
The City Manager next reported on request of Phillips Properties for letter of acceptance
from the City of the streets paved by them in Wynnewood, Phillips Terrace and Banfo Park Sub-
divisions, advising that he had made an inspection of the streets and found the pavement un-
satisfactory.
After discussion and on motion duly carried, the Manager was authorized to negotiate
~'- with Phillips Properties relative to completing the pavement on the aforesaid streets to meet
the City's specifications.
Commissioner Kadet next moved that in view of the increase in salaries for employees
,-, provided in the 1952-1953 budget, that the City discontinue payment of telephone bills for any
employee, and that the City Manager be authorized to designate employees that may be required
to have telephone sex-vice in their residence. Seconded by Commissioner Chase and carried.
Mr. Herman Morris, Principal of Seminole High School, next appeared with reference to the
conversion of baseball field at municipal memorial stadium for football games and advised that
they were unable to get the football field within the park without moving the left field fence.
Thereupon Commissioner Carraway moved that the City give the Bchool Board authority to
move the fence back to suit their needs without any obligation to replace it back after the
football season is over. Seconded by Commissioner Ivey and carried.
