Ivey Meeting called to order by the Chairman. City of Sanfor~, Florida, met in regular session at the City September 22, 1952. 2. To extend curb at Jefferson and Forest',Drive. 3. Cut curbs at Geneva Avenue where it intersects 4. Install readius curb at Geneva Avenue. 5. Repair soft spots on ali streets. with Princeton and Male. Seal coat of 1/4" slag and asphalt on all streets within ninety days. Financial statement and statement of revenues and expenditures for month of August 1952 submitted and examined. A group of residents from Wynnewood section next appeared and protested against having to carry their garbage and trash cans to the curb line of the streets because of not having open alleys in back of their premises for the City ~ collect from, which is in accordance with recent action of the City Manager to enforce the City's ordinance regulating the collection of garbage and rubbish. They requested that the City continue picking up the garbage in back of premises and carry it to the front for them instead of opening the alleys, stating that they would be willing to pay a fee for such service. The City Manager then pointed out that the ordinance is not a new one and that it was now being enforced in order to furnish a regular equitable and efficient collection service throughout the City. After considerable discussion, Mayor Stamper advised them that the City would try to work out s oma satisfactory arrangements with the citizens for. collecting garbage, but pending further study, collections would have to be at the curbs where alleys are not available. J. L. Coleman, of 1321 E 24th Street next requested that the City inetall~reet lights in Wynnewood in order to furnish them some protection from night prowlers, and same was taken under consideration. John Fitzpatrick next advised that several of the dwellings in Wynnewood were improperly wired and requested the City to take some action to correct the condition, and same was referred to the City Manager for investigation. Wellborn Phillips, Jr., of Phillips Properties, and Frank Hubbard, contractor who constructed the paved streets in Wynnewood, Phillips Terrace and Sanfo Park Bubdivislons, next appeared and with further reference to the City accepting the streets. Mr. Hubbard advised that the streets were paved in accordance with State Road Department s~ecificatlona, and of the same type construc- tion he had used for years in several other localities which were holding up satisfactory. Re also advised that the finished seal coat of asphalt and slag had been applied and exl~ined the procedure of waiting approximately 40 days to allow for any soft or weak spots to develop and be properly patched before adding the seal coat. The City Manager then advised that he and Mr. Phillips had made a thorough inspection of the streets and the following requirements should be met before acceptance by the City: 1. He advised of the need of a letter of acceptance from the 0ity in order for them to consummate the sale of the dwellings constructed in the projects thru FHA. "~ Thereupon after considerable discussion, Commissioner Kadet moved that the 0ity accept the aforesaid streets upon a letter from Mr. Phillips guaranteeing that the seven points of work listed above will be done, and that the City Attorney prepare the letter of agreement. ~- Becondedlby 0ommissioner Chase and carried. David P. Mlller who appeared at meeting of September 15, relative to finding City's storm and sanitary sewers ~unnln~ across Lots 57 and 58 Pine Heights, upon starting foundation for dwelling thereon, next submitted bills in amount of $2?0.95 for expense incurred by him for surveying the lots, clearing, securing building permit and excavating for foundation, for which he requested re-imbursement from the City. He stated that he would furnish a letter agreeing to repay the Oity for any part of such cost in the event he uses any part of the lots. After discussion, Commissioner Kadet moved that since Mr. Miller could not use the lots because of the City's sewers being located thereon, and have incurred the foregoing expenses in surveying and clearing the lots, and because he secured a building permit from t~ City which he could not use, that the City reimburse him for the entire amount of $2?0.95. Seconded by Commissioner Chase and carried. Application next received from A. Menendez to transfer to him the license and permit sued Roy L. Mlxon to sell beer and wines for consumption on premises at 1016 Orange Avenue, and on motion of 0ommissioner Chase, seconded by Commissioner Kadet and carried, sa~e was approved. Further request next given to the petition received from citizens of Goldsboro that three street lights be installed on 16th Street between Bell Avenue and the railroad, the street on --' which the primary school is located, and on recommendation of the Chief of Police, Commissioner Kadet moved that one light be installed 300 feet west of the existing light at intersection of Bell Avenue, Seconded by Commissioner Chase and carried. On motion of Commissioner Chase, seconded by Commissioner Kadet and carried, the request of State Employment Agency for permission to use a sound truck in the City without paying a license for purpose of recruiting labor was next ordered tabled. Mayor Btemper next advised that the School Board felt that since they were paying the City $1,000.00 to convert the baseball field for football games at the municipal memorial stadium, that the City should pay far cost of moving the fence in order to have sufficient space ~ for the football games, and on motion of Commissioner Chase, seconded by Commissioner Kadet and carried, same was authorized. On motion of Commissioner Chase, seconded by Commis~ioner Kadet and carried, the Commission ,. next directed that the City not renew Paul I. Taylor's license to operate a trailer park on Lots lq, 17 and 18 of Block 20 of Dreamwold, because the pro~erty is not zoned for commercial use. Letter next read from J. T. Hardy tendering his resignation as serviceman in the Water Depart- ment, effective on October 1, 1952. Thereupon Oommissioner Chase moved that it be accepted with regrets in view of his long record of faithful service with the City. SeConded by Commissioner Kadet and carried. Roberts On motion of Commissioner Ohase, seconded by Commissioner Kadet and carried, the Clerk and City Attorney were next authorized access to the safety deposit box at Sanford Atlantic National Bank for the purpose of transferring 13 Refunding Beries B Bonds to the Board of Bond Trustees. The City Attorney next submitted a revised option, together with voucher, from the Navy Department for the City to convey the airport property to the United Btates of America by Quit- Claim Deed upon payment by the Navy of claims of Fellowship Foundation, National Exhibition Company and O. L. Reynolds, lessees of the .airport property, in amount of $34,964.03. He advised that the option had been re-drafted which eliminated the objectionable conditions stipulated in the original proposed option submitted at the meeting of July 28. Thereupon Commissioner Chase moved that the Mayor and Clerk be authorized to execute the option and voucher on behalf of the City for a Quit Claim Deed to the Government for the property of Naval Air Btation. Beconded by Commissioner Kadet and carried. Commissioner Kadet next introduced Ordinance No. 505, entitled: ( AN ORDINANOE AMENDING THE ADMISBION TAX TO MUNICIPAL STADIUM - THE CITY ATTORNEY HAB THE ORDINANCE) and same was placed on its first reading and read in full. There being no further business the meeting then adjourned until 8:00 o'clock P. M. September 23, 1952, for the purpose of adopting Ordinances making appropriations for fiscal year beginning October 1, 1952 and ending Beptember 30, 1953, and determining the amount and fixing the rate of taxation and making the annual tax levy for year 1952. gm
